ITHACA COMMUNITY POLICE BOARD MEETING DRAFT
MINUTES: Ithaca Community Police Board <
PLACE: Third flood Common Council Chambers, City hall, 108 East Green Street,
TIME/DATE: December 17, 2009 @ 3:30 pm
Present: Commissioners : D. Slattery, Jonathan Laskowitz, Chuck Firenze,. CC Liaison JR
Claiborne. Staff, N. Falconer. Police Chief Vallely. Excused: Bird McGruder, Gino Bush. Kevin
Smith attended as guest.
1. The meeting was called to order at 3:30 pm.
2. Minutes of November 19, 2009 corrections: The name of the attending guest is corrected to
Kevin Smith. Commissioners McGruder and Bush were absent due to illness. Corrected minutes
approved unanimously, motion made by C. Firenze, Seconded, B. McGruder.
3. Chair introduced Kevin Smith, visitor, who is requesting to join the Board and was asked to
attend by the mayor.
4. Councilperson Claiborne reported about the smoking ban on the Commons which is still in
committee.
5. Chief reported hiring new staff officers..
6. OLD BUSINESS:
a) Staff reported that the ad for her replacement has been placed . There are 80 plus spots that
the ad goes to. Requests for resumes were made, and submissions requested by mid December.
b) Discussion of interviewing procedures for new staff.
c.) Marcia Fort at GIAC requested to be part of the interviewing process, and will be notified
of the times.
7. NEW BUSINESS:
a.) Mr. Smith was excused from the following executive session and left the meeting.
8. Motion by J. Laskowitz to adjourn to Executive Session to discuss the results of current
investigations and vote on those results as to whether founded or unfounded; then to report results
to the public session and adjourn.
Three investigations were discussed :
1. This is still being held until the results of complainant's court hearing is resolved.
2. (Firenze) This has been closed and voted on as unfounded. Complainant has been calling
staff again for help. Clarified that this is a landlord who does not have good command of the
English language, and does not understand the regulations regarding renting. Suggestion was
made to refer her to Larry Beck at the Landlord Association for help.
3. One new case was received just before the meeting, with no time to open a file. It was left
with D. Slattery /Jonathan L. to copy and assign, as staff will be away for the next several weeks,.
