JULY 9,1996
MINUTES
PRESENT: Commissioners Lyman Baker, Alvin Nelson, Robert Romanowski, and
Cynthia Yahn.
Acting Chairperson Baker called the meeting to order at 1807 hours.
MATTERS OF REORGANIZATION:
The board noted that the city had not yet appointed a representative to succeed
Commissioner Charles Jennings, and that the Town of Ithaca has recommended
the reappointment of Commissioner Baker for a new three-year term.
Moved by Commissioner Romanowski, seconded by Commissioner Nelson that
Lyman Baker be elected as chairman of the board for 1996-97. Carried
unanimously.
Moved by Commissioner Yahn, seconded by Commissioner Nelson that Robert
Romanowski be elected vice-chairman. Carried unanimously.
IL Moved by Commissioner Nelson, seconded by Commissioner Romanowski that
the minutes of the June 11, 1996 meeting be approved. Carried unanimously.
Moved by Commissioner Nelson, seconded by Commissioner Romanowski that
the minutes of the June 13, 1996 meeting be approved. Carried unanimously.
III. ADDITIONS/DELETIONS TO THE AGENDA:
Staff recommendation regarding award levels- 1995 Volunteer Incentive
Program: included under item VII.
Resolution in support of the National Fire Academy: included under item X.
IV. PERSONS WISHING TO SPEAK TO BOARD OF FIRE COMMISSIONERS:
David Cornelius (Company 1) expressed regret at the closing of Fire Station#7 as
part of the Resource Reallocation Project and submitted a letter offering special
thanks to the members of Cataract Hose Co. #7.
Cornelius also expressed concern over a recent letter to the editor from Local 737
president Jim Crowley, published in the Ithaca Journal,which had raised the
union's concerns over procedures whereby the department could accept offers of
service from volunteer members of other fire departments within New York
State.

Ernie Jackson(Company 1) asked that volunteer companies be permitted to
contact suppliers directly to obtain volunteer uniform items which involve no
city expense, to expedite the ordering process and decrease the workload of the
clothing officer. Chief Wilbur stated that the department would look into ways
to improve procurement of items for volunteer personnel. The possibility of
establishing a position of Volunteer Clothing Officer has been discussed.
V. CORRESPONDENCE:
Letter from "Dollars for Dreams"branch of Alternatives Federal Credit
Union thanking the board for its consideration of the organization's
request to use the State Street parking lot for use for a car wash.
Copy of resolution approved by the Tompkins County Board of
Representatives on June 18, 1996, thanking the department for "prompt
and effective response" to the fire at the county recycling and solid waste
center on June 11, 1996.
- Donation in the amount of$19.46 to the Donation Fund for sale of tin to
Wallace Industries.
- Donation in the amount of$240.00 from the Ithaca City School District to
Rescue Squad Donation Fund for CPR classes given by Lt. Tracy.
VI. MEMBERSHIP CHANGES: None
VII. MISCELLANEOUS REPORTS:
Moved by Commissioner Romanowski, seconded by Commissioner Nelson that
the board approve the audit dated July 9, 1996 in the amount of$9,531.00.
Carried unanimously.
Report of the Tompkins County Fire Advisory Board: Representative Lyle
Neigh reported that the matters of Emergency Medical Service (possible
changes in leadership in Central New York) and the 911 system were discussed
at the board's most recent meeting. Training is being scheduled for on-board
computers to be instituted as part of the new system.
Staff recommendation: Award levels, 1995 Volunteer Incentive Program
(attached). Moved by Commissioner Romanowski, seconded by Commissioner
Nelson that the recommendation be approved, with the understanding that

development of an organized retention program proceed "with the oversight of
the Board of Fire Commissioners". Carried unanimously.
VIII. DEPARTMENT REPORTS: CHIEF'S/OPERATIONS DIVISION/VOLUNTEER
SERVICES DIVISION/TRAINING DIVISION: See written reports attached to
these minutes.
IX. OLD BUSINESS
Commissioner Yahn raised the issue of the use of the State Street parking lot for
the new county social services building. Chief Wilbur will by letter request
clarification from city and county regarding plans for the lot.
X. NEW BUSINESS
Chief Wilbur asked that the board consider a proposed Resolution in Support of
the National Fire Academy. (See Chief's Report.) Moved by Commissioner
Romanowski,seconded by Commisioner Yahn that the resolution be approved.
Carried unanimously.
Moved by Commissioner Romanowski, seconded by Commissioner Nelson that
the board award outgoing Commissioner Charles Jennings a certificate of
appreciation for his service as chairman of the Board of Fire Commissioners and
for his time and effort spent on behalf of the board. Carried unanimously.
XI. EXECUTIVE SESSION
At 1907 hours, the board moved into executive session to consider the 1995
Commissioners Award. The board returned to open session at 1924 hours.
XII. At 1926 hours, it was moved by Commissioner Romanowski, seconded by
Commissioner Nelson that the meeting be adjourned. Carried unanimously.
