COMMUNITY POLICE BOARD MEETING MINUTES
August 23, 2012

Call to Order:
Co -Chair Kane called the meeting to order at 3:30 p.m.
Comments from the Public:
Fay Gougakis addressed the Community Police Board regarding concerns about safety on
The Commons. She also expressed her opinion that Cornell and Ithaca College should
contribute more to the City to help fund the needs of the community.
Report from Common Council:
Alderperson Kerslick responded to comments made about the safety of the Commons. He
further noted the need to review crime statistics to see where improvements could be made.
Report from the Police Department:
Deputy Chief Tyler reported that five complimentary letters for various Ithaca Police Officers
were received recently, and shared the details with the board.
Report from Staff:
City Clerk Holcomb reported that the new phone line for the Community Police Board will be
in place by August 31, 2012, and will ring directly into the Clerks Office. City Clerk staff will
answer that phone line during regular business hours (Monday thru Friday 8:30 a.m. to 4:30
p.m.) and evenings and weekends messages can be left on voicemail.
The City of Ithaca web site will be updated to indicate that compliment/complaint forms can
be sent to, or left at both the City Clerks Office or at GIAC. GIAC staff members will forward
information left to the Clerks Office.

City Clerk Holcomb further explained that the City of Ithaca will stop issuing badges to
members of Common Council, the Community Police Board, and the Board of Public Works.
Picture ID cards will be issued instead. Badges assigned to civilians have been used
inappropriately in the past. Official badges cause confusion as people cannot readily tell the
difference between enforcement personnel and civilians who do not have enforcement
authority.
Old Business:
Board members expressed concern regarding the Community Police Board's budget for
2013. City Clerk Holcomb responded that the Community Police Board is the only city board
that has a budget, and has hired administrative support. She explained that $2,000.00 has
been budgeted for 2013 to cover two cell phones used by the Board's current co- chairs, and
to pay for the Community Police Board telephone line at the Clerks Office. If the Board has
additional needs they should be made in writing to the Mayor.
New Business:
Discussion of City of Ithaca Crime Statistics —
Alderperson Kerslick presented a spread sheet on the City of Ithaca crime Statistics for
2011 and 2012. The report gave averages and percentages of crimes and were divided into
various categories.
Motion to move into Executive Session to discuss complaint investigations:
On a motion by Commissioner Kane and seconded by Commissioner Rogers the Board
adjourned into executive session to discuss complaint investigations.

The Board reconvened into regular session, and reported on the following:
Three complaints were briefly discussed.
Complaint #02 -12 still open
Complaint #07 -12 closed — situation resolved.
Complaint #08 -12 still open

On a motion the meeting adjourned at 4:25 p.m.
