HomeMy WebLinkAboutMN-CPB-2009-07-23ITHACA COMMUNITY POLICE BOARD MEETING DRAFT AUG 18 a" MINUTES: Ithaca Community Police Board PLACE: Third floor Common Council Chambers, City hall, 108 East Green Street, TIME/DATE: July 23, 2009 @ 3:30 pm Present: Commissioners Slattery, Chuck Firenze, Bird McGrader, Jonathan Laskowitz. Police Chief Ed Vallely, Staff, N. Falconer. Guests present: Officer Jamie Williamson and Officer Aaron Young; Albert Lurchuk, Nikki Sayward. The meeting was called to order at 3:30 pm. 1. Approval of minutes of June 25`h, 2009 Correction to minutes. The request to place the question of seat belt s in Police car back seats was not made by J.R. Claiborne. Jon Laskowitz moved that the minutes be accepted as corrected. Vote to approve was unanimous. 2. Comments from the Public Albert Lurchuck spoke about his guide dog and the difficulties sometimes encountered on the Commons when his dog is not wearing his guide dog identification. He stated that he will hereafter have his dog wear the jacket when walking downtown and thanked the officers for their understanding. 3. Report from the Police Department a)The guest officers were present as a result of asking Officer Huddle to attend this meeting to discuss union participation in our investigations of complaints. Since he could not attend, he designated the two officers to come. The CPB discussed how and why we need their participation to come to a fair conclusion about any complaint. b) Discussion followed about taming the Ithaca traffic with new signs, the fact that the department is full staff, and the recent foiling of a suicide attempt on Stewart Ave bridge. 4.Report from Common Council Not much that is new. The smoking ban area downtown was discussed. 5.Old Business Seat Belt use in back seats of police cars was discussed. The Chief said policy is they are used except when a n aggressive person makes it impossible. Or dangerous to try. 6. New Business Discussion of complaint forms was discussed. 7.Motion to adiourn to Executive Session by Chuck Firenze to discuss investigations of complaints, vote on reports and recommendations and return to public session and adjourn. 8. Report on progress of complaint investigations. Two complaints were voted upon. 1. Will be held until the complainant's court action against the police is completed. Unanimous vote for this motion. 2. This person has not responded to the investigator's call to meet. Staff was asked to send a letter pointing out that it will be closed if he does not answer the investigator's call. Meeting adjourned
