COMMUNITY POLICE BOARD MINUTES

CALL TO ORDER: 3:30 p.m.
APPROVAL OF MINUTES OF THE January 27, 2016 MEETING:
By Commissioner Rogers: Seconded by Commissioner Wright
RESOLVED, That the minutes of the January 27, 2016 Community Police Board
meeting be approved as published.

REPORT FROM COMMON COUNCIL:
Common Council Liaison Kerslick reported that “The Ithaca Plan – A Public
Health & Safety Approach to Drug and Drug Policy” is on the City of Ithaca’s web
site for the public to read. This Plan was developed by a large working group that
has been meeting for nearly two years.
The “Officer Next Door” program was approved by Common Council as a two
year pilot program. There will be a report after the first year so Common Council
and the board can assess how well the program is working.
REPORT FROM THE POLICE DEPARTMENT:
Acting Deputy Police Chief Monticello reported that Investigator Huddle has
retired after 20+ years of service. Officer Kevin Slattery will be sworn in as a
Sergeant and Dan Bechtold will be sworn in as a new Police Officer on March 7,
2016.
Chief Barber clarified that pursuant to the “Officer Next Door” program, the
Officer is not allowed to engage when off duty but can be a professional witness
per the policy that is in effect. The Officer is to be a part of the community to help
out the situation at the apartments.
The Ithaca Police Department will participate in Implicit Bias training in July. The
training will relate to fair and impartial policing which he feels is important in
improving community relations.
Chief Barber spoke about the LEAD (Law Enforcement Assisted Diversion)
program that was developed in Seattle, WA. This program addresses situations
where an individual has been arrested for a low level drug offense. A small panel
reviews the situation and develops a plan for that person. If the individual
complies with the plan, charges are not filed. If they do not, then the original
charges stand.
He further reviewed his stance on various elements of the Plan and noted that all
four pillars of the plan (prevention, treatment, harm reduction and law
enforcement) need to be implemented simultaneously.
NEW BUSINESS:
Commissioner Rogers reported that he and Commissioner Onyejuruwa met with
Officer Doane regarding a school paper that he is working on about “Relations,
Urban & Black - Community Police Relations”. Both Commissioners talked about
police relations within the communities that they had grown up in.
