Official Notice of Meeting
A regular meeting of the Affirmative Action Advisory Committee was held at
2: 10 PM on March 26, 1981 in the Common Council Chambers, City Hall . In
attendance were:
Michael Montgomery
Dr. Donald Graham
Audrey Cooper
Stephen Wapen
Marisue Bishop
John Dougherty
Royal Lipscomb
Bernard Van Orman
Joan Collins
The AAAC discussed the following as initial items to be taken into consideration:
Election of a Chairman and/or Co-Chairman.
Preparation of guidelines for their operation as a committee to present
to the Mayor for consideration, i .e. ,
How to Handle Grievances/Complaints
Annual Reporting
Input to the AA Plan and Program.
Initially, everyone introduced themselves and gave a little background on
their interest in Affirmative Action and why they wanted to serve on the Committee.
Michael Montgomery then nominated Audrey Cooper for consideration as Chairperson.
Audrey declined the nomination. Discussion followed concerning the particular
knowledge on AA held by Michael Montgomery, Dr. Graham and Steve Wapen.
It was determined that the AAAC should have a co-chairman type of leadership.
Following detailed conversation the Board voted to have Michael Montgomery and
Stephen Wapen serve as the first co-chairmen.
It was also determined that the AAAC would meet on a monthly basis on the third
Thursday of the month at 2 PM, the next meeting to be held on April 16, 1981
at 2 PM in the Common Council Chambers (confirmed with City Clerk's Office
for space and time on a permanent basis) .
Joan Collins, the AAO, gave the Committee some background on the City status
on AA, the Civil Rights complaint by the Black Caucus and its status, also
information was presented on the investigation by HUD, the NYS Department of
State, and the Justice Department, as well as the status of our AA Plan.
Mike Montgomery and Dr. Graham have questioned the obvious lack of minorities
and women on the Ithaca Center. Joan Collins indicated that currently 4 or 5
native Americans were working on the steel rigging. Dr. Graham stated that
some qualified minorities have come to him complaining about not being able
to get a job at the construction site although they were clearly qualified.

The members of the AAAC have asked that they be furnished with all EEOcI
reports, 1974 AA policy statement, 1978 Ordinance, the report from the State
Department, MBE Guidelines, the status of work force at the Ithaca Center,
if possible, the grievance procedures in all labor contracts and any appro-
priate AA pamphlets, laws etc. for their use while meeting.
A complete listing will be made of all members with name, address, telephone
number, and job title or credentials .
Dr. Graham, Steve Wapen, Audrey Cooper, and Mike Montgomery will put some
suggestions together for the operation of the Committee and present for
consideration at the next meeting.
The meeting adjourned at 3:20 PM.
