BPAC Sept 9, 2004 Meeting Notes
Present: Judy Swann, David McElrath, David Kay, Carla Shafer, Dwight
Mengel, Jennifer Dotson. David Nutter, guest
1. July 2004 Minutes-approved
2. Discussion of ITCTC long range plan and significance for BPAC. See
http://www.co.tompkins.ny.us/itctc/Irp/index_2025.html for plan. Dwight
agreed to draft language commenting on the plan and to circulate it to BPAC
list. He will also try to set up meeting with Fernando De Aragon on Sept
17 for discussion of issues. Several BPAC members will try to
attend. Comments from BPAC members should be submitted to Dwight ASAP for
him to incorporate into draft. Among issues mentioned in discussion: Goals
section needs language that could lead to the creation of capital projects
to fund sidewalks and other improvements. Explicit mention of need for
more high visibility long lasting, zebra sidewalks, pedestrian activated
walk signals; signals that are sensitive to the presence of bicycles;
maintenance of paved shoulders; emphasis on the connectivity of pedestrian
and bike routes; crossing buttons situated in locations that are reachable
from wheelchairs; importance of good lighting on pedestrian routes.
3. David McElrath reported on concerns that have been raised by adult
cyclists riding on sidewalks, ie as a hazard to other sidewalk
users. Should police enforce? Discussion followed on the various
perspectives on sidewalk riding issue. David also noted that a copy of the
vehicle and traffic law could be obtained through DMV.
4. Meeting with Mayor proposed to discuss a variety of topics,
possibly including: top BPAC priorities, BPAC membership and appointments,
potential directions of healthy city initiative, making connections between
downtown and waterfront and black diamond trails, BPAC role in relation to
other city bodies, status of bikes on cops, Initiative for Healthy
Infrastructure project opportunity, role of police department in
enforcement/education of appropriate driver/cyclist/pedestrian behavior.
5. Discussion of need for BPAC to prioritize and focus efforts. David
Kay agreed to circulate to BPAC list for comment and amendment a draft list
of potential priorities. Other BPAC members to respond via email. Next
month's meeting will be used to winnow down to priorities BPAC members are
willing to commit to spending their time on.
6. Bike plan implementation. No specific update available on status
of consultant's work on Cass Park-Tuning Fork route proposals and DOT's
position on same. David will ask Tim Logue for status report. Additional
discussion on bike plan implementation priorities,with a number of ideas
proposed on education, outreach, enforcement, and generally changing the
norms of behavior for cyclist and motorists alike. Need to identify our
priorities (see previous point)and communicate to others, especially BPW
which has requested input.
