HomeMy WebLinkAboutMN-BFC-1992-02-11 BOARD OF FIRE COMMISSIONERS FEBRUARY 11, 1992 MINUTES PRESENT: Commissioners Baker, Cornelius, Neigh Common Council Liaison Booth (arrived at 1920 hours) ABSENT: Commissioners Begg and Mayer 1 . Chairman Baker called the meeting to order at 1905 hours. 2 . Additions/deletions to the agenda: - None 3 . Persons wishing to speak to the Board of Fire Commissioners : - None 4 . Moved by Commissioner Neigh, seconded by Comm. Cornelius that the minutes of the January 1992 meeting be approved as written. Carried unanimously. 5 . Moved by Commissioner Cornelius, seconded by Comm. Neigh that the audit dated February 11, 1992 in the amount of $33, 159 . 96 be approved. Carried unanimously. 6 . Moved by Commissioner Neigh, seconded by Comm. Cornelius that the resignations from Co. 7 of Edward Barris and Jeffrey Boronkay be accepted. Carried unanimously. 7 . Moved by Commissioner Neigh, seconded by Comm. Cornelius that Lt. Chuck Fish be reimbursed from the donation fund in the amount of $173 .00 to replace glasses lost at the Farm and Cayuga Street fire on 1/6/92 . Carried unanimously. 8 . Update - Application for Relief Form: Due to the absence of Commissioner Mayer, this item was tabled until the March meeting. 9 . Moved by Commissioner Neigh, seconded by Comm. Cornelius that the board request each volunteer company to submit by the board's April meeting a copy of its 1991 annual report detailing use of 2% money, as well as its report regarding use of its 1991 allocation of city funds. Also moved that staff be directed to distribute to the companies the forms to be used for the city report. Carried unanimously. It was noted that a company will not receive its 1992 city allocation until a 1991 report is submitted. (Commissioner Cornelius submitted Co. 3 's 1991 2% report. ) 10 . Volunteer handbook: Volunteer Coordinator Lynch is awaiting comments on the draft from Commissioner Begg, funds have _ - Board of Fire Commissioners Minutes of 2/11/92 Page 2 been encumbered for printing, and word is awaited regarding the availability of binders for the manual under state contract. 11 . Chief 's Report: - Monthly reports : presented. Staff will investigate why Commissioner Neigh' s December response fails to be reflected in the Volunteer Response Report. - Chief Olmstead reported that the Cayuga Street fire on 1/6/92 used up 10 percent of the year's overtime budget. Volunteer response figures presented are not impacted by that incident. - The Chief reported on the Disaster Preparedness Seminar in Ithaca on 2/9/92, sponsored by the New York State Association of Fire Chiefs and on a Legislative Breakfast, sponsored by the organization, that he attended in Albany earlier in the month. - There will be another unnamed retirement in March, bringing the anticipated total to three within the month, meaning the department will be down five positions, plus the MTO. The Chief cautioned that one of the decisions before the board will be to establish its priorities in filling those positions . - Space Needs Study: We are working with the City Clerk' s office to get the records inventory completed prior to beginning the study. 12 . The board welcomed Alderman Dick Booth, returning as Common Council ' s liaison to the board. Chairman Baker reported that he has submitted a request to the Veteran Volunteer Firemen's Association that the organization make a contribution to supplement the dwindling donation fund. The request was tabled for 30 days . At 1955 hours, it was moved by Commissioner Neigh, seconded by Comm. Cornelius and carried unanimously that the meeting be adjourned.
