Chairperson Manos called the meeting to order at 7: 13 p.m.
A. Agenda Review, Approval of Minutes &Announcements
Chairperson Manos stated that the agenda was revised to include a possible Executive Session.
The Committee reviewed the minutes from the September 2001 meeting. Alderperson Vaughan
made a motion to approve minutes from the September 24, 2001 Human Resources Committee
meeting. Seconded by Alderperson Farrell. Motion carried 4-0.
B. Employee Comments and Response
City Clerk Julie Holcomb stated that a Health and Safety Committee has been formed, which is
comprised of members of Senior Staff. This Committee met with Lieutenant Beau Saul and Terry
Garahan (Tompkins County Mental Health Representative) regarding how to deal with difficult people.
This Committee is interested in creating a code of conduct that would be used by City employees.
Any persons who exhibit behaviors that are listed in this would be subject to discipline.
Ms. Holcomb stated that the Mayor's office would create a script to follow on how to deal with difficult
people. This script will be used to develop employee training.

D. Sub-Committee Reports
1. City Administration
Alderperson Hershey stated that the draft has been circulated to the Sub-Committee.
After their review, the Sub-Committee will bring the revised draft to the November
meeting of the Human Resources Committee. All members of Common Council and
the media will be invited to November meeting.
2. Residency Requirement
Chairperson Manos stated that there is no report. The Sub-Committee is still gathering
information from the New York Conference of Mayors and clarification from the City
Attorney's Office.
E. Personnel Items
1. Youth Bureau
a. Request to Add Administrative Assistant/FM to the Roster
The Youth Bureau is requesting to amend the Personnel Roster by deleting one
(1) Principal Account Clerk position and adding one (1)Administrative
Assistant/FM position. After discussion, Alderperson Vaughan made a motion to
approve the request. Seconded by Alderperson Hershey. Motion carried 4-0.
2. Department of Public Works—TCAT
a. Request to Increase Starting Salary for Three (3) Vacant Part-Time Bus Driver
Positions & to Change Status to Full-Time
The Department of Public Works (TCAT) has three (3) vacant part-time
permanent Bus Driver positions. Ms. Nancy Oltz stated that the starting wage for
Bus Driver is $9.28/hour. Ms. Oltz is requesting to hire the three positions at
$10.02/hour and to change the status of the Bus Driver positions from part-time
permanent to full-time permanent.
After discussion, the consensus of the Committee was to separate the requests.
On the request for increasing the starting wage, Alderperson Hershey made a
motion to approve the request to increase the starting salary for the three (3)
vacant part-time permanent Bus Driver positions to $10.02/hour. Seconded by
Alderperson Farrell. Motion carried 4-0.
The Committee is requesting further information regarding the financial impact of
changing the part-time Bus Drivers to full-time and that this request be taken
before the TCAT Budget Committee.

3. City Clerk
a. Request to Amend Previous Acting Deputy City Clerk Resolution
City Clerk Holcomb is requesting to give Administrative Secretary Sarah Myers a
stipend in the amount of$500 to serve as Acting Deputy City Clerk until
December 31, 2001. Ms. Holcomb would like this resolution to supersede the
resolution adopted by Common Council at its September 5, 2001 meeting. After
discussion, Alderperson Hershey made a motion to approve the request.
Seconded by Alderperson Vaughan. Motion carried 4-0.
F. Director's Report
1. Human Resources Director
HR Director Michell-Nunn introduced Leslie Moskowitz to the Committee. Ms.
Moskowitz is the Manager of Organizational Development and started work in the HR
Department in September 2001. Ms. Michell-Nunn mentioned that the Employee Health
and Safety Coordinator Andy Olmetti also started work in September 2001.
G. Mayor's Report. None.
H. New Business
1. Flexible Work Schedule Policy
HR Director Michell-Nunn stated that the Policy Improvement Teams meets on a
monthly basis to identify written and unwritten policies that need to be updated or
documented. This proposed policy, The Flexible Work Schedule Policy, being one. Ms.
Michell-Nunn is requesting that this policy be adopted by Council. After review and
discussion, Alderperson Hershey made a motion to adopt the Flexible Work Schedule
policy. Seconded by Alderperson Vaughan. Motion carried 4-0.
2. Managerial Holiday Benefit
Assistant City Attorney Patricia Dunn explained that at a Senior Staff meeting the issue
of managerial and Executive Unit staff not having the Friday after Thanksgiving as a
paid holiday came up. Ms. Dunn shared many thoughts and reasons why this day
should be a paid holiday for managerial employees and Executive Unit employees. Ms.
Dunn, on behalf of the managerial employees, is requesting that the day after
Thanksgiving be a paid holiday. After discussion, it is the consensus of the Committee
that all members of senior staff and the Executive Association are to continue to use a
benefit day if they do not work the day after Thanksgiving.

3. Supplemental Military Leave
HR Director Michell-Nunn stated that as a result of what happened on September 11,
2001, City employees are being called to active military duty. The Supplemental Military
Leave will "pay the difference in pay between military and base City salary to such City
employees in the Reserves or National Guard who are called to serve their country
resulting from the September 11, 2001 terrorist attacks on the United States except in
the event that military pay exceeds or equals City salary" and will "continue individual
and family health insurance coverage...for those employees called to active military
duty". The effective date of the leave will be from September 11, 2001 through
September 10, 2002. After discussion Alderperson Hershey made a motion to adopt
the Supplemental Military Leave. Seconded by Alderperson Farrell. Motion carried 4-0.
4. City of Ithaca's Retirement Incentive Program
Controller Cafferillo distributed the Memo describing the City's 2001 Retirement
Incentive Program and explained that the program although modeled after last year's
state's program has less value than state and does not count toward the Final Average
Salary. Mr. Cafferillo is requesting that the City adopt this program and to authorize that
it be offered to the employees specified. After discussion, Alderperson Hershey made a
motion to adopt the City of Ithaca's Retirement Incentive program. Seconded by
Alderperson Farrell. Motion carried 4-0.
