The Board of Public Works meets on the second, third and fourth Wednesdays of the months at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Notes for BPW Agenda, July 13, 2011 8.2A Award of Bid for a New Compact Excavator — Resolution The bids for the compact excavator are common for this tight economy. Two of the bids came in low and were for equipment that obviously did not meet our specification. This may be an approach used to offer equipment owners a second chance to consider their bid documents and consider smaller equipment. As a public entity, we don't get the chance to negotiate with suppliers; we award a bid based on the documents offered publicly or we throw out all bids and start over. A third bid claimed to meet specifications but did not submit the information required to prove it, and our review of manufacture's information leads us to believe that it does not meet specifications. The fourth (and highest dollar bid, but below the budget established for the type of equipment we were bidding) met the bid specifications, with the exception of five inches of digging reach. We consider that insignificant after considering the full range of specifications developed to allow several manufactures to bid on this one piece of equipment. 8AA Consent to Lead Agency for Means Restriction on City -Owned Bridges - Resolution The Planning Board has requested that Board of Public Works agree to let them undertake the environmental review for all the bridges that means restrictions has been proposed for. They will have to do it for four of the seven and believe that it will save time, effort, and meetings if they do them all at one time. 9.1 BPAC's Concerns for Pavement Markings The city's Bicycle and Pedestrian Committee (BPAC) has sent a note expressing concerns for the condition of pavement markings on city streets. Those concerns and my notes are contained in the agenda for June 22, 2011. 9.2 Request to Hang Banners with Original Art Work on City Light Posts The request for installation and the recommendation of the original artwork the Public Art Commission seems fairly clear. The only technical issue for staff is the issue of the load a "flag" places on the poles and the need to verify that the pole has adequate strength to fly the banners being proposed. Page 2 9.3 Request to a Mobile Pagoda /Pavilion in Thompson Park The Vogels have communicated with the Fall Creek community about their proposal to install a small gazebo in Thompson Park. Attached is their note, an aerial photo of the park for your reference, and some of the correspondence that has been generated. I would like to pass on the BPW's decision. 9.4 Request for Permission to Perform in the Mulholland Wildflower Preserve A request for permission to conduct some performance art in the Mulholland Wild Flower Preserve has been received and is here for your consideration. We have had very few of these programs, and they are usually a one -time undertaking. This appears to have the potential to become an expanding program of events. VVULl Pvvi.J. c,va�, P.E. supeKw�tevOev�'t Of Public v'/DY%5 j u lug R, --2011 Page 3 8.2A Award of Bid for a New Compact Excavator — Resolution WHEREAS, bids were received on June 21, 2011, from four vendors: Tracey Road Equipment, Monroe Tractor, Five Star Equipment, and Milton Cat for one new compact excavator, and WHEREAS, staff has determined that none of the vendor bids meet all specifications, and WHEREAS, staff has determined that Monroe Tractor and Milton Cat both meet all but one of the specifications, and WHEREAS, Monroe Tractor failed to submit supporting documentation that the unit they bid does meet all the specifications detailed, and WHEREAS, Monroe Tractor's bid has been excluded based on the fact that they failed to comply with Item 6, Instructions to Bidders, and they did not clearly show that the item offered meets all detailed specifications, and WHEREAS, staff and equipment operators were consulted regarding the bid by Milton Cat and find it to be an acceptable bid, now therefore be it RESOLVED, That the Board of Public Works hereby accepts the staff recommendation and awards the bid to Milton Cat for $74,177 for one (1) 305D CR Compact Excavator, and be it further RESOLVED, That the Board authorizes the Assistant Superintendent of Public Works, Streets & Facilities Division to enter into a contract with Milton Cat for the purchase of the Compact Excavator. Page 4 Memorandum To: Board of Public Works CC: Eric Whitney, Assistant Superintendent of Public Works From: Brian Carman, Motor Equipment Maintenance Supervisor Date: June 27, 2011 Re: Compact Excavator Bid Award On June 21, 2011, bids were opened for the purchase of a new compact excavator for use by the Department of Public Works, Water & Sewer Division. Four vendors submitted bids for consideration Tracey Road Equipment, Monroe Tractor, Five Star Equipment and Milton Cat. None of the vendors meet all specifications listed for this unit. Two vendors, Tracey and Five Star, have listed multiple deviations from the specifications for the units they had submitted for consideration. The other two vendors, Monroe and Milton Cat, each had one deviation from specifications according to the data submitted by the vendors. The unit bid by Milton Cat does not meet the maximum boom digging reach at ground level of 19 feet, 6 inches. It instead has a reach of 19 feet, 1 inch. The unit bid by Monroe does not meet the bucket rotation specification of at least 200 degrees. Its rotation is 178 degrees. While comparing each vendor's specifications against the data available to me and the information supplied by the vendors, I noticed multiple inconsistencies in the unit bid by Monroe. Monroe had stated that the unit bid a Case CX50B would meet the lift capacity of 5300 lbs front and 2900 lbs side, at a 9 foot 8 inch radius. The data available from the manufacturer states a front lift capacity of 4900 lbs and sides lift capacity of 1890 lbs at a 10 foot radius. Though the radius is 4 inches greater than those specified in the bid documents, the data suggests that it would not meet the lift capacities. It was also stated that the front blade would meet specifications. Again, the data supplied by the manufacturer gives no specifications as to the dig depth or float option of the front blade. Additionally, no documentation was supplied as to what model of hydraulic hammer was being bid nor was warranty information included. I had attempted to gather the incomplete information by contacting Monroe tractor on June 22nd. Sales staff had indicated to me that they do meet those specifications in question and would send me the proper documentation. They had also stated that the manufacturer of the hydraulic hammer being bid was an NPK, model # GH2. That particular hammer does not meet the 700 ft. lb. capacity listed in the bid specification but instead is rated at a lower 500 ft. lb. capacity. To date I have not received any documentation from Monroe Tractor supporting the fact that the unit they bid does meet all the specifications detailed. I would, therefore, exclude their bid based on the fact that they failed to comply with Item 6, Instructions to Bidders; in that they did not clearly show that the item offered meets all detailed specifications. Discussing the above information with staff and consulting the equipment operators that will be using this unit on job sites it has been determined that the unit being bid by Milton Cat would be acceptable. Falling five inches short on the maximum reach specification would not limit work site performance or production. It is my recommendation that we accept the bid from Milton Cat of $74,177 for one 305D CR Compact Excavator. Date: 711120112:35 PM Subject: Banners on Light Poles Bill, At the Public Art Commission meeting last night, three banner proposals were reviewed and discussed. Unanimous approval (of the 4 voting members present) was given for banners that have original art work on them from local artist Nancy Ridenour. The images are of plants typical of the Six Mile Creek ecosystem. They are quite striking. The art work and banners were funded through a grant, which also included the hardware to hang the banners on the light poles. The proposed location is on the poles along the Creek Walk behind the library. Can you tell me if permission is required from the BPW for this installation? The banners are 24" wide by 48" long. I seem to recall the light poles are 20 feet high so this should work with enough clearance underneath to not be a hazard. Unanimous approval (of the 4 voting members present) was given for the 32 new Downtown Ithaca Alliance banners. These will replace the existing banners currently hung on light poles located on the secondary Commons. Interestingly enough, Kris Lewis and Gary Ferguson were in attendance and reported on the number of light poles that had fallen down (from deterioration) since they began the banner program several years ago. Both projects have requested assistance from city crews to help with installation (Ronnie and Charlie I believe). Please advise. V O J V O ME m , f d C cn N O C O _0 4-J 4-J C O fo C la � L O -p N �� O N N O Ln cn L pC (n N Ln c v 0U O 4 U c C m O a N N E mZ -� Q 0�U SS To the Fall Creek Community: We thank those of you who have expressed concerns about the proposed structure at the Thompson Park on Cayuga St. I coordinate, at the Grassroots Festival, the set -up of the in -field stage & the construction of a variety of building structures that have been placed in the Trumansburg community — specifically a small "mini- village" (3 structures over 3 years, including a stone wall) across from the Gimme Coffee store on Main St. and, most recently, a similar gazebo structure at the Trumansburg Farmers Market (see attached — included is a picture of a 12X12 gazebo, & several mini village bldgs & the gazebo placed near the bell in the park). These portable buildings have been constructed during the volunteer set -up time at the Grassroots Festival. The original building at the "mini- village ", a school house was built in honor of a young Trumansburg woman who died several years ago — Joleene Uticone. Marilyn & I have proposed placing a small building (10' X 10' structure), near the bell, along the sidewalk, to not encumber any of the useable field area in the park. The structure would serve as a place for people to sit out of the weather, out of the sun and visit, a destination for families. The structure would be be made of larch, an excellent rot - resistant species, unfinished, on skids & moveable if the community chose to do so. Marilyn & I and our families would take responsibility for maintenance, hopefully minimal as long as we were able. There would be no cost to the Ithaca community, just some cooperation from the Dept. of Public Works in helping with some mechanical equipment to place it. We actually have a personal motive. Our son Kurt, a Fall Creek resident, recently passed away. He loved to play, throw the frisbee, juggle & loved children & we thought this would be a way to remember him, and help the Ithaca community. Actually, we would be interested at Grassroots to continue in future years, to building more structures to be placed around the city as a Grassroots effort. We are both landscape architects so I'd like to think that our scouting was pretty thorough and we considered a number of issues such as street noise, adjacency to neighbors (Marshall St), existing vegetation, topography /drainage, existing features such as the bell and planet walk, simulatenous uses, connection to the creek, space for small audience, accessibility, etc.. There are several possible locations and each one has pros and cons. Some of the locations may seem fantastic but may have just one serious drawback that takes it out of the running in my opinion. For instance, the donor originally wanted to locate the structure near the bell but this location is already overcrowded with the planet walk and the structure would feel too exposed to Cayuga Street (street noise) and not feel like an integrated part of the park. Another location we considered was on the north side closer to Marshall street in the location of the existing bench. This could be a nice spot that is out of the way of the main open space and offers lots of space for an audience (porch fest). However, it does not allow an accessible connection to an existing walkway and may pose problems for neighbors if a small rowdy group was using the gazebo late at night. After a short while it was apparent that one location seemed to really have more positives than any of the other locations and no major drawbacks. This location is on the west side of the diagonal walkway (between the walk and the creek) and slightly closer to the south than the north end, near the light pole that has the "Tree City" sign on it. There are two existing maple trees near the walk that would flank the structure. This location is very level and the grade is high compared to the surounding area so no grading /drainage would be needed. Because it would be adjacent to the walkway it could be made accessible for all. Dan and I also discussed the possibility of thinning out some of the understory along the creek to open views of the water in this location. We even discussed creating an overlook on the water's edge that could be related back to the gazebo (probably beyond the scope of this initial project but something we considered in siting the structure). Anyway, Dan is working on obtaining a base map for the park and will sketch out this initial idea. I have offered to build a 3D model of the gazebo and prepare some photos imulations of this and other possible locations. The gazebo design is already determined by the donor and it is a really lovely timber frame structure with a standing seam metal roof. There is an identical one that he built for the T -Burg farmer's market. In my humble professional opinion it would be an excellent addition to the park. I was worried that it would be one of those kitchy Home Depot kits but this is a rugged custom timber frame structure. I am actually away on vacation and won't have a chance to do anything until I get back. If anyone would like to offer other possible locations I would be happy to sketch /model and help analyze. Once we have some ideas on paper we should probably meet as a group to review and discuss in more detail. My understaning is that this structure is being built by BOCES students during Grassroots. So we need to move things along pretty quickly to decide where it goes initially. It can be easily relocated but if we do our homework we might get it right the first time. Thoughts? The way that the city is structured is such that the BPW has jurisdiction over a number of matters that would intuitively seem to be more the purview of common council. This family friendly program is intended to promote appreciation of our water source and it's environs through a multidisciplinary approach combining performing arts and ecology. Source will encompass short audience participation activities followed by a site - specific professional modern dance performance. The goal is to foster a visceral sense of connection between our "bodies of water" and our water source. I hope to celebrate and build community around this beautiful shared resource and create new perspective on the physical features and ecology of the creek and preserve. The participatory segments will heighten sensorial awareness of the landscape and deepen the audience's experience of the performance. Some examples of possible participatory activities: - Silently walking to the performance site listening to the sounds of the creek and landscape. - Listening to the rhythms of the creek and finding a cadence /pace to walk that grows out of the sound. -An all -ages movement activity to learn how water molecules organize themselves as they change states. - Movement and sensory activity drawing attention to the inner spaces and fluid qualities of the body and their interplay with features of the landscape. For example, the moist air of the lungs and clouds. The performance will play off the topography of the creek area, water flow and the movement qualities of aquatic animals indigeneous to the creek. I have spent many hours observing and dancing at this site at Six Mile Creek in all seasons over the past 2 years as background research for this project. I would like to present a total of three, hour length afternoon and evening programs on August 12 and 13, 2011. These would be free and open to the public but limited to 25 -30 participants per program. We would begin in the grassy area next to the Mulholland Preserve parking lot with audience participation activities and walk on the trails approximately a quarter mile to a gravel area adjacent to the creek for the performance.
