APRIL 9, 1991
MINUTES
PRESENT: Commissioners Cornelius, Baker, Howell, Reeves and
Neigh.
1 . Chairman Cornelius called the meeting to order at 1910 hrs .
2 . Additions/Deletions to the agenda:
- Request from Co. #9 (add to item #9 )
3 . Persons wishing to speak to Fire Commissioners - None.
4 . Commissioner Reeves made a motion to approve the minutes of
the March 12, 1991 meeting as written. Seconded by Comm.
Neigh. Carried unanimously.
Commissioner Baker made a motion to approve the minutes of
the special Board meeting held on March 19, 1991 as written.
Seconded by Comm. Neigh. Carried unanimously.
5 . Commissioner Baker made a motion to a approve the audit
dated April 9 , 1991 in the amount of $24,505 .77 . Seconded
by Comm. Neigh. Carried unanimously.
6 . Commissioner Reeves made a motion to approve the following
additions to volunteer companies :
- Co. #2 : Michele Strizack and Rebecca Weaver
- Co. #9 : Sergai De la Mora, Ira Emsig, Stacey Gotlub, Wolf
Vogel .
Seconded by Comm. Baker. Carried unanimously.
- Commissioner Howell made a motion to approve the following
members be dropped from the rolls of Co. #9 ( for various
reasons) : Ricardo Aponte, Paul J. Barresi, Lawrence A.
Bell, Charles Benzinger, Philip Berns, Craig Beyles, Samuel
S. Bryan, Frank Caruccio, Basil Carver, Kevin P.
Chamberland, Charles Cornish, John M. Davis, Edward D.
Farling, William C. Fish, Caesar Fontana, John Greenham,
Michael S. Hano, Daniel P. Hill, Fred L. Hill, John Hom,

The motion was seconded by Comm. Baker. Carried
unanimously.
7 . Commissioner Neigh made a motion to approve a change to the
Ithaca Fire Department's Rules & Regulations - Section 28 -
as presented by Chief Olmstead and recommended by Deputy
Chief Wilbur. Seconded by Comm. Baker. Carries
unanimously.
8 . The Board considered a request from the Ithaca Paid
Firefighter' s Association that the POW/MIA flag be flown at
all City fire stations . After discussion, Commissioner
Reeves made a motion that permission to fly the flag be
pursued through Common Council and that a formal resolution
of support of this request from the Board be prepared and
voted on at the May 1991 meeting. Seconded by Comm. Neigh.
Carried unanimously.
9 . Commissioner Neigh made a motion to approve the list of
parades requested by Co. #7 subject to the usual
restrictions regarding minimum manning and availability.
Seconded by Comm. Baker. Carried unanimously.
Commissioner Reeves made a motion to approve a request from
Co. #9 to participate in the Good Neighbor Day in
Collegetown to be held on April 27 from 10 A.M. to 2 P.M.
(Public Education type activities) . Seconded by Comm.
Neigh. Carried unanimously.
Commissioner Baker made a motion to approve a request from
Co. 9 to do some painting and construction of cabinets at
Station #9 . Seconded by Comm. Howell. Chief Olmstead will
check with the City Engineer and City Attorney to be sure
work does not interfere with any legal action being pursued.
Captain Maas will check with the Chief before work begins .
The motion carried unanimously.
10 . After discussion, Comm. Neigh made a motion to direct the
City Chamberlain to distribute equally to the 8 volunteer
companies interest earned on 2% money for the year 1990 less
1990 payments to sick and indigent firefighters plus 1/2 of
new 2% money received in March 1991 (leaving $90, 000 plus
interest earned in 1991, less 1991 payments to sick and
indigent) .
Seconded by Commissioner Baker. Carried unanmously.
11. Commissioner' s Award for May 10 Fire Department Recognition
Banquet - Commissioners Neigh, Baker and Cornelius will get
together to discuss prospective candidates .

12 . Chief 's Report:
•
- 1990 volunteer response reports and training records and
tabulations will be available soon.
- Chief Olmstead will be writing a series of articles for
the newsletter regarding the ISO report. The Ithaca Fire
Department fared extremely well since the last inspection
and he will be detailing the process involved and what the
rating means for taxpayers .
13 . Other
- Lt. Michael Schnurle has been appointed to the Tompkins
County Fire Advisory Board as recommended by the Mayor to
replace Tom Mills .
- Co. #9 submitted annual reports of 2% monies and City
Contract money. Co. #6 and Co. #7 also submitted reports
for City Contract money.
After discussion, Commissioner Reeves made a motion to
authorize the Chief to process City Contract money ($2 ,000
yearly contribution) to those companies who have responded
to the request for reports : Companies #1, 3, 6, 7 and 9 .
Seconded by Commissioner Howell. The vote was as follows:
Yes : Commissioners Cornelius, Baker, Reeves and Howell;
Abstain: Commissioner Neigh.
The motion carried.
14 . At 2015 hrs . , Commissioner Howell made a motion to move into
Executive Session to discuss a request from a needy member.
Seconded by Comm. Reeves . Carried unanimously.
The Board resumed open session at 2024 hrs .
Commissioner Baker made a motion to authorize the City
Chamberlain to pay from the Activity Firemen's Relief Fund,
bills in the amount of $115 . 74 for a needy member of Co. #9 .
Seconded by Comm. Reeves . Carried unanimously.
At 2025 hrs . Commissioner Baker moved that the meeting be
adjourned. Seconded by Comm. Neigh. Carrried unanimously.
