Chairperson Manos called the meeting to order at 7:07 pm.
A. Agenda Review, Approval of Minutes &Announcements
Chairperson Paulette Manos stated that two items (Requests from the Youth Bureau) have been
added to the agenda under F - Personnel Items.
The Committee reviewed the minutes from the July meeting. Alderperson Vaughan made a motion to
approve the minutes from the July 24, 2000 meeting. Seconded by Alderperson Hershey. Motion
carried 4-0 (Alderperson Spielholz absent from vote).
B. Employee Comments and Response
Recreation Supervisors Susan Thomas and Joan Groome addressed the Committee. They thanked
the Human Resources Committee and Human Resources Director Michell-Nunn for listening to their
concerns regarding pay equity and approving the current contract. Ms. Thomas and Ms. Groome
explained that with the approval of the new contract that a number of employees hired within the last
couple of years are making a higher salary than employees who have been here longer.
The Committee listened to their concerns and stated that it was not their intent to be unfair. HR
Director Michell-Nunn stated that she has scheduled a meeting with the appropriate personnel to
address their concern. After discussion, Chairperson Manos stated that HR Director Michell-Nunn
would address their concern and respond at a later date.

D. Sub-Committee Report
1. City Administrator
The Committee is benchmarking processes in other cities similar to Ithaca to analyze
what they do and why, if they made a change when the change happened and what
effect this change had on the municipalities' charter. The Committee's interest in the
effect on the charter is due to the issue raised that if the City Administrator position is
created, can it be done in a way that it does not involve a public vote on charter
revision. It also goes to question whether the mayoral authority would be diminished in
any way. If so, would this really be an administrative position or would it only be a chief
of staff or administrative assistant position.
The Committee will prepare a questionnaire to be distributed internally to determine
what employees think about how the current process works, what the shortcomings and
strengths are, and their experience. The Committee discussed who should complete
this questionnaire (i.e. department heads, community leaders, business people and
people who has dealings with the City) and getting assistance from Cornell University in
administering it.
The Committee is trying to complete the project by the end of this calendar year since
there is no longer an October 1st deadline.

F. Personnel Items
1. Youth Bureau
a. Request to Reduce Hours
The Youth Bureau is requesting to amend the personnel roster by reducing the
hours of Youth Development Program Leader Monica Bosworth. After
discussion, Alderperson Vaughan made the motion. Second by Alderperson
Hershey. Motion carried 5-0.
b. Request to Create Position
The Youth Bureau is requesting to amend the personnel roster by adding the
position of Maintenance Supervisor (Recreational Facilities). After discussion,
Alderperson Spielholz made the motion. Second by Alderperson Hershey.

G. Work Environment Task Force
HR Director Michell-Nunn reported that the Task Force is putting together a presentation for the
Human Resources Committee. The presentation will be given at the October meeting of the Human
Resources Committee.

K. New Business
1. Quarterly Recognition Award
HR Director Michell-Nunn reported that the City's Electrician's department will be
receiving the award this quarter for their assistance with the move in City Hall.

On a motion by Alderperson Vaughan, the meeting was adjourned at 7:48 pm.
