Marcia Fort called the meeting to order at 12:35 p.m.
APPROVAL OF MINUTES
A quorum did not exist, so the minutes were not approved.
DISCUSSION OF DIRECTOR OF PERSONNEL JOB DESCRIPTION(MAYOR COHEN)
The Committee expressed their concerns regarding the duties of and minimum qualifications for the Director of
Personnel position. The Committee feels that this is not a realistic job description and that there would be difficulties
in reaching members of the protected class due to the minimum requirements. Phyllis Radke stated that the Director
of Personnel should have a strong background in affirmative action,recruitment and human relations. Ms. Fort stated
that she is interested in feedback from department heads regarding this job description.
Mayor Cohen addressed the Committee's concern. Then he distributed the New Position Duties Statement for the
Director of Personnel and explained his reasons for the breakdown of the job duties. The Mayor stated that he would
like to see consistency between departments and create a culture within City government to improve the attitudes
of employees. Mayor Cohen feels that the creation of and the changes in the responsibilities for this position will
help in reaching these goals.
The Committee thanked the Mayor for answering their questions.
NEXT MEETING
The next Affirmative Action Advisory Committee meeting is scheduled for Thursday - June 12, 1997. Ms. Fort
asked that Committee members make their revisions to the Affirmative Action Plan prior to the next meeting. The
next meeting will be used to discuss these revisions.
With no further business, the meeting was adjourned at 1:00 p.m.

Shreve, Tom Baskin-Bey), Ithaca College Students(Jaime Heun,Elizabeth Barrett, Stephanie
Huey)
Marcia Fort called the meeting to order at 12:05 p.m.
APPROVAL OF MINUTES
Diann Sams made a motion to approve the minutes from the July 24, 1997 and the August 14, 1997 Affirmative
Action Advisory Committee meetings. Motion seconded by Marcia Fort. Motion carried 5-0.
SHARING OF INFORMATION ABOUT CITY AND COUNTY AFFIRMATIVE ACTION PROGRAMS
Marcia Fort welcomed to the meeting the members of the Tompkins County Affirmative Action Advisory
Committee. After introductions, Ms.Fort gave some history of the City's Affirmative Action Advisory Committee
and the Affirmative Action Program. Ms. Fort stated that this Committee is looking for some directions as to their
responsibilities and goals. Ms. Fort mentioned that members of the City's Affirmative Action Advisory Committee
met with members of Tompkins County Affirmative Action Advisory Committee to discuss the possibility of
combining certain aspects of the City's and County's Affirmative Action Program.
Beverly Livesay gave some background information about the County's Affirmative Action Advisory Committee and
their Affirmative Action Program. Ms. Livesay stated that the County has recently revised their Affirmative Action
Plan. Ms. Livesay mentioned the meeting with members of the City's Affirmative Action Advisory Committee and
also expressed an interest in combining some aspects of the County's and City's Affirmative Action Program. Ms.
Livesay feels this may alleviate some, if not most, duplication by both agencies.
Ms. Livesay distributed a proposed job description for an Affirmative Action Officer. The Committees reviewed and
discussed the creation and responsibilities of an Affirmative Action Officer.
The Committees discussed the feasibility of combining the City's and County's Affirmative Action Program. The
Committees felt that the reasons the Affirmative Action Program has not been as successful was due to the lack of
support from higher level management and the lack of resources to keep the program operating.
The discussion of the possibility to combine the City of Ithaca and Tompkins County Affirmative Action programs
will be continued at the next Affirmative Action Advisory Committee meeting of Tompkins County on Friday -
October 10, 1997 at 9:00 a.m. - Old Jail House:
