Minutes of November 10, 1992 Meeting
City Hall--7:30 p.m.
Attending: Jim Ferwerda, Rick Gray,Tom Terrizzi, Mary Euell. ACC: John Herwin
1. Call to order. Meeting called to order at 7:30 p.m.
2. Minutes of October 13, 1992 approved as ammended.
3. Chair report: None.
4. Announcements: None.
5. ACC Report: John Herwin reported that Show Time is to be launched in January or February 1993.
He had no news on the Sci Fi channel.
6. Public Comment: None.
7. CAAB Report: Rick Gray reported on the progress of the Gov't. Access Channel. A committee
composed of representatives of various area gov'ts. is attempting to establish guidelines for the use
of the channel. Lauren Steffanelli has presented ACC's proposal for policies and procedures
regarding requests for use of the Gov't. and Educational access channels. Discussion continues
about the authority of the ICC over the functioning of the Gov't. Access Channel beyond the
presence of a City of Ithaca representative on the governing board. ICC's role remains unclear at this
time and further consideration is needed.
Lauren Steffanelli sent a letter advising Bill McCormack and Jean Findlay that one of their
recent productions,which discussed Ed Sargent's new venture, was "commercial" and inappropriate
because Ed's commercial station was mentioned several times. No report on any action regarding
this question at this time.
8. Old Business: Gov't Access--See above. It was noted that BOCES is not budgeting money for
Access programing due to a lack of audience. It has been requested that ACC do more to promote
and advertise educational and gov't access channels and a resolution will be drafted by committee
and presented to ACC. No new developments on questions about signal quality and interruption of
service due to program content.
There are no new developments on the issue of the Noise Ordinanceand ACC's request for
variance. Peter Hess will follow up.
John Herwin from ACC reported that the access equipment acquisition process is on schedule.
9. New Business: Rick Gray asked John Hertvin about the possible acquisition of a sattelite dish
receiver. There was a brief discussion about placement of the dish op the building, neccessary
zoning variances, and the need for the establishment of policies for the use of such adish.
Jim Ferwerda asked John about ACC's thoughts on the development and expansion of cable
service and any plans for the use of the cable system fdr anything other than T.V. broadcasting. John
reported that ACC has no specific plans at this time.
It was suggested that the ICC may want to f ulate some response to the New York State
Cable Commission's request for comments on fiNhise fee rule establishment. ICC will consider
and get information on the deadline for a respot .
Meeting adjourned at 8:15 p.m. to executive session.

records of the Cable Commission Minutes. The last minutes I have
are dated 12/11/90. Could you please send copies of all minutes
since that date and make sure that Barb Lukens is included on the
mailing list for the future.
