OFFICIAL MINUTES OF MEETING
SEPTEMBER 17, 1981
The regular monthly meeting of the Affirmative Action Advisory
Committee was held at 2:05 P.M. , September 17, 1981 in the
Conference Room off Common Council Chambers, City Hall .

Steve Wapen opened the meeting and asked that Bernie, di.scuss the
delay in setting up the International Firefighters/P gram to
assist us in recruiting firefighters and possibly /Police officers.
Bernie explained that the delay has been brought on by the Presi-
dent 's attempt to impound budget funds. But we will know more
about this after the 24th and 25th of September, and since the funds
for this recruitment program have already been decreased by 50%
there is a good chance that we may still be able to use this program.
We discussed that this year's EE04 figures will be available for
the next meeting. Figures look like percentages will be approxi-
mately 4% minority, 14.8% for women.
The proposed AAAC annual report was discussed with the decision
to make our report"year July 1 through June 30 each year, with a
report to council following our ability to use the figures from the
annual EE04 report (usually due by September 30) . We will report
to the Council the Council meeting in November to include:

1. A copy of the AAAC Guidelines.
2. All memos of meetings.
3. Statistical summary based on EEO4 tats. '
4. Contracts from and results of NY State, Dept. of State visit
Justice Department and Mediation HUD.
5. Report on any discrimination cases we may have had and sta i
of cases. v
6. Report on AA Seminars/Training and Budget .
7. Future directions

The AAO will try to compile the above data, send/out to members,
and next meeting we will work on this as a group to prepare annual
report.
There was also a discussion concerning whether the AAAC should
comment to the Mayor and Council concerning their decision to
authorize a member of our committee to attend a conference in direct
contradiction to a Common Council resolution and ommitment -te" '�-,-
support of the ERA. The discussion concerned wh her it was, in
fact in the committee's purview within its guidel nes - it was
det6rmined that it was.
It was further determined to review the resolution(s) , newspaper
clippings1 and to try to determine what impact it had on employee
morale (male & female)} to send correspondence out to employees to
determine if any employee would like to discuss this with the
committee concerning equal opportunity/and moraleof all employees,
le,, women. The memo will include all membersInames and telephone
numbers, with the information that if anyone wanted to talk about
it anonymously, that could be done also.
Meneaer attendance was again discussed. The committee decided
to ask that Argin Hutchins be removed due to non-attendance and
to write letters to interested community groups to ask for possible
recommendations for persons to serve on the committee. In addition
one city employee will be leaving and should be replaced by a city
employee. A letter will go out - if you cannot attend - consider
resigning.
The committee then discus ed the AA Seminar which was in session on
September 17th and 18th the progress of the seminars. Mike
Montgomery also informed the committee of the changes to Affirmative
Action under Reagan and what impact it would have on the city and
the committee.

Mike explained that the City's AAP was always considered to be
a voluntary requirement so there should be minimal impact on the
1 City. In additio J the City has gone on record to continue with AA
regardless of federal pressure or lack of pressure. Mike explained
that the major impact would be on small contractors who will now
be exempt from AA.
Discussion then concentrated on the committee's future role and
how we should outreach to employees and citizens to explain why
we are here, how we would like toi and cad assist those parties.
E We also talked about how often we should meet , when and where and
whether it should be changed to every two months or even quarterly.
This will be further discussed at the next meeting.
The meeting was adjourned at 3:00 P.M.
Next meeting will be held at 2:00 P.M. , October 15, 1981.
