HomeMy WebLinkAboutMN-CABLE-1992-09-23 Cable Access Advisory Board Minutes of September 23, 1992 Present: Jim Blizzard, Harvey Gitlin, Rick Gray, Eloise Greene, Peter Hess, Joe Powers and Lauren Stefanelli. 1. Meeting was called to order at 7:19 PM. 2. Joe Powers was designated as minute taker. Minutes of August 26, 1992 were approved. 3. Amendments to Agenda: none, Announcements: Eloise Greene mentioned that there would be an SBE meeting held in Liverpool, NY on September 25, 1992. She suggested that people interested in learning about current equipment offerings may wish to attend. 4. Public Comment: none. 5. Access Coordinator's Report: Lauren distributed copies of updated CAAB members list and written Coordinator's Report to all present. She advised that Quarterly Reports were mailed to members of CAAB. Lauren requested ideas for new P.E.G.A.SYS logo. Amigas have been ordered and are due in any time. Lauren stated that Media Ithaca has grant money to purchase software for the Amigas that could be used by access users on an indefinite basis. 6. Report of the City Cable Commission: Rick gave a brief overview of the City Cable Commission meeting. Barbara Lukens did not show up at the meeting. Bill McCormick was present and expressed interest in what sort of program credits could be required by ACC. The Government Access Channel was discussed and in particular how it would be identified. 7. Report of the Planning And Policy Committee: Had meeting to discuss Cable Access FM Radio, present at meeting were Jean Finley, Bill McCormick and Chris McConkey. Meeting set for Monday the 28th at 6:00 PM in the Access Studio, focus to be on equipment needs/desires and survey. Cable Access FM Radio meeting set for the 30th at the Access Studio, exact time to be set pending contact with Chris McConkey. 8. Old Business: Rick talked about changes to 1992 budget-suggested getting five Amigas instead of additional switchers for portable use. Present switcher has only two inputs and some users wish to have three inputs. Jim suggested that perhaps an external switch could be used with present units to provide additional inputs. Lauren suggested switching monitors in the Amiga package to better meet user needs-RGB. Rick voiced concern over lack of 3/4 inch capability in multichannel switcher packge. Suggestion was made to reshuffle tape machines in order to offer both 1/2 and 3/4 formats. Perhaps this could be done using future surplus 3/4 inch equipment as it is phased out in other areas. Resolution to add 3/4 inch capability to multichannel playback system was passed-Rick, Jim and Joe voted in favor of doing so. Peter talked about establishing channel identifications to reflect channel usage. He further stated that the Cable Commission did not have any problem with IC or County having unique channel identifications, but didn't want user specific identification. Concerns were raised about using WVIC as an audio feed for tv channel since it has commercials. 9. New Business: None discussed-ran out of time. 10. Next meeting set for October 28, 1992 at 7:00 PM at the Tompkins County Public Library. 11. CAAB meeting adjourned at 9:04 PM. Minutes submitted by Joe Powers. • • QUESTIONS REGARDING GOVERNMENTAL ACCESS RULES Submitted to the CAAB by: Lauren Stefanelli , Access Coordinator 10/13/92 Authorization to use the governmental channel Who is authorized to request channel time on the G channel on behalf of any given governmental institution? Who should ACC accept as the authorized rep? Election campaign programming Is this Public or Governmental access? According to Peter Hess , NYS rules permit local gov' t to decide whether to permit election programming on G channel . Should G channel provide a forum for election programming in Ithaca and if so, under what conditions? We have had a number of access producers in past election seasons suggest that there should be a place for election programming on G access . We have a current request by, an access producer to run League of Women Voters debates on G access . Programming 12x Government Officials Right now, a weekly program on Public access provides a 1-hour forum for Mayor Nichols . But because producer is Jim Ferwerda, producing as an individual , the program is on public access . Should programs which are produced or predominently serve as a . forum for particular government officials (in their official capacities] be permitted on public access, or should they be placed ongovernmental access? Institutions Who Want to Run Programming on Both G and P Channels County reps have asked whether their programming can run on P as well as G access if an individual submits the program to the P channel , while the institution submits the program to the G channel . Is this something which should be permitted, or does it undercut the intention to keep P and G/E channels separate? Programming Limits County reps have asked about running a given program repeatedly [over and over, all week long, during all unused timeslots] . What should rules for this be? Liability We have had some questions about ACC ' s liability option, and its coverage of institutional producers . Please be advised that ACC ' s position on this issue is that each producer making programming on behalf of a given institution must take out his/her own liability coverage . The county, for example, can not pay one $15 fee and expect every county organization that starts making programming under a variety of producers to be covered.
