Re: Tax Foreclosure Properties
With the exception of 1022-24 N. Tioga Street,the attached list represents properties that
had been included in the 2001 Tax Foreclosure Proceedings. The redemption period
expired March 15. Taxes on these properties have not yet been paid. I have attached
printouts from the GIS system of each property.
This list has been sent to Paul Mazzarella at INNS and to Sue Kittel,to determine if any
of these properties should be transferred to Neighborhood Housing as pad of the
Neighborhood Initiative. This list was also sent to DPW,building, and planning
departments.
I would like authorization for the following:
1. To accept payment from the owner of any of these properties through May 10th.
2. To withhold those properties from the sale that INNS is interested in acquiring,
provided Common Council agrees no later than May 10th
3. To sell the remaining properties at the auction scheduled May 10.

Looking at a typical quarter, we have 1500 customers with small
meters(generally residential)that pay the minimum. 1200 of those have
consumption less than 1000 cu.ft., and 900 have consumption less than 800
cu.ft.
I looked at the effects on revenue. To adjust the minimum to 800 cuft
would mean a reduction of$44,000 in water revenue and $38,000 in sewer
revenue, and reduce the bill by$18.48. 900 cu.ft would reduce revenues
$35,000 and $30,000 respectively, reducing a bill by$13.86, and a 1000
minimum would reduce revenues $25,000 and $21,000 respectively, reducing a
bill by$9.24.
1 cannot tell how many of these bills are senior citizens, or are eligible
for the assessment reduction based on age and income.

To continue the discussion we were having at our B&A meeting, it would be
useful to have the total number of bills that typically pay the minimum
amount each cycle. I would like to have some idea of the impact of changing
the minimum. Could you look this up or let me know where to go to find that
information?

Re: Gateway funding/Eddygate refinancing

Mack Travis, the owner of the former Wilcox Press site and developer of the
Gateway project, has approached the city with an idea to help close the funding gap
in the Gateway project. A little history is necessary to explain the idea.
Mr. Travis is also the owner of the Eddygate property in Collegetown. When
the Eddygate project was first developed, the city was involved in two ways. First,
the city successfully applied for a Housing Development Action Grant (HODAG).
That grant was specifically for the support of low income housing, and 20% of the
Eddygate units are reserved for low income tenants. The grant was funneled
through the Ithaca Urban Renewal Agency, and a portion of the repayment funds
are being used to support the low income rental housing program run by Ithaca
Neighborhood Housing Services.
The city was also involved in a land transaction for the project. The land that
the project was constructed on was owned by the city. The city sold the land and
now carries a mortgage for the property.
Back to the present. After accounting for bank loans and personal
investment, there remains a $1.5 million funding gap for the Gateway project. In
other words, Mr. Travis still needs to find that amount of money to fund the
construction of the new project.
There is a limit to what any bank will lend for a residential or commercial
project, typically a percentage of the total project value. For example, for a house
mortgage, a bank will usually lend to the applicant no more than 70% of the home's
worth. The loan applicant must close the gap with other collateral or other
financing. As I just stated, Mr. Travis is looking to borrow an additional $1.5

million dollars from other sources to close his financing gap.
He has come up with a creative way to leverage the Eddygate project to free
up funding for the Gateway project. He has approached Fannie Mae, a federally
guaranteed loan program, to investigate the possibility of refinancing the Eddygate
project. That means that they would lend him the money to pay off his existing city
loans and they would be the new lender. The Fannie Mae folks have indicated that
they are willing to do this.
Mr. Travis would then be in a position to pay off both the HODAG loan and
the city mortgage. The amount required to pay off the city mortgage is currently
$703,000. The idea that Mr. Travis has approached us with is that he would pay off
the city mortgage and then the city would turn around and lend him those same
monies for the Gateway project.
I have discussed this idea with both Norma and Dominick, both of whom do
not see any problems with the general concept. Both expressed concerns about
details, for example, what would the terms for the new loan be. In this case, Mr.
Travis is requesting the same terms on the new loan that he currently has on the
existing mortgage.
I will be asking Pat Vaughan to put this on the B&A agenda this month, but
wanted to get this information out to you now so that if you had any questions
ahead of time, staff would be better prepared to answer them at the committee

WHEREAS, the City Clerk has received a request to allow the
Mahogany Grill Restaurant to utilize certain areas along Aurora
Street for outdoor dining, and
WHEREAS, this use of public property has been deemed proper and
successful , and
WHEREAS, the City of Ithaca wishes to promote diverse uses of
the Primary and Secondary Commons, including outdoor dining, and
WHEREAS, it is Common Council' s responsibility to determine
whether or not to allow the serving and consumption of alcohol
on the Primary and Secondary Commons, and
WHEREAS, Common Council has determined that the use of this
public property for outdoor dining at the Mahogany Grill
Restaurant, including the responsible sale and consumption of
alcohol, is desirable, and
WHEREAS, Common Council has determined that any use of this or
similar public property involving the sale and consumption of
alcohol should be covered by a minimum of $1, 000, 000 insurance
under the Dram Shop Act; now, therefore, be it
RESOLVED, For the year 2002, Common Council hereby approves a
revocable Alcoholic Beverage Permit for the outdoor sale and
consumption of alcohol for the Mahogany Grill Restaurant the
includes the sale of alcohol in accord with the terms and
conditions set forth in application therefore, including minimum

of an outdoor dining permit .

Taste of Thai Alcohol Permit Request
WHEREAS, the City Clerk has received a request to allow the Taste
of Thai Restaurant to utilize certain areas along Aurora Street
for outdoor dining, and
WHEREAS, this use of public property has been deemed proper and
successful, and
WHEREAS, the City of Ithaca wishes to promote diverse uses of the
Primary and Secondary Commons, including outdoor dining, and
WHEREAS, it is Common Council ' s responsibility to determine
whether or not to allow the serving and consumption of alcohol on
the Primary and Secondary Commons, and
WHEREAS, Common Council has determined that the use of this public
property for outdoor dining at the Taste of Thai Restaurant,
including the responsible sale and consumption of alcohol, is
desirable, and
WHEREAS, Common Council has determined that any use of this or
similar public property involving the sale and consumption of
alcohol should be covered by a minimum of $1, 000, 000 insurance
under the Dram Shop Act; now, therefore be it
RESOLVED, For the year 2002, Common Council hereby approves a
revocable Alcoholic Beverage Permit for the outdoor sale and
consumption of alcohol for the Taste of Thai Restaurant that
includes the sale of alcohol in accord with the terms and
conditions set forth in application therefore, including minimum
Dram Shop coverage in the amount of $1, 000, 000 and the approval of
an outdoor dining permit .

THIS AGREEMENT entered into as of the V day of ,2002 and ending���12003,by
and between City of Ithaca,New York(hereinafter referred to as the City),and the National
Development Council(hereinafter referred to as°NDC or the"Contractor"), a not-for-profit
corporation organized and existing under the laws of the State of New York and having principal f
offices at 51 East 42°d Street, Suite 300,New York,New York.

WHEREAS,the City has determined that it needs the professional services of an advisor to work
with the City to develop and assist in the implementation of their Community and Economic
Development Programs; and

WHEREAS, The City has selected the Contractor and the Contractor has agreed to perform the
services set forth hereunder; and

SECTION 1: EMPLOYMENT r
101. The City hereby employs the Contractor and the Contractor hereby agrees to
perform the services set forth herein in accordance with the terms and conditions

be Douglas B. McDonald or such other person, as they shall designate in writing.

103. The person responsible for the services to be rendered on behalf of the Contractor shall be
Kevin McLaughlin or Daniel Marsh, Directors of the Contractor or such other
qualified person as is designated in writing by the Contractor and accepted by the
City.

103. The Contractor shall not,unless otherwise authorized in this Agreement, subcontract any of
the services to be performed by it under this Agreement without prior written j
approval of the City.
SECTION 2: SCOPE OF SERVICES
201. NDC shall perform the services set forth under this Agreement in a satisfactory manner, as
determined by the City.NDC shall make such revisions or modifications to its
work, at its own cost and expense, as may be required by the City; provided, `f
however,NDC shall not be required to make revisions at its sole cost and expense
where the revisions are based upon services to be beyond the scope of the services
initially to be provided by NDC hereunder.
201. In performing the services contemplated under this Agreement,NDC shall consult with
the staff of the City,and shall meet, as appropriate,with other employees or
officials and with other persons or entities,as necessary, including City, State and
Federal officials and/or neighborhood groups or organizations.
201. NDC offers the City a full scope of economic,community, and housing development
services and training. The City will, in writing,select the services,the timing and
order of the delivery of the services, and the degree to which the services are
provided. The City,in their sole discretion,will determine the adequacy of the
services provided and may add or delete services as it sees fit. The services
contemplated by this Agreement are as outlined in this paragraph 203 except for
services which may be provided by or through NDC Housing and Economic
Development Corporation,which will be governed by paragraph 505.
O1. NDC will assist in developing,reviewing and evaluating projects being
considered by the City for community and economic development
assistance. This may include, as directed.
evaluating sponsor/developer experience and capacity f

.02 At the direction of the City,NDC will provide technical support and/or
financial analysis of public facility, economic and/or housing development
programs proposals as periodically referred by staff.
.03 NDC will review, as directed,the City's established economic development
and/or housing development programs,including:
program goals
eligibility criteria
underwriting guidelines
program documents
internal administration of application and approval process
suggest methods designed to increase activity and funds available to lend i
.04 NDC will provide technical assistance and advocacy in the City's C
efforts to seek awards of governmental monies and approval of various
programs including,but not limited to, CDBG,Title IX,Float financing;
HUD Section 108 loans (EDI&BEDI),HOME; Hope,U.S. Department of
Commerce EDA,U.S. Small Business Administration; and the State of f
New York's Housing and Economic Development Assistance Programs.
.05 NDC will, at the City's direction,provide up to/days of in-house staff
training from its existing course curriculum in econo is d/or housing
development finance. In addition NDC will provide cholarshipcto
the NDC Housing or Economic Development Finance Training Programs.
.06 At the City's election,NDC will provide technical assistance to up to one
CHDOs of the City's choosing. The cost of this assistance will be
underwritten by the U.S. Department of Housing and Urban Development
(HUD). HUD will compensate NDC for providing this technical assistance
to the CHDOs and the City will bear no cost of this assistance.
.07 Pursuant to Section 104 hereof,NDC will execute a sub-contractual
agreement with The Grow America Fund,Inc. ("GAF"). NDC and GAF
will assist the City in establishing a self-sustaining community economic
development loan pool for businesses referred for consideration by the
City. Said Economic Development Loan Pool shall be known as the"Grow
Ithaca Fund".NDC will direct and oversee,under its sub-contractual
agreement with GAF, all activities to be performed. The GAF
Subcontractor Agreement will require GAF to satisfy all applicable U.S.

HUD and SBA requirements and regulations.
The City, and NDC will authorize GAF to use its SBA license to make
SBA guaranteed loans sponsored by the City and operate GIF in
conjunction with the local staff in a prudent and businesslike manner. GAF
will perform the following services:

assist in marketing the Grow Ithaca Fund program;
assist in originating and packaging loans;
obtain GAF and SBA approvals;
close, service,and collect loans; I
perform annual reviews of each loan;
perform the fiduciary responsibilities;
provide periodic reporting to the City.
The City shall designate at least one (1) local staff person who will assist
NDC and GAF to market the program,originate loan applications, and
assist in closing and servicing loans.
.08 NDC, alone and/or via authorized sub-contractors,will provide the City
upon its request,with other related community and economic development
services. These services may include but need not be limited to:
1. CITY/NDC joint venture program for certain affordable housing,
public facility, and economic development projects through NDC
Housing and Economic Development Corporation(NDC HEDC).
2. Establish CITY/NDC joint venture program for industrial and
commercial development projects through Community
Development Group, Inc. (CDG).
3. Establish CITY participation in NDC's 501(c)(3)Bond aj
Donation Program.
4. Establish CITY participation in NDC's "Corporate Equity Fund".
5 Establish CITY participation in all other programs as deg
and introduced by NDC during the contract term.
SECTION 3: INFORMATION TO BE FURNISHED TO NDC
301. The City shall provide NDC with all documents,data, and other materials in
its possession appropriate to the services to be performed hereunder and will use its best j
efforts to secure materials or information from other sources requested by NDC for the purpose of

carrying out services under this Agreement.
SECTION 4: TIME OF PERFORMANCE
401. NDC shall perform the services set forth in Section 2,of this Agreement in the
period commencing,Mw4 -1, 2002 and ending f rM 96-2003. j
402. This agreement shall remain in effect until Apiii �@ 2003,unless otherwise terminated or
extended by the parties hereto. M•ry 311 j
SECTION 5: COMPENSATION
I
501. The City of Ithaca shall compensate NDC for satisfactory performance of services received under
Section 2 of this Agreement in the total amount of$50,000. Twelve (12)
installment payments shall be made in the amount of $4,167 until total compensation
shall have been paid. Each installment shall be paid monthly and approved by the Director
of Economic Development
501. Payments to NDC under this Agreement shall be made by the City on approval of payment f
requisitions certified by a principal of NDC. Requisitions must be submitted to the on a 1
monthly basis,by the last day of the month following the month worked. Each j
requisition shall be in a form acceptable to the City and set forth the services performed,
and the compensation due to NDC based upon the fee amount set forth in Section 501.
The City,prior to making any payment under this Agreement may require NDC to submit
to it such additional information with respect to NDC's costs as it deems necessary.
501. Compensation provided under this Section 5 constitutes full and complete payment for all costs
assumed by NDC in performing this Agreement including but not limited to salaries;
consultant fees; loan administration fees; costs of materials and supplies;printing and
reproduction;meetings and presentations;travel time and expenses; postage;telephone;
and all similar expenses.No direct costs shall be reimbursed by the City.
504. At the request of the City, and in furtherance of NDC Housing and Economic
Development Corporation's (HEDC)charitable public purpose,NDC agrees to use the
not-for-profit development services of its affiliate to undertake City sponsored
development projects. Public Facility projects undertaken by HEDC will require the
active participation of the City, and will only be undertaken if HEDC's Board of Directors j
determines that the development of the project is financially feasible,"Lessens the Burden"
of City Government,and meets HEDC's"Charitable Public Purpose."

HEDC's activities will be undertaken as a separate program activity with fees for services
rendered determined on a case-by-case basis. Development fees to the greatest extent
possible will be included in the project's capital budget,and financed as part of the project. f

SECTION 6: TERMS AND CONDITIONS
This Agreement, its terms and conditions and any claims arising therefrom shall be
governed by the laws of the State of New York, and NDC shall comply with all
applicable law,ordinances, licensing requirements and codes of the City and shall commit I
no trespass on any private property in performing services under this Agreement.
In the event of claim,dispute, or legal action,NDC shall continue to perform services
under this Agreement in a timely manner,unless directed by the City.
The City and NDC each binds itself,its partners, successors,assigns and legal
Representatives to the other party to this Agreement and to the partners,successors,
assigns and legal representatives of such other party with respect to all covenants of this
Agreement.
This Agreement incorporates all the understanding of the parties hereto and supersedes
any and all agreements reached by the parties prior to the execution of this Agreement,
whether oral or written.
If any provision of this Agreement is held invalid,the balance of the provisions of this
Agreement shall not be affected thereby if the balance of the provisions of Agreement
would then continue to conform to the requirements applicable to the Agreement.
Any waiver of the terms and conditions of this Agreement by either of the parties hereto
shall not be construed to be waiver of any other terms or condition of this Agreement.
The City may, from time to time,request changes in the scope of services of
NDC to be performed hereunder. Such changes,including any increase or decrease in the
amount of NDC's compensation,which are mutually agreed upon by and between the City
and NDC,shall be incorporated in written amendments executed by both parties to this
Agreement.

609. Except as otherwise specifically provided in this Agreement,whenever under this
Agreement approvals,authorizations, determinations,satisfactions or waivers shall be
effective and valid only when given in writing signed by a duly authorized officer of the
City or NDC,and delivered in hand or sent by mail,postage prepaid,to the
principal office of the party to whom it is directed,which until changed by written notice
from one party to the other, are as follows:

610. NDC agrees to permit at all reasonable times and places an audit of its books and records
as these may pertain to this agreement by duly authorized representatives of the City.
611. It is agreed that the City has no financial interest in the business of NDC,and the City
shall not be liable for any debts or obligations incurred by NDC,nor shall the City be
deemed or construed to be a partner,joint venturer or otherwise interested in the assets of
NDC,or sums earned or derived by NDC,nor shall NDC at any time or times use the
name or credit of the City in purchasing or attempting to purchase any car,equipment,
supplies or other thing or things whatsoever.
612. NDC,in performance of its operations and obligations hereunder,shall not be deemed to
be the agent of the City,but shall be deemed to be an independent contractor in every
respect and shall take all steps at its own expense,as the City may from time to time
request,to indicate that it is an independent contractor.

613. NDC agrees that it will comply with Title 6 of the Civil Rights Act of 1964 and shall
assure that no person will be excluded from participation in,be denied the benefits of, or
otherwise be subjected to discrimination on the grounds of race,sex,color,national origin f
or handicap. j

614. NDC certifies that any funds to be paid under this Agreement will not be paid,by
or on behalf of NDC,to any person for the purpose of influencing or attempting to
influence an officer or employee of any agency,a Member of Congress, an officer
or employee of Congress, or any employee of a member of Congress in connection with
the awarding of any Federal grant,the making of any Federal loan,the entering into of !

any cooperative agreement, and the extension, continuation,renewal,amendment,or I'
modification of any Federal contract, grant, loan,or cooperative agreement.
In addition,NDC shall after issuance of a final ruling by an agency, office and/or court of
competent jurisdiction,and rejections of any appeal therefrom,refund to the City any
payment or portions of payment which the City determines were improperly due NDC per
the terms of this Agreement.
615. NDC agrees to abide by the conflict of interest provisions set forth in 24 CFR§570.611.
Without limiting the generality of the foregoing,NDC agrees that, except as otherwise
specifically authorized by said regulation, it shall neither permit any of the funds provided
to it hereunder to be paid to any employee,agent, consultant,officer or official of either
NDC or the City,their families or their business associates,nor otherwise allow
such individuals to derive any interest or benefit from the program for which said funds
are to be used. The terms of this paragraph,including this sentence,shall be incorporated
in each document under or by which any funds provided hereunder are to be provided to
any other party(including subcontracts, sub-grants,and contracts under grants, loans and
cooperative agreements),providing,however,that such terms may be appropriately
modified to reflect the relationship of the parties.
615. In the event that the City provides NDC with a cash advance or makes an approved lump
sum payment for GAF lending,NDC shall deposit all project funds in a financial
institution with adequate FDIC or FSLIC coverage,and the balance exceeding the FDIC
coverage shall be collaterally secured. Such collateral security shall be satisfactory to the
City.As a protection against loss,NDC shall maintain a blanket fidelity bond at all times
during the terms of this Agreement.
617. The City agrees to indemnify,save and hold harmless the NDC from any and all liabilities
and claims caused by or resulting from activities in furtherance of the work described
herein. The City shall reimburse NDC for any judgements which may be obtained against
NDC resulting from the work hereunder or the use of any work product of NDC. NDC
agrees that such indemnity shall not apply to any actions, claims, or damages arising as a
result of NDC's gross negligence or intentional misconduct.
618. It is understood and agreed by NDC that the City reserves the right to monitor the
manner,means,and details of the delivery of services by NDC, as well as to evaluate the
goals to be accomplished.NDC shall comply fully with all recommendations and
requirements of the City resulting from such evaluations and audits which are deemed by
the City to be consistent with the provisions of services under this Contract.

be determined by the City.

619. NDC will conform strictly to all Federal, State, and Municipal laws, statutes,ordinances,
and the applicable rules and regulations and any and all amendments thereto; and,to the
methods and procedures of all governmental boards,bureaus,offices, commissions, and
other agencies. Without limiting the generality of the foregoing,NDC agrees to comply
with all requirements promulgated by HUD, including,but not limited to, CDBG j
Regulations and HUD assurances and to comply with the laws and regulations which are
incorporated herein by reference,to the extent they are applicable to the performance of
activities and reporting requirements under this Agreement.
SECTION 7: TERMINATION
701. It is understood and agreed that any party may cancel this agreement at any time,for any
reas aft orty-eight(48)hours written notice of such cancellation of this Agreement j
prior to ,'2003. The fees due and owing shall be paid pursuant to a work-
performed calculation,pro-rated to the date of cancellation. Any fees due NDC's sub-
contractor(s), shall be governed by applicable sections of the sub-contractual
Agreement(s).
IN WITNESS THEREOF,the parties have executed three(2)counterparts of this Agreement as

The Stewart Avenue Bridge over Fall Creek is located in the City of Ithaca,Tompkins County,
New York State.
This structure is a 180 foot, single span deck truss,and 32 foot width. The structure was
originally built in 1942. Anew concrete filled steel grid deck was installed in 1988. The 1 %:inch
open grid sidewalks were also filled with concrete in 1988.
Currently,this structure has a YELLOW STRUCTURAL FLAG,there is 80% loss in the
bearing stiffers, and there is erosion of the rock ledge. In addition there are secondary members
with as much as 50% to 60%section loss.The right sidewalk is closed because the end right is
13 meters buckled,and this condition is increasing at both sidewalks.

Capital Project
WHEREAS, a Project for the rehabilitation of the Stewart Avenue
Bridge Over Fall Creek, B. I .N. 2210620, P. I .N. 375399 for
$1, 300, 000 ("the Project" ) is eligible for funding under Title 23
U.S. Code as administered by the Federal Highway Administration
(" FHWA" ) , as amended, that calls for the apportionment of the
costs such program to be borne at the ratio of 80% Federal funds
and 20% non-federal funds, and
WHEREAS, the City of Ithaca desires to advance the Project by
making a commitment of 100% of the non-federal share of the costs
of Scoping, Design (Phases I-VI) , Construction, and Construction
Inspection, and
WHEREAS, the Board of Public Works approved the above-subject
project at its regular meeting on April 10, 2002, and
WHEREAS, the Board of Public Works recommends that Common Council

for the Project or portions thereof, and
WHEREAS, the Board of Public Works has estimated the Project
budget as follows:

and
WHEREAS, the Board of Public Works recommends, in the event the
full federal and non-federal share costs of the project exceeds
the amount appropriated above, Common Council of the City of
Ithaca shall convene as soon as possible to appropriate said
excess amount immediately upon the notification by the NYSDOT
thereof; now, therefore, be it
RESOLVED, That Common Council hereby establishes Capital Project
#460 in an amount not to exceed $1, 300, 000 for the Rehabilitation
of Stewart Avenue Bridge over Fall Creek, and be it further
RESOLVED, That the Mayor of the City of Ithaca, of the County of
Tompkins, be and is hereby authorized to sign all necessary
Agreements with NYSDOT to secure Federal Aid and Marchiselli Aid
on behalf of the City of Ithaca and the Superintendent of Public
Works be authorized to sign all necessary construction documents,
contracts, certifications and reimbursement requests, and be it
further
RESOLVED, That Common Council hereby authorizes the Superintendent
of Public Works to administer said project, and be it further
RESOLVED, That this project is being undertaken with the
understanding that the final cost to the City will be roughly 7 . 8%
of the final approved project cost, currently estimated at
$101, 000 of the $1, 300, 000 authorized for the project, in monies
and in-kind services as managed by the Superintendent and
monitored by the City Controller, and be it further
RESOLVED, That funds needed for said project shall be derived by
the issuance of Serial Bonds with later payment of 92 .2% by
Federal and State funds.

At your request, below is an excerpt from the facility study that Thomas Associates is in the
process of finalizing.
"The Bathhouse roof was noted to be in poor condition and has exceeded the
range of expected useful life for a system of this type. Failure was reported at
several locations and should be addressed immediately in order to prevent further
damage from occurring. We recommend the roof system be replaced to improve
the performance of the roof system as a whole."
Please note that roof deck replacement and repair is required due to the active leaks,
especially around former skylight locations. The City should estimate the cost of the roof
replacement to be $68,400 and the cost of the deck replacement to be $4,500.

DPW - Cass Park Pool and Rink Operations Building Roof Repair
(Possible Resolution)
WHEREAS, the Ithaca Youth Bureau staff requested that the City' s
Building Department assist them with an inspection of the
operations building roof after several years attempt to correct
leaks, and
WHEREAS, the Building Department expressed concern for the
structural condition of the roof deck following their review which
could result in closing the building and requesting the Department
of Public Works undertake a more detailed inspection, and
WHEREAS, the department' s inspection reveals areas of marked
deterioration of the roof deck and extensive areas of saturated
insulation which will lead to rapid deterioration of other
sections of the roof deck and structural framing; now, therefore,
be it
RESOLVED, That the Board of Public Works declares the needed
repairs an emergency and directs staff to work with the
Controller' s Office to take the necessary steps to complete deck
repairs and roof replacement to preserve the building' s integrity,
the Youth Bureau' s program and meet any legal requirements
appropriate to the situation.
Approval of 2003 Guidelines for Community Service Funding
WHEREAS, the City of Ithaca has in the past appropriated funds to
agencies for cultural enrichment, economic promotion, and other
purposes aside from human services, and
WHEREAS, the Common Council intends that all such requests be
subject to a standardized review process; now, therefore, be it
RESOLVED, That the Budget and Administration Committee of Common
Council be authorized to review all fiscal year 2003 requests for
non-mandated city funding from private, non-profit agencies who
have been granted IRS 501 status, or whose application for such
status is pending, and that are not subject to Human Services
Coalition review, and be it further
RESOLVED, That the following requirements and criteria shall be
applied to all such requests :
Requirements
All applications for 2003 funding must be submitted in writing to
the City Controller by June 14, 2002 .
Each application must include a statement that explains how the
activity proposed for City funding will benefit the social,
cultural, economic, and/or environmental well being of city
residents, in terms as specific as possible. Information
presented should include the groups or individuals to be served,
the number of people to benefit from the activity, and the
duration of the benefit (long term or short term) .
A) Each application must include budgets for 2002 and 2003,
financial reports from 2000 and 2001, and an enumeration of other
funding sources .
B) The application should also include a count of individuals
served, by municipality, for prior years, and a report on any
positive impacts and benefits of programs previously funded.
C) The application must include a description of methods for
measuring positive outcomes from funding requested for fiscal year
2003 .
Criteria and Evaluation Scoring
The Committee shall assign points for the degree to which the
proposed use of City funds meets each of the following criteria.
If the applicant does not supply sufficient information for the
Committee to make a judgment, the proposal shall receive zero
points in each such case.
These criteria and evaluation scores will be used by the Budget &
Administration Committee as guidelines in evaluating requests for
funding:
1 . The proposed activity will benefit the social, cultural,
economic and/or environmental well being of residents of the
City of Ithaca.
A) The proposal will service city residents in proportion
to City funding requested.
B) The sponsor of the proposed activity:
has received funding, or
is reasonably assured of receiving funding, or
has made a good faith effort to receive funding
from the County, appropriate towns, school
districts, or other funding sources in proportion
to non-city residents served.
2 . The proposed activity will serve an identified need in the
city and does not duplicate another service.
3 . The proposed activity is designed to effectively meet the
needs of those to be benefited; and the proposal includes
measurable objectives and outcomes .
4 . The applicant demonstrates sound management practices.
5 . The proposed activity will especially benefit a population in
financial need (i .e. , below federal poverty guidelines) or
the disabled.
6 . The proposed activity will produce a long-term benefit .
Now, therefore, be it
RESOLVED, That by August 1, 2002 the Budget & Administration
Committee shall forward its recommendations to the Mayor for
consideration in the 2003 budget .
