HomeMy WebLinkAboutMN-CPB-2015-12-16CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. December 16, 2015 Present: Co-Chairs: Kane, Rogers Commissioners (5) LaPadula, Wright, Onyejuruwa, Beem-Miller, LaFave OTHERS PRESENT: Common Council Liaison Kerslick Acting Deputy Police Chief Monticello Information Management Specialist Day IPD Union Representative Joly EXCUSED: Commisioner DaGrossa, Youth Commissioner Hause CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE November 18, 2015 MEETING: By Commissioner Rogers: Seconded by Commissioner LaPadula RESOLVED, That the minutes of the November 18, 2015 Community Police Board meeting be approved as published. Carried Unanimously REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that there will be one vacancy on the Community Police Board as of January 1, 2016 and currently there are no applications on file. He will inform his colleagues and the Mayor so they can reach out to the community for future members. Commission Onyejuruwa would like the Mayor to attend one of the Community Police Board Meetings. Common Council Liaison Kerslick will invite the Mayor to the January meeting. REPORT FROM THE POLICE DEPARTMENT: Acting Police Chief Monticello reported that 20 new policies of accreditation will be distributed to member of the police department in December. He explained that a few issues have come up regarding the policy on body cameras related to their use in City Court and the hospital. The 6th Judicial Court made the determination that cameras are to be turned off when in court, the same situation will apply at the hospital. He reported that the Ithaca Police Department is the first department in New York to roll out the use of body cameras. As things develop, the current policy may need to be updated. The videos may assist review of incidents and complaints by the department in the future. They recently interviewed one possible lateral candidate for one of the four remaining position that are vacant. In 2016, Officer Fred Myers and Sgt. Deb Russell are retiring so that will create two more vacancies, which will need to be filled. Interviews for the vacant Sergeant position have taken place; the announcement of that promotion will be made later in the year. Commissioner Rogers reminded everyone including the new member to contact the Chiefs Office to schedule their ‘Ride Alongs.” The “Ride Alongs” take a couple hours, and are really beneficial for observing the day to day interactions of the police officers with community members. REPORT FROM STAFF: Information Management Specialist Day reported that the complaint decision letter will be updated, at the request of the CPB, to show that copies will be sent to the Mayor and Police Chief. Discussion: Input for CPB Annual Report for 2015: Commissioner Rogers explained the 2015 annual report will include complaints, compliments, Commissioners who served on the Board that are no longer serving, along with the new Commissioners that have been appointed this year. If anyone has additional information they would like included in the report, please let him know. He will be finalizing the report by the end of the year. The draft will be provided to the Board at the January meeting for review and approval. Today is Commission LaPadula’s last meeting. Board members expressed the pleasure of serving with him on the Board, and wished him well in the future. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Wright RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into regular session with no formal action taken. Brief discussion followed on the floor regarding the ability of the Board to obtain copies of the police report when investigating a complaint. This should be a topic for future discussion by the Board and with the Police Chief. ADJOURNMENT: On a motion the meeting adjourned at 4:45 p.m. Respectfully submitted: Cindie L.
