CABLE ACCESS ADVISORY BOARD
Minutes of November 23, 1992
Present: Mary Milne, Jim Blizzard , Robert Manvell , Rick Gray ,
Matt Ryan .
1 . Meeting called to order at 7:20 p.m. Matt Ryan designated as
minutes taker.
2. Minutes of October 28 were approved .
3. Ammendments/Announcements: Peter Hess ' wife had a baby .
4 . Public Comment: None
5. Report of Access Coordinator: "1992 Use of Cable 13
Cablecasting Hours" report was presented . This led to a
discussion of the present cablecasting crunch on channel 13, and
how additional channels would affect this situation . J . Blizzard
expressed an interest in the cablecasting rerun limitations on
the Gov' t . Access Channel .
6. Report of the City Cable Commission : Rick Gray reported that
there was some concern over channel 54, the Education Access
Channel . Presently , Ithaca College is making the channel look
like the Ithaca College Channel , not the Educational Access
Channel . Attending members agreed that a letter should be
written to Ithaca College to address this situation .
7 . Report of the Educational Committee: Robert Manvell reports
that the Educational Committee is currently working on an initial
handbook . He says that this committee' s main concern , at this
point, is working on and completeing the handbook .
Jim Blizzard stated that he believes it to be a good idea to
hire someone to promote the Educational Channel . ACC Access
Coordinator Lauren Stefanelli is due to hire an additional staff
member in early 1993. Jim Blizzard went on to suggest that the
C.A.A.B. help in designing the additional P.E.G.A.SYS. staff
person ' s job duties.
8. Report of the Governmental Committee: Jim Blizzard addressed a
number of issues facing the Gov ' t . Committee. Most importantly ,
Mr . Blizzard asked that the C . A.A. B. vote to resind the rerun
policy stated in the 11/6/92 memo titled , "Procedures for Request
and Use of PEG-A-SYS Governmental and Educational Access
Channels" . We decided that we would discuss this at the time for
new business. Jim Blizzard stated that Co--operative Extension of
Tompkins County is getting a satellite dish to receive programs for
later Gov' t . Channel airing .
Jim Blizzard asked about a Dedicated Emergency Channel , that
would scroll emergency telephone rescue numbers. If an actual
emergency were to occur , viewers would be directed to the Gov ' t .
Access Channel , which would be linked to Fire Station #2 through
the I-NET . Robert Manvell recommended a simple audio override on the
channels , directing viewers to ch. 7 or 13, which are more
accessable.

Jim Blizzard further stated that the County would like to
help PEG-A--SYS by allocating an area in the old jail building for
additional editing suites. They would like to use PEG-A--SYS
equipment , but. Robert Manvell pointed out that due to
maintenance and availability problems, it might be a better idea
for the county to acquire their own equipment .
Mr. Blizzard ' s next item was to have an additional staff
person available during daylight hours at the 419 West Green
Street studios. The Governmental Committee requests that the
studio be open and staffed from 9am to 11 :30pm Monday through
Friday , with weekend hours remaining unchanged .
Lastly , Mr . Blizzard expressed an interest to form some type
of County Cable Commission , that could solidify townships in
future franchise renegotiations . The C.A.A. B. felt that at this
iuncture in time, it is past our scope of things .
9 . Report of the Planning and Policies Committee: ACC asked the
city to allow it to change its name to Time Warner Entertainment .
10. Report of the Capital Equipment Committee : The need for an
equipment wish list for Jan . 1 , 1993.
11 . Old Business: The two items under old business, promoting
PEG-A-SYS and the appropriate identification of the Educational
Channel , were diecuss__d earlier during the Educational and
Governmental Reports segment .
12. New Business : There was a general consensus that the
C .A .A. B . needed more information on the current and proposed
capabilities of the . -NET" system. This developed from _iscussion
on a dedicated emergency channel , and led us to realize that we
as a whole did not know enough about the 1-PET .
Lengthy discussion then followed about the rerun r�_run rul _es on the
Governmental Access Channel . Jim Blizzard thought that the
proposed rules , see "Proved res for Request and Use of P2G—A--rGYS
Governmental and Educational Access Channels" , were too
restrictive . Mr . Blizzard requested that these be changed to
mirror the current rerun policies of Channel 13 . Robert Ma eel l
stated that the Educational Co mmi t tee was _eoncrned with their
initial handbook , and was not prepared to address the rerun
issue at this time. Matt Ryan stated that he thought it would be
a good idea for all AC=ES channels to operate under similar
rerun regulations ,
At this point , c; . 5 p . ., . , t.hg' library closed and _he C. P
members continued their discussion of rerun rules outside on the
street .
As debate tailed off , Jim Blizzard present a motion o±e

request #5 of the "Procedures For Request and Use of PEE-4" ... ;vc
Governmental and Educational (-Access Channels" ,, but instead
requests, that reruns he handled as they currently are on Public
Access Channel 13. The Educational Committee says that due to
time constrants , it has not had ample time to consider all the
aspects of said document . The C .A. A. B. would like Governmental
and Educational reruns to mirror Cable 13 ' s rerun policy until
January 1993, at which time the Educational Committee sbould be
able to consider all the ramifications of this.
The 4 voting members all voted yes to this motion .
The C . A .A. B. meeting of November 27 , 1993 was never
officially adjourned .

Your government can reach its residents with:
- emergency information
- bulletin board items / meeting information
- local programming: meetings, presentations by govern-
mental departments and organizations [Building Dept . ,
Office for the Aging, Solid Waste Dept . , etc . ]
- syndicated programming on a variety of topics
WHAT IS THE GOVERNMENTAL ACCESS COMMITTEE?
New York State law guarantees our right to governmental access
T.V. The use of governmental access is free, but channel usage is
controlled by a governmental access committee . A committee is
just forming for local cable channel 53. All municipalities in
the local ACC cable system are encouraged to designate a
representative .
WHO CAN USE GOVERNMENTAL ACCESS?
Only local governments, through their authorized representatives ,
may use the governmental access channel (s) . Governmental access
users also have access to American Community Cablevision ' s PEG-
A-SYS* Community Access Television Center, which provides free
access to video training and production equipment.
HOW CAN WE GET INVOLVED?
Return one or both of the enclosed forms. If you would like your
municipality represented on the governmental access committee,
send form #1 . If you would like to use channel 53, return form
#2 .
The next Governmental Access Committee meeting is December 14, at
4pm in the Sherman Peer Room of the T. C . Public Library. For
