Chairperson Manos called the meeting to order at 7:05 pm.
A. Agenda Review, Approval of Minutes & Announcements
The Committee reviewed the minutes from the February 26, 2001 meeting. Alderperson Vaughan
made a motion to approve the minutes. Seconded by Alderperson Farrell. Motion carried 5-0
(Alderperson Glasstetter was absent from vote).
B. Employee Comments & Response. None.
C. Chairperson's Report. None.
D. Sub-Committee Reports
1. City Administration
Alderperson Hershey stated that David Perkins has been hired to conduct interviews
with management, current and former customers and submit a report of the findings to
the Sub-Committee. The Sub-Committee will reconvene to review his findings.
2. Residency Requirement
Alderperson Glasstetter distributed a draft of the City of Ithaca Residency Requirement
and reviewed highlights with the Committee.
Section 1: Preamble - Recognizes potential benefit of a residency requirement.
Section 2: Definition— Defines residency.
Section 3: Residency Requirements — Defines residency requirements and
enforcement of policy.

Section 4: Investigation of Residency— If not in compliance with policy, the
procedure to follow for investigating.
Section 5: Notice and Posting— Communicating policy to current and new
employees.
Section 6: Waiver of Requirement—When residency requirements can be
waived.
Section 7: Effective Date—When law will take effect.
Alderperson Glasstetter stated that the residency requirement policy would affect only
new hires and promotions, current employees would be grandfathered in.
The Committee reviewed each section and discussed how elements of this policy would
affect provisional appointments, promotions, probationary periods, hiring outside City
limits and diversifying the workforce.
The Committee made some changes to the draft. Alderperson Glasstetter will make the
needed changes and bring back to the Human Resources Committee meeting next
month.
3. E-mail Policy. No report.
E. Personnel Items
1. Human Resources Department
a. Request to Designate Safety & Health Coordinator to Managerial Plan
The Human Resources Department is requesting to designate the position of
Safety and Health Coordinator to the Managerial Compensation Plan. After
discussion, Alderperson Farrell made a motion to approve the request.
Seconded by Alderperson Vaughan. Motion carried 6-0.
2. DPW—TCAT
a. Request to Hire Bus Drivers Above Starting Salary
The Department of Public Works (TCAT) is requesting to hire four (4) new Bus
Drivers at $10.02/hour. Ms. Michell-Nunn explained that Bus Drivers working for
the City of Ithaca are paid less than Bus Drivers working for TCAT. Ms. Michell-
Nunn stated that a compensation study will be done for positions in the DPW Unit
and the Administrative Unit.

Ms. Michell-Nunn stated that currently there are four positions that the
Department of Public Works is requesting to increase the minimum salary (1 full-
time position and 3 part-time positions). After discussion, Alderperson Taylor
made a motion to approve the request to increase the starting salary of the four-
(4) current vacant Bus Driver positions to $10.02/hour. Seconded by
Alderperson Vaughan. Motion carried 6-0.
3. Youth Bureau (Cass Park)
a. Request to Create a Temporary Training Position
Youth Bureau is requesting to create a temporary training position at Cass Park.
The Recreation Supervisor at Cass Park will leave City employment in August
2001. The Youth Bureau would like to hire a replacement one-month in advance
to allow for training. After discussion, Alderperson Farrell made a motion to
approve the request. Seconded by Alderperson Vaughan. Motion carried 6-0.
F. Directors' Reports
1. Controller
Controller Dominick Cafferillo stated that the due to the poor financial market, the New
York State Retirement System will bill the City for the amount originally stated. Mr.
Cafferillo will make adjustments to offset the overage.
2. Human Resources Director
Ms. Michell-Nunn reported on the following:
a. Human Resources Department Staff: Ms. Michell-Nunn stated that the Human
Resources Department staff has developed a vision statement, mission
statement and a priority list.
b. Manager of Organizational Development Position: Ms. Michell-Nunn has
received over 60 applications for the Manager of Organizational Development.
After the applications have been approved, Ms. Michell-Nunn will review them
and schedule phone interviews.
c. Health and Safety Officer Position: Ms. Michell-Nunn will advertise for the
position of Health and Safety Officer.
d. Workplace Improvement Program: Ms. Michell-Nunn stated that she is currently
working on the rollout of the Workplace Improvement Program. There will be
four (4) teams: Communications Implementation, Policy Implementation,
Education and Development Implementation and Employee Feedback

e. Implementation. Employees will be encouraged to volunteer to participate on
one of the teams.
f. Senior Staff: Senior staff is working on developing a communication strategy, a
mission statement and identifying values.
I. New Business
1. Human Resources Committee Meeting — May 2001
Chairperson Manos stated that the meeting scheduled for May 2001 falls on Memorial
Day and would need to be changed. After discussion, the Committee decided to have
the next Human Resources Committee meeting on Wednesday— May 23, 2001.
J. Old Business. None.
K. Adjournment
On a motion by Alderperson Hershey, the meeting was adjourned at 8:55 p.m.
