Approval of Sites for the Public Art Commission's Rainwater Art Project - Proposed Resolution WHEREAS, the Public Art Commission (PAC) is interested in creating rainwater art at several locations in and around downtown Ithaca, and WHEREAS, this type of artwork is created by placing a stencil on an area of sidewalk that is then sprayed with a paint that seals the concreate to moisture; during wet weather, the area surrounding the stenciled design changes color from the moisture while the stenciled area remains dry, revealing the artwork, and WHEREAS, the artwork is temporary and will wear away in less than a year after installation, and WHEREAS, the members of the PAC will seek input from the community on possible designs and will contact adjacent property and business owners prior to installation; now, therefore, be it RESOLVED, That the Board of Public Works approves the following City -owned sidewalks as potential sites for the City of Ithaca Public Art Commission's rainwater art project: • North side of E. Seneca Street (between N. Aurora St. and N. Tioga St.) • West side of N. Aurora Street (in front- of Seneca Street Parking Garage) -- • East side of N. Tioga Street (between E. Award of Bid for 2016 Sidewalk Improvement District Work — Resolution WHEREAS, bids were received on April 22nd, 2016 for the 2016 Sidewalk Improvement District Work, SID Project #3, and WHEREAS, staff has reviewed the bids received and made a recommendation for award, now therefore be it RESOLVED, That the City of Ithaca Board of Public Works hereby awards the contract for the 2016 Sidewalk Improvement District Work, SID Project #3, to for their low bid meeting specifications of $ , and be it further RESOLVED, That the Superintendent of Public Works be and hereby is authorized to execute these contracts and to administer the same. A Resolution to Direct Staff for Implementing a Portion of the Bicvcle Boulevard Plan along North Tioga Street between the Commons and Court Street WHEREAS, the Board of Public Works adopted a Bicycle Boulevard plan, as amended, and WHEREAS, the Department of Public Works has proposed a repaving project in the 300 and 400 blocks of North Tioga Street, which could include implementing the rest of the Bicycle Boulevard plan along Tioga Street, and WHEREAS, after considering the plan, public comment, parking occupancy data, and various alternatives for implementation, the Board would like to install bicycle lanes between the Commons and Court Street; now, therefore be it RESOLVED, That the Board of Public Works directs staff to install bicycle lanes on the segment of North Tioga Street between the Commons and Court Street, and be it further RESOLVED, That Vehicle & Traffic Schedule II, Speed Limits, be amended to reflect a 25mph speed limit along North Tioga Street between Seneca Street and Farm Street (the Board already amended this schedule for the segment north of Farm Street), and be it further RESOLVED, That Vehicle & Traffic Schedule XII, Parking Prohibited at All Times, be amended to prohibit parking along the west side of North Tioga Street from Seneca Street to Court Street, -and be it further - RESOLVED, That Vehicle & Traffic Schedule XII, Parking Prohibited at All Times, be amended to delete the reference to prohibited parking along the east side of North Tioga Street between Seneca Street to Buffalo Street (this area will continue to remain in Schedule XVI I, Time Limited Parking, as 10 min parking limit at all hours on all days), and be it further RESOLVED, That Vehicle & Traffic Schedule XXVII, Parking Meter Zones, be amended to list the entry for Tioga Street as 2 hour metered parking from gam to 6pm, Monday — Friday, on Both Sides between Cascadilla Avenue and Court Street, and on the East Side between Court Street and Buffalo Street, (currently the schedule lists both sides from Cascadilla Avenue to Seneca Street). Paae 5 CITY OF ITHACA 108 East Green Street, Suite 202 Ithaca, New York 14850 -5690 OFFICE OF THE CITY ENGINEER Telephone: 607/274 -6530 Fax: 607/274 -6587 To: Board of Public Works From: Tim Logue, Director of Engineering Date: April 21, 2016 Re: Tioga Street and the Bicycle Boulevard At your last meeting, there was interest in seeing an alternative that would allow for bike lanes in the 200 and 300 block and retaining parking in front of the Post Office. Commissioners asked for a drawing showing what this might look like and a draft resolution to consider, should this be the will of the Board. A sketch and a resolution are attached. In this alternative, parking would be prohibited along the west side of N Tioga St between Seneca and Court Streets. This impacts approximately 18 parking spaces, but allows for enough room to have bike lanes and motor vehicle lanes in each direction. Parking would remain along the east side, in front of the Post Office and Town Hall, and across the street from the County Court building. As you saw in the parking occupancy data, there was more available on street parking in the vicinity of the intersection with Court Street compared with the 200 block. As we have discussed, we can add two parking spaces on East Buffalo Street along Town Hall, where it is currently a No Standing zone due to a discontinued bus stop. Additionally, there is space to add a metered parking space on East Seneca Street in front of Starbucks, between the hotel pull off and a fire hydrant. There was a little concern about the lane shift in the 200 block. We will continue to refine our thoughts for this, but there is some chance that we can add an additional parking space in front of the Post Office, which is currently posted for No Standing (although it seems many people use this anyway). The Board does not need to decide this if you are comfortable leaving the details to staff. I recommend this alternative as the best way to balance the range of considerations in this decision. I think the bike lanes are more appropriate for this context. After hearing the public comments and Board's discussions about on -street and off -street parking, I think this alternative best addresses the community needs for convenient on-street parking in this area, while still raising the level of service for bicyclists. It seemed at the last meeting that the parking in front of the Post Office is really the most critical, since most other buildings have off -street parking or more available on -street parking nearby. A Resolution Accepting a New NYSDOT Use and Occupancy Permit and All Responsibilities for the Trail on the Gateway Pedestrian Bridge WHEREAS, NYSDOT currently has a Use & Occupancy Permit ( #33669) with the City of Ithaca for Gateway Pedestrian Bridge (the "Bridge ") spanning Route 13,and WHEREAS, The Town of Ithaca is currently undertaking design of the Gateway Trail Project, P.I.N. 3754.52 (the "Project ") which crosses Route 13 via the Bridge, and WHEREAS, according to the Use & Occupancy Permit ( #33669) , the City of Ithaca (the "City") is responsible for maintaining the Bridge in a sound condition for its intended or used purpose(s) and to ensure that the Bridge or its condition does not threaten the integrity of the State's highway system and /or its associated property. The City will immediately notify the State if any such condition exists and will take immediate action to rectify the situation to the satisfaction of the State. The City, at the City's expense and for the term of the permit, agrees to inspect the Bridge at least every two (2) years or more frequently if required. These inspections must be conducted by a professional engineer (PE) licensed to practice in the State of New York and are subject to periodic audit by the State. Failure to comply with this condition may result in a ten (10) day written notice of cancellation of this permit in accordance with condition 17 of the permit. Paae 6 CITY OF ITHACA 108 East Green Street, Ithaca, New York 14850 -6590 OFFICE OF THE CITY ENGINEER Telephone: 607/2746530 Fax: 607/2746587 MEMORANDUM TO: Board of Public Works FROM: Addisu Gebre, Bridge Systems Engineer DATE: April 19, 2016 RE: NYSDOT Use & Occupancy Permit for Gateway Pedestrian Bridge I have attached a resolution for the Board to accept a new NYSDOT Use & Occupancy Permit and to take all- responsibilities for the -Town of Ithaca's proposed frail on the Gateway Pedestrian Bridge. Currently, the city and NYSDOT has a Use & Occupancy Permit ( #33669) for the Gateway pedestrian bridge. And before the Town of Ithaca built the trail across the pedestrian bridge, NYS DOT has requested a resolution from the City of Ithaca accepting all responsibility for the trail on the pedestrian bridge a new Use & Occupancy Permit for the pedestrian bridge including the trail. 13A. Negative declaration of environmental significance for Brindley Street Bridge Replacement Project — Resolution WHEREAS, State law and regulations and Section 176.6 of the City Code of the City of Ithaca require that a lead agency be established for conducting environmental review of certain proposed actions, in accordance with applicable law, and WHEREAS, State regulations and the City Code specify that the lead agency shall be that agency which has primary responsibility for undertaking, approving or funding the action, and WHEREAS, the existing Brindley Street Bridge is a single span, single lane multiple steel girder bridge carrying Brindley Street over the Cayuga Inlet, and WHEREAS, Brindley Street Bridge Replacement Project ( "the Project ") involves the replacement of the Brindley Street Bridge with two lane structure with additional accommodations for bicyclists and pedestrians including necessary approach and intersection improvement, and WHEREAS, the preferred design alternative will involve the relocation of Brindley Street by connecting Taber Street with the West State Street/Taughnnock Boulevard intersection together with the necessary intersection improvement, and WHEREAS, on April 11, 2016, the Board of Public Works declared to act as a lead agency for the environmental review of the proposed project, and WHEREAS, appropriate environmental review has been conducted including the preparation of a Full Environmental Assessment Form (FEAF) Part I, II and III, and WHEREAS, the Board of Public Works of the City of Ithaca, acting as Lead Agency, has reviewed the FEAF Part I, II, and III, now therefore be it RESOLVED, That Board of Public Works, as lead agency in this matter, hereby determines that the Project will not have a significant effect on the environment, and that further environmental review is unnecessary, and be it further RESOLVED, That this resolution constitutes notice of this negative declaration and requests that staff provide notice of the same to all involved and interested agencies. Paqe 7 CITY OF ITHACA 108 East Green Street, Ithaca, New York 14850 -6590 OFFICE OF THE CITY ENGINEER Telephone: 607/2746530 Fax: 607/2746587 MEMORANDUM TO: Board of Public Works FROM: Addisu Gebre, Bridge Systems Engineer DATE: April 19, 2016 RE: Brindley Street Bridge Replacement Project - Environmental Review (CP #764) As you are aware, on April 11, 2016 the Board of Public .Works declared itself as a_lead agency for the environmental review process (in coordination with other involved agencies) for the Brindley Street Bridge Replacement Project The project involves the construction of new roadway and bridge on a relocated horizontal alignment that connects Taber Street with the West State Street/Taughnnock Boulevard intersection. To determine whether the proposed project may have a significant adverse impact on the environment, I have attached the following documents for the Board to use: • City of Ithaca Full Environmental Assessment Form (FEAF) Part I ,II and III with supplemental project plans • Comments received from New York State Department of Environmental Conservation (NYSDEC) and US Army Corps of Engineers and • Draft Resolution to declare that the Project will not have a significant effect on the environment For your information, the environmental classification for the project is a Type 1 Action under the City of Ithaca Environmental Quality Review Ordinance ( "CEQRO "), § 176 -4 B (1) (h) [2] and (m), and the State Environmental Quality Review Act ( "SEQRA "), §617.4(b) (11). u � CITY OF ITHACA FULL ENVIRONMENTAL ASSESSMENT FORM (FEAF) Purpose: This Full Environmental Assessment Form (FEAF) is designed to help applicants and agencies determine, in an orderly manner, whether a project or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequently, there are aspects of a proposed action that are subjective or immeasurable. It is also understood those who determine significance may have little or no formal knowledge of the environment or may not be aware of the broader concerns affecting the question of significance. The FEAF is intended to provide a method whereby applicants and agencies can be assured the determination process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project or action. FEAF Components: Part 1: Provides objective data and information about a given action and its site. By identifying basic project data, it assists in a review of the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially large, then Part 3 is used to evaluate whether or not the impact is actually important.
