Chairperson Manos called the meeting to order at 7:12 pm.
A. Agenda Review, Approval of Minutes & Announcements
Chairperson Manos welcomed Alderperson Taylor and Alderperson Farrell to the Committee.
The Committee reviewed the minutes from the December 2000 and January 2001 meetings.
Alderperson Hershey made a motion to approve the minutes from the December 18, 2000 meeting
and the January 22, 2001 meeting. Seconded by Alderperson Vaughan. Motion carried 4-0
(Alderperson Taylor abstained and Alderperson Farrell was absent from vote).
B. Employee Comments & Response. None.
C. Chairperson's Report. None.
D. Sub-Committee Reports
1. City Administration
Alderperson Hershey reported that Cornell University student David Perkins has been
hired to conduct the study. Mr. Perkins is obtaining his Masters Degree in Public Affairs
and has adopted the study as his master thesis.
Alderperson Hershey stated that the Committee hopes to have a report from Mr.
Perkins by May 2001.

2. Residency Requirement
Alderperson Glasstetter reported that the Sub-Committee is currently developing a
working definition for residency. The Committee discussed who would be affected by,
and the impacts of, the residency requirement.
3. E-mail
Alderperson Vaughan reported that the Sub-Committee discussed what is a record and
how it should be retained. The Sub-Committee wants to ensure that the policy is
workable, enforceable and fair. The Sub-Committee will draft a proposal.
E. Personnel Items
1. DPW—Water& Sewer
a. Request to Add Environmental Engineer Position
The Department of Public Works (W&S) is requesting to amend the Personnel
Roster by adding the position of Environmental Engineer. After discussion,
Alderperson Vaughan made a motion to approve the request. Seconded by
Alderperson Glasstetter. Motion carried 6-0.
2. Controller's Office
a. Request to Add Financial Systems Coordinator Position
The Controller's Office is requesting to amend the Personnel Roster by adding
the position of Financial Systems Coordinator. The position would be assigned
to the City Executive Association, Salary Grade 2. After discussion, Alderperson
Vaughan made a motion to approve the request. Seconded by Alderperson
Taylor. Motion carried 6-0.
F. Directors' Reports. None.
G. Mayor's Report. None.
H. Old Business. None.
New Business
1. Policy — No Threats or Violence in the Workplace
In response to the findings and recommendations presented by the Work Environment
Task Force regarding threats of violence and violence in the workplace, Mayor Cohen

sent out a memo to all City employees stating that threats of violence or violence in the
workplace will not be tolerated.
Human Resources Director Michell-Nunn stated that currently there is no policy to
address this matter but will draft one and bring back to the Human Resources
Committee.
J. Motion to Enter into Executive Session to Discuss Collective Bargaining and Litigation
At 8:00 p.m. Mayor Cohen made a motion to enter into Executive Session to discuss the employment
history of an individual. Seconded Alderperson Hershey. Motion carried 6-0.
After Executive Session, Chairperson Manos reported that the Committee discussed the employment
history of an individual but no action was taken.
J. Adjournment
The meeting was adjourned at 9:34 p.m.
