ITHACA COMMUNITY POLICE BOARD MEETING MINUTES

Chairperson Rogers called the meeting to order at 3:35 pm.
1. Approval of Minutes of Meeting of March 22, 2012
The minutes were approved unanimously.

3. Report from Common Council
Alderperson Graham Kerslick discussed the configuration of the CPB Working Group (Mayor, CPB Co-
Chairs, City Attorney, Police Chief, PBA President, and CPB Staff) and some of its goals: updating and
revising procedures, determining how information is shared between the IPD and CPB, and getting more
commissioners on the Board. The next meeting is scheduled for April 30 and will likely be the last or one
of the last times the group meets.
Commissioner Bush expressed concerns about the cultural diversity of the Board. Both he and Rogers
stressed the importance of communicating with CPB applicants to keep them apprised of the status of
their applications. Kerslick responded by assuring commissioners that the Mayor is aware that CPB needs
a representative board. In addition, those present who are also members of the working group will speak
to the Mayor about contacting CPB applicants to let them know the process has been delayed.
4. Report from Police Department
Chief Vallely reported on various recent and upcoming activities of the Department. These included: a
police presence at the Chris Bordoni tribute to prevent potential demonstrations from becoming
inflammatory; end -of -year festivities at Ithaca College and Cornell University; and meetings about medical
amnesty policies as well as "bath salts" and other synthetic drugs.

medical amnesty policies. In addition "On July 20, 2011, Governor Cuomo signed a 'Good Samaritan' law,
designed to encourage individuals to call 911 for help in an alcohol or other drug emergency. The law is
supported by the Tompkins County District Attorney and the City of Ithaca."

Vallely also reported on the the impact that reduced staffing continues to have on the Department's
operations. He read several letters of appreciation from young children visited by IPD officers.
5. Report from Staff
Two community outreach opportunities are coming up in June: GIAC's 30 year celebration on June 9 and
Southside Community Center's Juneteenth on June 23. The Board decided to have a presence at both,
with a focus on encouraging people to consider applying to be on the Board. Staff will work on updating
the CPB brochure for these community events.

8. Adjournment to Executive Session @ 4:23 pm
Motion by Commissioner Hang and seconded by Commissioner Kane to move to executive session to
discuss open complaints then return to public session and adjourn.
One new complaint was received and discussed. Clarifying information required from complainant before
it can be assigned to an investigating commissioner.
Several new citizen letters of compliment were received by the Ithaca Police Department between the
March and April board meetings.
