March 26,2009; 3:30 PM, Common Council Chambers,
City Hall 108 E. Green Street, Ithaca, N.Y.
Present: Commissioners Danny Slattery, Jonathan Laskowitz, Bird MacGruder, Bob Wigdeu,
Police Chief Ed Vallely, Staff Nancy Falconer. Common Council liaison J. Claiborne and City of
Ithaca's legal representative, Donna Green.
LApproval of minutes of February 26, 2009: unanimous
2.No public was present to speak.
3.Common Council Member: Reported on the establishment of the Youth Council
4. Police Report:
Chief Vallely reported on issues of the IPD; filling new openings etc
5. Old Business
CPB will probably move in August of 09, hopefully to the now vacated Family and Children's
space on lower State Street.
6. New Business
_ Youth Member, Jewle Fisher submitted her resignation from the Board, citing an extremely busy
final semester as a senior, as the reason.
y. Motion to adjourn to Executive Session to discuss progress and findings on complaints;
Return to public meeting and adjourn. Moved by Jon Laskowitz, second by B. McGruder.
Three investigations were discussed, as well as two requests for appeal of denial for taxi licenses:
( a) One case will be carried over to allow additional time before closing. Letter will be sent stating
that after several attempts to set a meeting with no commitment by the complainant, the
investigation, if we do not bear back, will be closed in 2 weeks. (Wig den)
a) This complaint was reported and unanimously voted unfounded and closed. (Slattery)
b) (Laskowitz) Commissioner saw the complainant, and arranged to have her speak to the Chief.
She agreed to this and does not wish to carry forward her complaint beyond this.
c) A new complainant asked for help in reversing the denial of his attempt to have a taxi license.
This will be set up as an appeal hearing on the 16* of April at 2:30, and the regular board
Meeting will be changed to the le also, after both appeals are heard.
d) A second appeal for a hearing of a taxi license denial was arranged for 3:30 pm
On the 16`x.
Meeting adjourned.
N.B. The above meetings were all changed to the 23rd of April at the times specified after receiving
a request from the lawyer involved with the second case to change it to the 23r4 April.
