The projectaeeks to combine two parcels, remove the existing buildings (the former Tompkins County Library and the Lifelong center), and construct a new 4-story building with offices and building amenities (fitness center, etc.) on the ground floor and 60 one- and two-bedroom senior-focused apartments on the upper floors. The ground-floor office space will be occupied primarily by Lifelong. Site development will include parking for up to 56 cars, a garden area for residents, and other site improvements. The existing building at 121 Court St. will remain. The project is in the CDB-SO Zoning District and the DeWitt Park Historic District. At our last meeting with the Planning Board and with the ILPC, it became clear that a coordinated effort and communication between the boards would be most efficient as we move through the approvals process. In addition to the multiple agencies that will have a say in the approval of this project (County, Planning Board &ILPC), development on this property involves successfully navigating multiple sets of criteria (outlined below) while remaining financially feasible. Our design team is dedicated to proposing a development solution that best meets all of the needs of the project and adds value to the city. We would like to participate in a discussion on Tuesday night which accomplishes three main goals: 1. Determine how the County, I LPC and Planning Board will work together through the approvals of this project to promote efficiency, communication and common agreement. 2. Review the project criteria and evaluate the current design options against them. 3. Receive direction regarding moving forward with a singular design. Attached please find illustrated plans of two design options Which we hope to evaluate in regards to the previously listed criteria.
