Most property owners in the city have long ago incurred this cost, as well as the cost of maintaining those sidewalks. Property owners who imposition on them. The hearing is their opportunity to ask questions and express their concerns. it is the Board's opportunity 'to consider if the public good of 'Improved pedestrian mobility and safety is worth the private cost. I have cometo think of sidewalk assessments much the way I think about school taxes; there is a direct private cost for a much larger public benefit. Both have some direct private or personal benefit, but the larger good is the improvement in and maintenance of the whole public system. Enclosed in this agenda is a sample resolution from 2007 for the Elmira Road Sidewalk Installation for your consideration. Also enclosed is the letter mailed to residences that may bit impacted by the installation of new sidewalk and maps showing the location of sidewalk sections needing to be installed. the Tea Pavilion in Stewart Park. We thought the lumber suppliers would routinely do takeoffs (estimate quantities) and provide us quotes on the materials. The quotes we got were so different that we had to do our own takeoff and then compare it with those supplied. Baker - Miller Lumber did the best job and provided the best price. 8.11B Recommendation for Bud- get Adjustment for the Salt Storage Building Project — Capital Project - Resolution We have received bids for this project. While the bid prices are right up to date, the project was approved and budgeted five years ago. The budget is being reviewed and a new one proposed, based on the bids we received. We expect to ask you to pass a resolution awarding the low bid, with the award contingent on Common Council agreeing to approve the modified budget. Usually we would have an approved budget before award, but now and again, we ask for contingent approval as we seek to modify the budget to match our bids. 9.1 Request to Relocate "The Hot Truck" from Stewart Avenue to 410 Colle- e Avenue This is consideration of Albert Smith's request to relocate his "grandfathered" Hot Truck. Please see our prior notes and materials in recent agendas. I believe that you should consider this as a new request to operate a mobile vending truck, and as a new program which requires new rules and a different approach. I could not recommend that the existing operation be relocated into Collegetown. 9.2 Request to Relocate from Occul2y Ithaca I have attached the request from Occupy Ithaca (Nick Sledziona) for use of city land located on Elmira Road. It is the old waste water pumping station next to Friendly's Restaurant, across from the Wal-mart driveway entrance. I am not sure what is appropriate here. I don't believe that the Building Department will approve a sleep in without proper sleeping quarters and sanitary facilities. I will approach the Building Department for advice on code issues. With respect to entering into a lease for use of the land, if all other issues were resolved, 1 expect we could agree to short term leases. The land is on a list of property being considered for sale and we should not encumber it with a long term lease. Before the Board can require this, the Board must hold a public hearing. According to the latest census bureau numbers, nearly 1 of every 2 Americans is now considered to be under the poverty line. The "Living Wage Social" will give us an opportunity to connect with the local workforce that is currently struggling to make ends meet and work together to find solutions to the epidemic of rising poverty. This event begins on April 15t and will run till the end of the month on April 30th. We will require the use and presence of three tents. One large information tent that is approximately 10' x 10' and two smaller tents that will be used by security personnel and provide overnight shelter. In addition, we would like to display signage nearby the road that is visible to passing motorists. Amplified sound and electricity provided by a gas -powered generator will be in use during the event in order to allow for movie showings to help educate the public on the issue of rising poverty. Movie showings will be limited to once a week dependent on good weather and will not run past 10pm. We will also be diligent in making sure that we stay within the 49 person limit for occupation of the requested space. An overnight presence of, at most, two people is requested to provide security. My recommendation is to move forward with the project as planned and to monitor the situation as it unfolds. The project includes a detour plan designed by Delta Engineers using Green, Seneca, Aurora, Cayuga and Albany Streets. As we know from past experience, the detour plan is good for people not familiar with the area and for through traffic. For people who are from the area, we know that some will follow the detour, but others will find their own route. In order to try to estimate this impact, I asked the Ithaca Tompkins County Transportation Council to provide a run of their TransCAD model with the work zone "link" removed from the street network. The exercise proved somewhat useful; however, there were some anomalies that lessened its value. For example, the model only addresses the PM peak hour, and it did not show traffic volumes for certain side streets. Due to the fact that it will be difficult to get down the hill to the entrance to East Spencer street, it is expected that inbound traffic will mostly use South Aurora Street to Seneca Street,, or avoid the area altogether (by using Stone Quarry Road, for example), but some traffic will sneak its way to South Hill Terrace. The modeling shows a doubling of traffic on South Hill Terrace, but it is still within the range of a residential street in the City. I understand that this may prove to be a quality of life issue, so we are planning a traffic count (volume, speeLd and vehicle mix) before the project starts to have a baselfine inhand. Also, we will begin the process of purchasing a temporary speed table or two that could be used should concerns develop. For outbound traffic, due to the one-way streets of South Hill Terrace and East Spencer Street there is no viable way to cut through the neighborhood. This traffic will have to follow the detour or find alternate routes. Two other efforts that will take in order to mitigate possible traffic impacts of the work zone include coordination with other construction projects and adjustment of traffic signal timings. We've already begun the former. We have some ability to adjust some traffic signal timings to accommodate increased traffic volumes on the detour and we will work with NYSDOT for the signals they own.
