Chairperson Manos called the meeting to order at 7:13 pm.
A. Agenda Review, Approval of Minutes &Announcements
Chairperson Manos stated that Item F-1 (Police Department) has been tabled until next month. The
Police Chief and the PBA union will discuss at their next Labor/Management meeting.
Alderperson Vaughan made a motion to approve the minutes from the June 26, 2000 meeting.
Seconded by Alderperson Glasstetter. Motioned carried 4-0.
B. Employee Comments & Response. None
C. Chairperson's Report
Chairperson Manos stated that she made no site visit this month but will continue to do so.
Chairperson Manos reported that she has attended a mediation session and some contract
negotiations.

D. Sub-Committee Reports
1. City Administrator
Alderperson Hershey reported that the Mayor attended their last meeting. At that meeting, the
Mayor spoke about aspects of his vision of what the City Administrator would do and the kinds
of roles he/she would play if the position existed. Alderperson Hershey stated that one of the
things that emerged from this meeting with Mayor Cohen was, both budgetarily and
structurally, this is not something that can be resolved in time for the coming fiscal year.
E. Executive Session
At 7:50 pm, Alderperson Hershey made a motion to go into Executive Session to discuss contract
negotiations. Seconded by Alderperson Glasstetter. Motioned carried 4-0.
The Committee came out of Executive Session at 8:10 pm. Chairperson Manos reported that the
Committee discussed contract negotiations but no action was taken.
F. Personnel Items. None.
G. Work Environment Task Force. None.
H. Directors' Report
HR Director Michell-Nunn stated that invitations have been sent out to employees and Common
Council members for the Welcoming Reception for the Director of Information Technology Duane
Twardokus, the City Attorney Norma Schwab and the Confidential Secretary to the City Attorney
Dawn Tordel. The reception will be held on Wednesday -August 2, 2000 at 9:00 am.

K. New Business
1. Affirmative Action Advisory Committee (Possible Resolution)
Chairperson Manos stated that the Affirmative Action Sub-Committee still exists even though
the Position Review process was done away with. The Affirmative Action Sub-Committee is
an advisory to the Human Resources Department; which will be handling this Position Review
piece.
GIAC Director Fort stated that the Affirmative Action Advisory Committee reviewed and
discussed the City of Ithaca Internal Position Review Process resolution.

The Human Resources Committee discussed the request and the purpose of this resolution.
Many questions were asked and comments were made (i.e. add a fifth person to the AA-Sub
Committee, possibly a union representative; should the City Attorney be added, the issue of
confidentiality; should the process be redefined). After discussion, the Committee suggested
that a more specific resolution be drafted. The resolution should redefine the process and
include what is to be accomplished, the makeup of the committee and the process on how to
go about it.
GIAC Director Fort and HR Director Michell-Nunn with assistance from the Mayor will work on
a new draft of the resolution.

On a motion by Alderperson Hershey, the meeting was adjourned at 8:11 pm.
