MINUTES: Ithaca Community Police Board

Chairperson Slattery called the meeting to order at 3:32 pm.
1. Approval of Minutes of Meeting of November 18, 2010
Commissioner Firenze moved to approve last month's minutes. Commissioner Laskowitz seconded. The
minutes were approved unanimously.
2. Comments from the Public
There were no comments from the Public.
3. Report from Common Council
There was no report from Common Council.
4. Report from Police Department
Chief Vallely reported on staffing changes within the Police Department, emphasizing that advancement is
both performance- and seniority- driven (while predominantly seniority- driven in the past). Sergeant Navarro
is heading an IPD accreditation process, expected to take two years. The resulting manual will cover all
aspects of IPD operations, from budgets to treatment of prisoners to SWAT procedures. The Chief noted that
creating this accreditation manual and having it in a digital format should "raise the bar" at IPD and make the
Department eligible for some additional types of funding. There are five approved openings within the
Department. Officer Huddle has stepped down as head of the PBA, with Officer John Joly's replacing him.
5. Report from Staff
Staff reminded commissioners that they are required to participate in an annual ride -along with the IPD. As
part of outreach efforts, CPB business cards will be ordered for commissioners, staff, and liaisons to hand
out. People who have recently requested complaint forms and been in contact with staff to ask various
questions were encouraged to file their official written complaints in a timely manner.
6. Old Business
a. To date, no new appointments to the Ithaca Community Police Board have been made. No notice of new
applicants has been received by the Chair. To the Board's knowledge, Mayor Peterson is still considering
one of the applications already received.
b. There are several prospects for Youth Commissioner applicants.
7. New Business
No new business was presented at this time.
8. Adjournment to Executive Session
As there were no open complaints to discuss, there was no adjournment to executive session.
9. Meeting Adjourned at 4:15 pm.
No new complaints and four new citizen letters of compliment were received between the November and
December board meetings.
