HUMAN RESOURCES COMMITTEE
Regular Meeting
December 20, 1999
Members Present: Paulette Manos, Pat Vaughan, Sara Shenk, Joan Spielholz

Paulette Manos called the meeting to order at 7:02 pm.
A. Agenda Review &Approval of Minutes
Pat Vaughan made a motion to approve the minutes from the October 25, 1999 meeting. Seconded
by Sara Shenk. Motioned carried 4-0.
B. Employee Comments. None.
C. Committee Members Responses to Employee Comments. None.
D. Chairperson's Report.
Paulette Manos mentioned that there will be changes starting with the January meeting. Paulette
thanked the members for their commitment to the committee. The Committee thanked Paulette for
chairing this committee.
E. Sub-Committee Reports
1. Managerial Compensation (S. Shenk)
The consultant has met with the Sub-committee. The Management Compensation Committee
reviewed the results. The consultant will meet with the managerial staff to review the evaluation.
This will be a question and answer session.
The managerial staff can appeal the evaluation. The consultant and the Human Resources
Department will handle appeals. The consultant will handle major discrepancies.
Next month Mary Hall will make a presentation to the HR Committee to update and give dollar
amount on what is needed to proceed.
2. Sexual Harassment Policy (J. Spielholz)
The Committee has not met. Will do so in early January.

F. Work Environment Task Force
Schelley reported that the employee survey has been administered with a 65% return rate. Letters
were sent out prior to the survey encouraging all to participate. The survey was administered at the
worksites for the convenience of the employees. It was optional for employees to complete the
survey and assistance was provided to any that needed it.
Schelley received positive feedback from some employees. She thanked the Survey Design Team
for their help in administering the surveys. Schelley stated that instant recognition cards were given
to employees that participated.
Bob Rich and Jane Maestro-Scherer are inputting the data and will make a presentation to the Work
Environment Task Force in January 2000.
G. Human Resource Director Report
1. Public HR Management Conference
Schelley mentioned that the HR conference will be March 20—22, 2000 and thought it will be good
for new Committee members to attend.
H. Mayor's Report. None.

J. New Business
1. Elected Officials Diversity Training
Schelley Michell-Nunn, Pat Vaughan and Paulette Manos gave an overview of the November 13,
1999 session. This group will begin to implement some "Best Practices" but will have to wait until
next month due to changes in committee makeup.
The Diversity Consortium met with Kirby Edmonds. They identified some of the issues, determined
the resources needed and discussed how to work more collaboratively with each other. They
discussed what already exists and whether it was possible to centralize the responsibility.
2. Police Officer Exam (S. Michell-Nunn)
Schelley reported on the recruitment efforts for the Police Officer exams. She mentioned her meeting
with community members to identify possible candidates. These candidates were sent a letter
inviting them to an information session. This information session was to encourage women and
people of color to become police officers.

Schelley mentioned that the Police Officer exam was advertised in the media (local radio stations and
Channel 7 News) in English and Spanish encouraging women and people of color to apply. The
Police Department formed a recruitment team that traveled to job fairs at different colleges to
encourage all to apply and take the Police Officer exam
All the candidates that applied for the Police Officer exam were sent a letter inviting them to
participate in civil service prep courses held four Saturdays prior to the exam. Brandon Sullivan from
Cornell University designed and conducted these courses. Twenty-five candidates enrolled and at
least fifteen candidates were present at each session. Police department staff was present at each
session and put forth-great effort to show their commitment to diversifying the workforce. Schelley
thanked them all for their help.
