MEETING CALLED TO ORDER at 7:10pm
December minutes were reviewed and approved.
Change in agenda- Katie will present her letter and program information at
February's meeting. She was ill and could not attend.
NEW BUSINESS
Vote for executive committee- After some discussion and clarification the following
slate was elected unanimously:
Treasurer- Michael Anderson
Co Vice Chairs- Jeri Gallucci and Ambria Diaz
Co Chairs- Chris Philip and Sebby Friedeborn
The position of Vice Chair and the position of Chair will each be shared by a youth
representative and an adult representative.
Waterfront Trail- Allen gave the Board some information of the progress of the
Waterfront Trail. One of the trailheads will end at the Tompkins County Visitors Center. The question
is where the trail will follow here at the Youth Bureau, which side of the building? There have been
many discussions and Allen will keep the Board informed of the progress. The Board may utilize the
website for more information: www.cayugawaterfronttrail.com. It was also suggested that the Board
take a walk to view each suggested path.

Carol Seligmann, a former board member/chair, recently died. There was some
discussion on how to honor her at the IYB. This item is on the February agenda.
Jeri reminded all of the involvement promised to the Saturday Science Academy.
She asked where the board was on that item and what fundraising event was planned.

Last winter Mike McGreevey and I attended your board meeting and asked for your endorsement of the
work of the Planning and Development Council of Big Brothers Big Sisters. As the official board of the
Ithaca Youth Bureau, your endorsement provided the formal support we needed in order to reach full
compliance with Big Brothers Big Sisters of America.
As part of an ongoing compliance standard, we are mandated to review all policies and standards on an
annual basis. The program committee of the Big Brothers Big Sisters Planning and Development
Council has completed this tedious task. There were some amendment changes made over the last year
that are available for your review at the main office of the Youth Bureau.
I am asking for your endorsement and approval of the policies and standards of the One-to-One Big
Brothers Big Sisters Program by passing the following resolution:
"The IYB Advisory Board endorses all policy and implementation decisions approved by the One-to-
One Big Brothers Big Sisters Planning and Development Council. The IYB Advisory board will continue

MEETING CALLED TO ORDER at 7:10
NEW BUSINESS
Katie Foley presented the Policies and procedures for One-to-
One Big Brothers of Ithaca and Tompkins County. Bill Murphy asked
for some changes in the wording (please see attached). With the
changes in place: Matt moved to approve the resolution. Bill seconded
the move and it was passed with a unanimous vote. The PDC policy
and procedure book is in the front office for your review.
Love Knows No Bounds a group providing support and
donations to the New Orleans' victims of Hurricane Katrina. This group
asked for some ways to spread the word and for some information on
how to raise money for their program. They are taking another trip to
New Orleans on April 7, 2007. Attached are the handouts provide by
the group. The contact information is provided in those handouts. They
appreciated the huge donation provided by the Computer All Stars
program.
601 Birthday of the IYB- there were many ideas discussed on
how to celebrate. Karen will set up an IYB tent at the Dragon Boat
Festival on July 14, 2007. She would appreciate help with that project.
OLD BUSINESS
After some discussion it was decided to name the upstairs
conference room in the IYB after Carol and Peter Seligmann. Bill will
order the plaque and make the necessary arrangements to make this
happen.
COMMITTEE REPORTS-
The Youth Development and the Recreation Committees met to
decide what their next steps would be.
YOUTH DEVELOPMENT will work on Program Monitoring.
RECREATION-decided to meet on the first Monday of each month
at 5:30PM.
These committees will report at the next meeting.
STAFF REPORTS-
Kristin Letourneau received the Quarterly City Recognition.
The Recreation Department won two awards from the NYS
Recreation and Park Society.
Brochure won the Promotional Brochure Award
Tin Can won the Arts And Humanities Award

_ _Recently, a local team or people interestea in nelping the New Orleans'
victims of Hurricane Katrtina got together and decided to compile their energy and
efforts to make a difference. In the course of the volunteer work already
accomplished, we created an organization called Love Knows No Bounds. LKNB
is an Ithaca based group working to provide resources and materials to rebuild
New Orleans.
The overwhelming disaster-ridden areas of New Orleans led us to focus our
efforts on one specific community. We connected with an amazing man, by the
name of Pastor Bruce Davenport. Pastor Bruce heads a congregation in the 7th
Ward of New Orleans. Before Hurricane Katrina, St Johns #5 Faith Church had a
number of facilities designed to help low income families, children, unwed teen
mothers, and HIV victims to improve or better cope with life in their current
situation.
We were fortunate enough to have had him visit Ithaca in late January to
speak about the current situation in New Orleans. Speaking from the heart, Pastor
Bruce is committed to providing life sustaining and enriching resources to the
people living in his neighborhood. He touched many with his simple voice and
strong will to keep fighting for a better life for him and his community. His visit
incited interest in many community organizations, including Ithaca College and
Cornell University. Mayor Peterson is even considering naming Ithaca a "sister
city" for Pastor Bruce's community.
In addition, we are hoping to collect donations and funds for our April trip.
LKNB also welcomes any volunteers who can join us in New Orleans this April 7th
through15th

MEETING CALLED TO ORDER at 7:05 PM
NEW BUSINESS: Recruiting new youth representatives - With 3
youth representatives graduating there will be a need for new
youth members. Roy suggested that we write a brief "job
description." Some of the recruitment ideas: Poster @ YES
Tables @ IHS, LACS; Announcements @ Schools (Including TST
Community School); Putting the word out through program
staff; Informational Meetings; Article in the Tattler; PSA in the
Ithaca Journal. Ashlee and Ambria volunteered to help put the
word out. Joanie volunteered to serve on a small committee to
review applications if we get a large number of applicants.
OLD BUSINESS: Love Knows No Bounds - Ashlee reported that
there will be a truck heading to New Orleans soon and that the
main need at this point is for assistance with the cost of fuel.
COMMITTEE REPORTS: Gabriele expressed an interest in
working with the Friends of the Ithaca Youth Bureau on fund
raising. Allen will contact David Schwartz (Chair) and relay
contact information.
STAFF REPORTS: Allen reported that discussions are ongoing
with the Babe Ruth and Cal Ripkin Programs about baseball
fields and other field needs at Cass Park.

MEETING CALLED TO ORDER at 7:10. Bill moved to approve the
April minutes, Gabriele seconded and the minutes were
approved unanimously.

Matt Bishop reported that this was his last meeting.
Members of the Board thanked him for his service and
congratulated him on his next position.

reported on some of the approaches she used to get the applications

Karen and Chris will work on providing a Summer Retreat for future
Youth Board Members.
Juneteenth- Allen reminded the Board members that the
Juneteenth Celebration will be held on June 23rd at the Southside
Community Center. This will be a great opportunity for our Board to
help.

Saturday Science Academy- Jeri asked that the Board look at
how the IYB board could help with the funding for their annual trip. A
brief discussion was held on Funding possibilities. This will be reviewed
at the next meeting.

next meeting.

Sports Equipment Exchange- the committee is actively
working on "putting the word out".
Kipkeino Event- was a success and the IYB was
represented. Liz reported on how the event was run. (see attached

The committee asked that the process and the reporting be clearer. It
was difficult for the committee to evaluate and calculate the figures for
the programs. Karen took this information and will present it to the
staff.

Summary of Meeting
> Sarah took over as Chair and put meeting to order. Allen passed out email that Chris
Philipp resigned (12/10/07). Members discussed possibly changing day of meeting
since so many members cannot get to the Monday night meeting.
> Jen reported that the Youth Reps are doing well with their staff interviews. Also, did a
game so that everyone on the Board new something about the other. Jen handed out flow
chart and Allen discussed what the different boards were and how they affect or could be
connected to the Advisory Board. Gabriele mentioned that the Advisory Board only
could advise. Jen had everyone break up into two groups.
➢ Liz reported that the Rec Committee is getting together a Parent Sportsmanship Group
for football and the meeting is scheduled for January 9, 2008. Valerie reported that the
Youth Development Committee discussed the monitoring process and the possibility of
having a Board Liaison for each of the Youth Development programs.
> Went over nomination of officers and decided not to make a decision on the officers
since so many members were missing. Nominations are up in the air about who is going
to do what.

> Allen announced that he and Jen wrote a letter to James L. Gibbs family(Dr. James L.
Gibbs,Jr.) about the display in the atrium of the Youth Bureau to see if they had any
suggestions on how they would like the display to be.
> Jen announced about MC-Lite would be speaking at the MLK program at Ithaca College.
In addition, GIAC is having a MLK program too. Jen also, spoke on maybe there being
an announcement sheet so that other programs knew what each other were doing.
> Jeri announced that the letter for the Saturday Academy is almost done and that she
would bring a copy of the finished letter to the Board meeting upon completion

> Common Council Liaison,J.R. Clairborne was not present. Joan the GIAC Liaison
reported that they are going through the same difficulties of getting recruitment for their
board. Tompkins County Liaison,Nancy Zook was not present.

NEW BUSINESS:
Congratulatory gift baskets were presented to our three graduating youth
representatives. Michael Anderson graciously offered to help deliver baskets
to those that were unable to attend.
We do have a few prospects for new youth representatives. Gabriele and
Ashlee agreed to follow up.
OLD BUSINESS:
Bill gave an update on the memorial plaque for Carol Seligman. He will be in
touch with Debb to finalize the wording and place the order.
The Science and Mathematics Saturday Academy: Allen gave an update on
this year's trip to Washington DC and on the status of discussions regarding
formation of an ad hoc committee of members from IYB, GIAC and
Southside Boards to put together a funding request to present to ICSD as
well as more general discussions about sustainability of the program. Geri
graciously agreed to serve as the representative from the IYB Advisory
Board.
COMMITTEE REPORTS: No reports
STAFF REPORTS: Allen reported on the work that is being done on a new 5
year inter municipal Recreation Partnership and on a proposal for two Vista
Volunteers to assist with our mentoring programs. Karen reported on a
Mentoring Program grant proposal that has been submitted - for federal
funding through the Safe and Drug - Free Schools and Communities
Program.

2008 IYB Budget Proposal- Allen presented the proposed
Budget for 2008. The Executive Committee had previously reviewed
the proposed Budget. The mayor asked for two proposals: one at a 1%
increase and the other at a 3% increase. Joni motioned, Gabriele
seconded, and the board unanimously voted to submit the proposed
budget while strongly recommending the 3% increase.
OLD BUSINESS
Youth Representatives- Karen brought to the Board's
attention that there should be a balance of male/female youth reps on
the board. After a short discussion, it was decided to allow six youth
reps on the board and hoping for an equal balance.

MEETING CALLED TO ORDER at 7:10 PM
The minutes of the September 10, 2007 meeting were approved.
OLD BUSINESS: Allen provided an update on the 2008 city budget process. Mayor
Peterson has included the NB's "3%" budget proposal in the Mayor's budget
proposal. Capital Projects include proposals for improvements at the Skate Park and
planning/design work for the Cass Park ice rink.
NEW BUSINESS: Allen shared a powerpoint presentation with an overview of the
IYB's history, mission, budget and programs. Unfortunately the projector stopped
working early on, so the group viewed the presentation on a small laptop computer.
The board then divided in to two groups. Jen facilitated a discussion with the youth
representatives and Shea facilitated a discussion with the adult representatives.
COMMITTEE REPORTS: No reports
STAFF REPORTS: Allen reported on discussions about a possible
historical/educational display in the atrium of the IYB building about the life, work
and contributions of James L. Gibbs. James L. Gibbs was an important figure in local
African American history and was the first director of the Southside Community
Center. Jen mentioned that she has been in touch with the History Center about this
and they may be able to assist.
Shea reported on a Halloween haunted house fund-raiser and on the work that is
going on aimed at reviving the Friends of the Ithaca Youth Bureau.
Reports from Liaisons: Joanie reported on GIAC building developments and
challenges.

Leadership Planning& Recruitment Workshop
For Current Board Members and Executive Directors of Non-Profit Organizations
Sign up now for the next workshop in HSC's Board Development Series: Leadership
Planning&Recruitment. Ann Martin of the Praxis Consulting Group will be facilitating this
valuable, interactive workshop. One of the Board's crucial roles is to effectively and
regularly add new members and plan for future leadership vacancies. Too often Boards do
not have a strategy in place for member recruitment or orientation and end up with too small
boards, burned out veteran members and un-engaged new members. This workshop will
provide information and tools for Boards to effectively:
* Identify and recruit new board members
* Increase the diversity of board members
* Orient new board members
* Encourage active participation and commitment
* Educate the board
* Rotate board members

Ann Martin is an Associate with Praxis Consulting Group based in Philadelphia and Ithaca.
She has taught and facilitated dialogue, conflict resolution, and organizational development in
non-profit, private sector, and public sector organizations. She is particularly interested in
helping people in communities and organizations work together across their different
perspectives and take advantage of these differences to build sustainable futures.
Ann was a senior extension faculty member at Cornell University's School Industrial and
Labor Relations(ILR) for 19 years, and served as Associate Dean of ILR for part of her time
there, an experience that forced an immersion into the theory and practice of leadership in
complex organizations. She now brings her other areas of knowledge to bear on leadership
and board development.
Recent clients of Ann's include the Non-profit Executive Leadership Institute at Bryn Mawr,
where she has taught strategic planning for three years,the University of Pennsylvania
Superintendents Study Council,where she teaches and coaches superintendents in dealing
with difficult issues,and the Alternatives Federal Credit Union in Ithaca,NY.
Ann has served on the Ithaca Board of Education and,for many years,on the Board of the
Community Dispute Resolution Center in Ithaca. She has a BA from Middlebury College, an
MAT from the Harvard Graduate School of Education,an MILR from the Cornell School of
Industrial and Labor Relations,and an EdD in Adult and Organizational Learning from
Teachers College, Columbia University.
