Chairperson Manos called the meeting to order at 7:04 pm.
A. Agenda Review, Approval of Minutes &Announcements
Chairperson Paulette Manos stated that item 3 (A request from DPW-W&S) has been added to F -
Personnel Items.
The Committee reviewed the minutes from the April meeting. Alderperson Vaughan made a motion
to approve the minutes from the April 24, 2000 meeting. Seconded by Alderperson Hershey.
Motioned carried 3-0 (Alderperson Spielholz absent from vote).
Chairperson Manos announced that following this meeting there would be a workshop for Common
Council members on the bias related crimes proposal ordinance.
B. Employee Comments & Response. None.
C. Chairperson's Report
Chairperson Manos reported that she and Alderperson Hershey met with DPW(S&F)employees.
The employees expressed concerns about the effects of Common Council and/or management's
decisions. For example, a decision to dose streets has great impact on DPW workers; a decision to
get the carousel working causes other work to be delayed/set aside; a decision on staff cutbacks with

the expectation to put out the same quantity/quality of work causes hardships for employees. DPW
employees expressed concerns about the lack of credit given for their work and danger imposed by
the lack of safe, adequate equipment. Chairperson Manos thanked the DPW employees that
attended this meeting and will schedule another meeting at a time more convenient for DPW
employees.
D. Sub-Committee Reports
1. City Administrator
Alderperson Hershey reported that the City Administrator Sub-Committee has assembled and
has had their first meeting. The Sub-Committee divided into two committees. One committee
will gather data from cities of similar size to the City of Ithaca and the other committee will
discuss the need for a City Administrator and any issues or problems surrounding the creation
of this position.
Alderperson Hershey hopes to have final recommendations by September 15, 2000, in time for
the 2001 budget process.
E. Executive Session
Alderperson Hershey made a motion to enter into Executive Session to discuss CSEA Administrative
Unit Starting Salary and employment history of particular persons. Seconded by Alderperson
Vaughan. Motioned carried 4-0.
After Executive Session, the Committee took the following actions:
1. CSEA Administrative at: Starting Salary
Chairperson Manos reported that the Committee discussed starting salaries for the CSEA
Administrative Unit but no action was taken.
2. Police Department— Deputy Police Chiefs
Alderperson Hershey made the following motion. Seconded by Alderperson Vaughan.
Ayes. 3 (Spielholz, Hershey, Vaughan)
Nays. 1 (Manos)
WHEREAS, In 1999, two new Deputy Chief positions were created in the Ithaca Police
Department and,
WHEREAS, when these positions were filled, the Common Council indicated
that the designated starting salary for the individuals would be reviewed once the
Management Compensation Study, then underway, was completed, and

WHEREAS, The Study has determined that the hiring maximum starting salary for the
Deputy Police Chief positions is between $57,928 and $66,405 depending on
qualifications and experience, now therefore be it
RESOLVED, That the starting salaries for Deputy Police Chief Glenn Sharshon and
Deputy Police Chief Lauren Signer be set at$66,000 each, retroactive to their
respective dates of hire, and, be it further
RESOLVED, That, in addition, they be eligible for the two percent (2%) year 2d00
management increases that have subsequently been given, and be it further
RESOLVED, That the funds to support this increase will be transferred from the
unrestricted contingency account.
3. Police Department— Police Lieutenant
Alderperson Vaughan made the following motion. Seconded by Alderperson Spielholz.
Motion carried 4-0.
WHEREAS, The Chief of Police has requested that an additional officer
position be created to assist in the coordination of Ithaca Police
Department for operations, including the traffic, patrol, community policing,
investigations and K-9 units, now therefore be it
RESOLVED, That the Traffic Unit Sergeant position be deleted and, and, be it further
RESOLVED, That a new position of Lieutenant be created to serve in the
Ithaca Police Department for operations and, be it further
RESOLVED, That this position is subject to the approval of the Civil
Service Commission.
4. Building Department=Acting Deputy Building Commissioner
Alderperson Spielholz made a motion to appoint Michael Niechwiadowicz as Acting Deputy
Building Commissioner. Seconded by Alderperson Vaughan. Motioned carried 4-0.
F. Personnel Items
1. Prosecutor's Office
City Prosecutor McCarthy is requesting to amend the personnel roster by adding a Deputy City
Prosecutor position. After discussion, Alderperson Spielholz made a motion to add the
position of Deputy City Prosecutor to the Prosecutor's Office personnel roster and that this
position be contingent upon funding from the Federal Violence Against Women Act (VAWA)
grant. Seconded by Alderperson Vaughan. Motioned carried 4-0.

2. Planning Department
Economic Development Director McDonald stated that due to the increase in workload he is
requesting to amend the personnel roster by creating two (2) part-time positions,
Environmental/Landscape Planner and Planner II. After discussion, the Committee
recommended that due to incomplete information presented, this item be added to the Budget
and Administration Committee agenda and that financial implications and budget information
be presented at that time.
3. DPW (W&S)
Assistant Superintendent Fabbroni is requesting to amend the personnel roster by adding an
Assistant Engineering Systems Manager position. After discussion, Alderperson Spielholz
made a motion to add the position of Assistant Engineering Systems to the DPW (W&S)
personnel roster and that this position be permanent contingent upon continuation of the
electronic conversion. Seconded by Alderperson Hershey. Motioned carried 4-0.
G. Work Environment Task Force. No Report.
H. Directors' Report
HR Director Michell-Nunn distributed information regarding the Employee Recognition program and
reported that she is pleased that employees are using the program.
1. Mayor's Report. None.
J. Old Business. None.
K. New Business
1. Employee Picnic
Chairperson Manos reported that City Clerk Julie Holcomb, HR Director Schelley Michell-Nunn
and Alderperson Joan Spielholz will be in charge of the Employee Picnic and the Employee
Picnic will be held on September 15, 2000.
L. Adjournment
With no further business, Alderperson Hershey made a motion to adjourn the meeting at 9:20 pm.
