ITHACA COMMUNITY POLICE BOARD MEETING MINUTES
LOCATION: Third Floor, Common Council Chambers, City Hall, 108 East Green Street

PRESENT: Commissioners Kane and Rogers; Alderperson Kerslick; Staff: Herden
ABSENT /EXCUSED: Commissioners Bush and Hang

Chairperson Rogers called the meeting to order at 3:45 pm.
1. Approval of Minutes of Meeting of February 23, 2012
The minutes were approved with minor corrections.
2. Comments from the Public
none
3. Report from Common Council
Alderperson Graham Kerslick shared his assessment that the CPB Working Group has made constructive
progress. An important task before the Board is to get across the message that most complaints, with the
assistance of CPB Commissioners, are resolved amicably.
There was discussion about whether complaints with serious allegations should be forwarded to the
Mayor. This issue will be looked at more closely as part of the CPB policy and procedure review.
The topic of records access by both the public and CPB was addressed. Commissioner Rogers
emphasized that "we need credibility with reference to document access." Commissioner Kane expressed
hope that, while legal issues currently lead the Working Group's discussions, a way to have productive
investigations involving timely access to relevant documents while addressing confidentiality concerns
would be found.

5. Report from Staff
Police officer ride - alongs and an IPD tour were discussed as components of an orientation process for
new CPB commissioners.
6. Old Business
Using a more standardized form and language for complaint investigation reports was discussed. From a
legal perspective, is there any language that should be included?
7. New Business
none
8. Adjournment to Executive Session @ 4:20 pm
Motion by Commissioner Kane and seconded by Commissioner Rogers to move to executive session to
discuss open complaints then return to public session and adjourn.
One open complaint was discussed:
1. Complaint was voted "unfounded ". ( #1011)
No new complaints and eight new citizen letters of compliment referencing 19 officers were received
between the February and March board meetings.
