7:15 Call to order. Minutes of 12/16 meeting approved with correction: Time Warner
Cable
Rick re-elected chair. Matt elected vice-chair, and Harvey Ombudsman.
7:30 Discussion of City retracting signature on transfer of corporate control from
ATC to Time Warner. Unsure of implications of this. No action requested of CAAB.
Rick submitted a general agenda of topics for next meeting of 2/24 with new general
manager Ray McCabe.
Selection of two people from CAAB to interview in Feb. candidates for new access
staff position. Matt and Eloise volunteered.
Discussion of the new position.
8:00 Lauren distributed Access report, which included a memo requesting CAAB's
specific recommendations on priorities for new staffer's time.
ACC willing to include a bill stuffer or message on bill regarding Access channel
reception. Will space allow for including:
• info on the higher channel numbers offset
• how to receive higher channels with basic subscription
• explanation of the PEG Access channels
8:15 CAAB endorses offsite equipment request from Scott Heyman for govt bulletin
board for all authorized municipal/town govts to use. Determined that if a character
generator or Amiga were not presently available, add to 1993 equipment budget
proposal.
8:25 Rick distributed proposed 1993 equipment budget. Discussion ensued.
• Question as to whether proposed JVC edit suite was additional (5th) or
replacement for Hitachi system. Determined as replacement, so omit monitors -
$1300.00 (and possibly edit controller$2000.00). Use Hitachi decks elsewhere for
straight record.
• Delete portable video production unit- $5132.00 in Phase 2.
• Plan to add one or two Amigas - one for govt. channel. Since Amiga 500
phased out, need to check on what is replacement model.
Board passed Phase I as amended.

Resolution, presented to the Ithaca Cable Commission, 2/9/93
The City of Ithaca Cable Commission, acting on advice from the CAAB and
access producers, requests the management of ACC to expand the hours of
operation of the access facility for both production and playback. We believe
that prompt action on this matter is mandated by article XIV, section D. of
the franchise agreement which states that "ACC shall offer additional
weekday or weekend hours as community needs dictate,
We suggest that the details of the expanded access center schedule be
worked out in consultation with the CAAB, and that the new schedule go into
effect as soon as the fourth access center staff person has completed
her/his training.
