Report to the Cable Commission on the CAAB meeting of 2/25/92
Access Coordinator's report
1. Lauren Stefanelli reported that she had received a numb er of suggestions from a CAAB committee
about her draft of the new edition of the Policies and Procedures Handbook. Some of the changes
thatwillbe incorporated will:
-Replace the phrasing"Cable 13 studios","Cable 13 staff"etc.with something more
inclusive,like"Access Center Studios"etc.
-Replace the section on appeals procedure with one that more clearly spells out the CAAB's
role therein and provides for deferment of ACC action on"minor violations"until the appeal
has been fully processed by the CAAB.
-Replace the phrasing"..the community access TV channel is provided to Tompkins County
residents by ACC under franchises..[with]..The City of Ithaca and other Towns and Villages
of Tompkins County"with wording that takes into account the fact that provisions for access
are not included in local franchises other than the City's.
-Make the following violation a minor,rather than a major one:"Use of equipment by non-
certified orprobationaryuser".
-Updatethe equipmentlist.
Based on a discussion with Tom Terrizzi,I suggested that where the handbook states that"ACC may
review programs before cablecasting"it be added"..if ACC believes that the program may contain
commercial content." Lauren said thatthis might be OK if the further addition of ..or obscenity."
were made. I said that based on my inadequate understanding of the law,that might be in violation of
restrictions against prior restraint and that I would pass the question to Tom as part of his review of
the obscenity provisions of the handbook.
2.In response to a question from Eloise Greene, Lauren reported that the offset for channels above 25
had not been resolved, as she said it would be at our last meeting. Apparently the problem occurs for
all channels above Nickelodeon,due to multiplexing on that channel. I wondered if the problem could
be resolved by moving Nickelodeon to the top of the spectrum. Jim Blizzard said that he had heard
that the quality of the higher channels was poorer that the lower,and I said that I had not heard that
before but would look into it.
3. In the quarterly report,I noted that amodulator and demodulator for Ithaca College had been
included in access capital expenditures. I said that that seemed inappropriate to me given the unmet
franchise requirement f ormodulators and demodulators at all I-Net sites.
Robert Manvill asked about the inclusion of 50%of the cost of S-VHS bench equipment. "Wouldn't
ACC have had to purchase that anyway?"
4. Lauren reported that Joe Powers was no longer with ACC. A number of us who have worked with
Joe in the past observed that he was an exceptionally productive and cooperative engineer,and will be
missed by the access community. The CAAB will draft a letter to Joe thanking him for his help in the
past and wishing him well.
CAAB support of ICC resolution
The CAAB passed a resolution commending the Cable Commission for its resolution regarding
activation of access channels which was passed at the Commission's February meeting.
