Stated that the comments for which he was censured were not addressed to the complainant, Robin Palmer. Robin's offensive remarks about Lauren were also discussed. Peter Hess stated that Robin had also been warned about Disruptive Behaviour and Lauren stated that Bill had already been warned and was not redressing the accusations appropriately. Many staff members wanted rules of behavior defined and enforced. Jim stated that Robin had been threatening and ageessive and it was ascertained that that Lauren's decision not to suspend Robin's access priveledges at this time was not influenced by • intimidation by Robin. A modulator and demodulator had been ordered for the educational channels' net hookup and was expected around July 4th. An administrave body for educational and governmental access on channels • 53 and 54 was discussed, to be staffed by representatives from Cornell University, B.O.C.E.S/TST, Ithaca College, & TC3. At this point, facilities are available for playback only. Only Ithaca College is staffed for broadcast but B.O.C.E.S must downlink remotely. Ithaca High Scool might also be interested in participating. .Access Capital Spending: Switcher not ordered yet. • Began discussion as to what extent administration of governmental channels should be divided between the City of Ithaca, Tompkins County, and the outlying communities. Also discussed was the fact that the apportionment of any funding for educational and governmental channels had yet to be determined. . Apparently, some of the descramblers made channels 53 and 54 difficult to locate. Additional publicity was suggested. • Rick Gray suggested possible particiption of the Ithaca Youth Bureau and GIAC in I-net. Asked how the net would be administered and used • and proposed the drafting of a charter. • Barbara Luckens stated that ACC was not responsible for providing additional access staff under section 3H of the franchise agreement. • Proposed edu/gov administration is not exclusively advisory, so it might be inappropriate for the CAAB to assume the responsibilities according to state regulations. •Robert Manvell supported an additional edu/gov committee but expressed concerns about some details, such as the status of participation of semi-edu/gov groups like GIAC, Ithaca Youth Bureau, etc. Also warned against complete disenfranchisement of the CAAB from the edu/gov administration procedure. . Timetable for setup of Edu/Gov board still under discussion. CAAB should possibly wait until the schools are in session for additional input and administer channels 53 and 54 in the meantime. A separate group would not have leverage in the direction of the 2% funding commitment from ACC income. It was suggested that the educational institutions appoint their own representatives. CAAB approved in principle a letter to appoint an edu/gov comittee but
