ITHACA COMMUNITY POLICE BOARD MEETING DRAFT
MINUTES: Ithaca Community Police Board
PLACE: Third floor Common Council Chambers, City hall, 108 East Green Street,
TIME/DATE: November 19th, 2009 @ 3:30 pm
Present: Commissioners : D. Slattery, Jonathan Laskowitz, Chuck Firenze, Bird McGruder,
Gino Bush. CC Liaison JR Claiborne. Staff, N. Falconer. Police Chief Vallely. Guest: Kevin
Eastman.
1. The meeting was called to order at 3:30 pm.
2. Minutes of October 22, 2009 approved unanimously, motion made by C. Firenze, B. McGruder.
3. Chair introduced Kevin Eastman, visitor, who is interested in joining Board.
4. Mr. Claiborne reported that he was unable to get the budget restored to 10,000. (the CPB budget was
reduced from the $10.000 requested to $9000.)
5. Chief reported several promotions in his department; also reported that several officers had been
disciplined for verbal abuse of citizens.
6. OLD BUSINESS:
a) Staff reported that the ad for replacement is about to be placed . There are 80 plus spots that the ad
goes to.
b) Discussion of hiring procedures for new staff.
c.) Marcia Fort at GIAC wants to be part of the interviewing process, and will be.
7. NEW BUSINESS:
a.) Staff reported that the Ithaca Journal made approximately 35 FOIL requests for complaints and these
were given to the City Law office. Subsequently, the City legal department declined to turn them over as they
contained private employment issues pertaining to Officers.
Mr. Eastman was excused from the following and left the meeting.
8. Motion by J. Laskowitz to adjourn to Executive Session to discuss the results of current investigations and
vote on those results as to whether founded or unfounded; then to report results to the public session and
adjourn.
Three investigations were part of the discussion.
1. This is still being held until the results of complainant's court hearing is resolved.
2. (Firenze) The officer involved refused to meet with the complainant and Commissioner. Complainant
then met with the Chief before closing. Voted unanimously on recommendation complaint was unfounded.
3. (McGruder) Complain investigation has been closed.
