0 1E Projectmescription:Mrhe applicant is presenting two alternative layouts for discussion. The projectm3eeks to
combine two parcels, remove the existing buildings (former Tompkins County Library and Lifelong center), and
construct a new 4-story building with offices and building amenities (e.g., fitness center) on the ground floor
and 60 one- and two-bedroom senior-focused apartments on the upper floors. The ground-floor office space
will be occupied primarily by Lifelong. Site development will include parking for up to 56 cars, a garden area for
residents, and other site improvements. The existing building at 121 Court St. will remain. The project is in the
CDB-50 Zoning District and the DeWitt Park Historic District. The project will require a Certificate of
Appropriateness from the ILPC and Site Plan Approval from the Planning and Development Board. 0

RE: Dewitt House
Dear JoAnn, Brian, Members of the Planning Board and Members of the ILPC:
As you know, in January, the County, I LPC and Planning Board met to review the Dewitt House
project and discuss the following:
1. Determine how the County, ILPC and Planning Board will work together through the
approvals of this project to promote efficiency, communication and common agreement.
2. Review the project criteria and evaluate the current design options against them.
3. Receive direction regarding moving forward with a singular design.
Thank you for your participation and feedback. Multiple agencies productively addressed these
goals and gave our design team clear direction as to moving forward with a singular architectural
footprint and a strategy for site placement/building location. We sincerely appreciate the
coordination, attention and effort put into the project.
We have been advancing the preferred "Streetscape & Garden" design with a focus on the
architecture and streetscape elements. In particular, significant effort has been made to respond
to comments regarding building massing, articulation and form, as well as the pedestrian
experience along the sidewalk. Comments in regards to these two items that were made at the
last meeting are outlined below:
Architectural Massing:
Break down the Court Street mass
Consider more than fenestration (pierce and separate)
Consider setting upper stories back
Consider balconies
Consider lightness/glass to the upper floors
Consider the articulation of the architecture
Be innovative with the architecture

Respond to the mass of the Church (reciprocity)
Remain contextual
Respect the location as an area of urban transition
Streetscape:
Make the corner distinctive and special
Add greenspace to the front of the building
Surface parking should be setback with same strategy as the building
Don't bleed the garden space into Dewitt Park
Attached please find a copy of the site plan and building plans which illustrate the design
progress. We will be presenting more detailed illustrations of the architecture on Tuesday. At
our next meeting, we hope to accomplish the following:
• Receive project feedback and reach consensus on the design direction
• Receive confirmation that the project is `settled' enough to invest in the preparation of the
SEAR materials, Site Plan review Application materials and Certificate of Appropriateness
application materials.
• Review schedule/process moving forward
