2. Approval of minutes of A41 - 12, 1992 meeting.
Approved as submitted.
3. Chairperson's Report
Hess proposed starting a rotating schedule for ICC meeting chair/facilitator.
Discussion was tabled until the September meeting.
Discussion of ongoing disputes/negotiations between the City and ACC was tabled
and reslated for an executive session.
ICC members reviewed and completed a survey on City/Cable service provider
relations solicited by the New York State Cable Commission.
Hess distributed copies of a summary of the cable act from NATOA.

No public comment.
7. CAAB Report
Terrizzi submitted proposed amendments to Cable 13's policies and procedures
manual regarding obscene programming. This will be taken back to the CAAB for
review.
Julie Crowell of Cooperative Extension came as a representative of Tompkins
County to request an additional access channel for the County. She described that
the County has contracted with Coop. Ext. and the Public Library to produce
County-related programming. She also announced that the County had formed an
oversight committee to coordinate County-related programming, and suggested
that this committee might be expanded to form a "Governmental Access Advisory
Board". Ferwerda stated that activating access channels is costly and therefore
cannot be done without demonstrated necessity. Hess suggested that the County
should attempt to resolve scheduling conflicts with the City and other governmental
access users, and raise the issue again if a mutually agreeable schedule cannot be
worked out. Commission members also expressed their concern that the channel 53
bulletin-board system identified the channel as "Tompkins County TV". Similar to
previous discussions regarding Ithaca College and the educational access channel,
use of a title or logo on user produced programming is acceptable, but the channel
itself should not be linked to a particular user.- - _The CAAB is requesting that ACC provide a rate card for commercial use of access
facilities and services. This is in response to uneasyness on the part of local
origination producers to the private negotiations between ACC and Ed Sargent over
his request to start a cable radio station.
Gray reported that the City is looking for on-street parking space near the Cable 13
facility that can be designated for handicap access.
8. Old Business
The ICC unanimously passed a resolution asking the City for a public hearing on
ACC's noncompliance with the Franchise.
Tony Poole of the Southside Community Center received an estimate of $2000.00 to
connect the SCS to the I-net. He is asking the city to provide this access. The ICC will
investigate the possiblility of deleting one of the currently unused I-net sites and
substituting the SCS.
Rick Williams of GIAC wants GIAC's I-net connection activated. He was instructed
to contact Barbara Lukens directly.
Mary Milne was unanimously approved as the new City represntative to the CAAB.
9.New Business
Hess reported that both the Town of Ithaca and Cayuga Heights are in the process of
renewing their franchises with ACC. He suggested that the ICC should establish
closer relations with represtatives from these municipalities.
