MINUTES: Ithaca Community Police Board
PLACE: Third floor Common Council Chambers, City hall, 108 East Green Street,
TUi4E/DATE: February 28, 2008 @ 3:30 pm
Present: Commissioners Wigden, Slattery, Laskowitz, Bird McGruder, Deputy Chief
Vallely, Staff, N. Falconer. Absent, Nancy Schuler, (CC liaison) and Kerry Flannigan.
Guests: Margo Hittleman, Wayne Gooden,
The meeting was called to order at 3:35pm.
Elections for 2008 Board: Moved by J. Laskowitz, second by Bird McGruder that D. Slattery
be reelected to Chair. Voted unanimously that he continue as Chair for 2008. Commissioner
Wigden offered to be Vice Chair and was voted to that position unanimously.
t. Approval of minutes of January 24'b, 2008
Motion made by B. Wigden, seconded by Jonathan. Laskowitz. Minutes were
approved unanimously.
2. Comments by the Public
Margo Hittleman introduced Wayne Gooden as a potential new Board member who
wished to observe the meeting.
3. Report from Common Council
Councilperson was absent from this meeting; no report.
4. Report From Police Department
Officer Kevin McKenna will receive a national award for his life saving rescue
at Ithaca Falls. Officer Navarro and several others have also been recognized for
extraordinary service. Letters commending them will be sent from CPB to these
officers.
S. Old Business
Members asked that more helium tanks and balloons be stocked.
Reminder that ride alongs need to be scheduled by members
Members reviewed the places where they will put another round of brochures and
complaint- compliment forms. They will be brought in by staff next month.
6. New Business
No new business was introduced.
7. Adjournment to Executive Session to hear reports of investigations and vote on
results. Moved by Laskowitz.
8. Return to Public Session: Report, and Adjournment
Three complaint investigations were discussed.
1. Commissioner Laskowitz's investigation resulted in a unanimous vote to be listed
as a withdrawal since the complainant has failed to answer several attempts to contact
her for the past few months.
2. Commissioner Flannery's complainant has a meeting scheduled with the Deputy
Chief tomorrow. This investigation will be carried over to next month-
3. Commissioner Laskowitz reported on another investigation. This complaint was
recommended to be founded, and it was asked that the report read to the Board members
be sent to the complainant, as well the officer involved. The vote that the complaint is
founded was voted unanimously by Board members.
