ITHACA BOARD OF FIRE COMMISSIONERS
JULY 13,1999
MINUTES
PRESENT: Commissioners Robert Romanowski and Alvin Nelson;
ABSENT: Commissioner Yahn;
Two Commissioner positions are vacant.
Items that require action are noted by an *
I. Chairperson Romanowski called the meeting to order at 1800 hrs. As there is not
a quorum, Board members reviewed the following information (no action taken):
*II. June 8, 1999 and July 13, 1999: minutes will be reviewed for approval at the next
meeting.
III. Additions/deletions to the agenda: None
IV. Persons wishing to speak to Board of Fire Commissioners: Vol. Ken Jupiter,on
behalf of the IVFU,presented a proposal for use of Retention Funds. (see written
request in Minute Book). This request spurred a discussion of space needs
within the entire Ithaca Fire Department. Highlights of the discussion are as
follows:
- Chief Wilbur discussed short term adjustments (see space needs report within
the Chief's Report in the Minute book).
- Looking at assessment of bunk rooms,storage spaces/needs/company rooms;
- Sale of Station 7- funds to be used for Central renovations?
- Chief needs to bring resolution regarding Station 7 as there are currently several
people interested in purchasing the building;
- Possibly ask two of three companies using Central to combine?
Chair Romanowski didn't feel this was an appropriate request.
- Need to develop a "client committee" (all parties affecting/interested) in space
needs of the Ithaca Fire Department;
- Our ultimate goal is to add space at Central,not just renovate;
- Bob Romanowski indicated he would ask Tony Egner for an informal, initial
assessment of situation (as he has offered in the past);
* - Resolution for next meeting required - space needs and requirements to add
space - development committee.
- Check with Mayor regarding outlook of Capital Projects related to space needs
at Central.
V. Correspondence:
* - Request for purchase of memorial bunting (from Donation Account) - deferred

to next meeting;
- Donation from Elks for participation in Flag Day parade-$25.00 (accepted to be
deposited in Donation Account);
- Request of independent photographer to do a photo documentation of the
Ithaca Fire Department- The Board will leave this decision to the discretion of
the Chief and Deputy Chief;
-Lion's Club request for funds to purchase smoke detectors -a City Department
cannot legally donate monies;however, a response will be written that says if
there is a specific request from someone in our response area, they should be in
touch with us to make accommodations.
-Letter from IPD regarding the annual "Pud's Run" event and request for
participation;
- The Board received copies of letters Chief Wilbur wrote thanking mutual aid
agencies for the various help during recent incidences.
VI. Membership Changes-will be reviewed at the next meeting;
VII. Miscellaneous Reports:
-Town of Ithaca -Chair Romanowski provided a written copy of his recent
report to the Town of Ithaca (see Minute Book);
- Audit-no action;
- Tompkins County Fire Advisory Board - no repor1t.
VIII. Department Report (Chief, Deputy Chief, Volunteer Coordinator and Training):
-Chief Wilbur asked the Board to read his report and ask questions or comment
at the next meeting. He noted items that will require action:
- Award to be presented to Common Council recognizing IFD personnel
who were able to save the life of an infant who was choking;
- Consider list of improvements to Central Fire Station that may be
funded from some proceeds of sale of Station 7;
-Internet Service for Station 5 (South Hill);
- Deputy Chief Dorman also asked the Board to read his report and ask
questions or comment at the next meeting. His items that will require action are
as follows:
- Reported that he is meeting with the 2 low bidders for the pumpers this
week and will finalize the recommendation from the Apparatus
Committee. At that time, he will ask the Chair of the Board to conduct a
phone.poll to award the bid.
- Resolution regarding details for the purchase of furnishings for the
common areas of fire stations.
- Fire Investigation Unit-see report submitted by AC Wheaton;
- Public Education Activity -see report submitted by Lt. Deis

-Volunteer Services Division- see report from VC Lynch
IX. Old Business-None
X. New Business-
-Request from Chief Wilbur to borrow from Rescue Squad Donation Fund and
Donation Fund to finish outfitting the new Rescue Boat(previous phone poll
conducted by Chair Romanowski approved this request).
-THERE WILL BE A SPECIAL MEETING OF THE ITHACA BOARD OF
FIRE COMMISSIONERS TO BE HELD ON TUESDAY,JULY 27,1999
BEGINNING AT 6:00 PM AT THE ITHACA FIRE DEPARTMENT'S
TRAINING CENTER,200 PIER RD.,ITHACA. THIS MEETING WILL BE TO
CONSIDER THE YEAR 2000 ITHACA FIRE DEPARTMENT BUDGET
REQUEST TO THE CITY OF ITHACA.
XI. At 1845 hrs. the Board moved into Executive Session to discuss a request of a
needy member. At 1847 hrs., the Board resumed open session. Upon a vote of
the two members who were present, as well as a phone vote from Comm. Yahn,
a request of a needy member for assistance was approved.
XII. At 1847 hrs., the meeting was adjourned. ;
