The Board of Public Works meets on the second, third and fourth Wednesdays of the months at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Notes for BPW Agenda, March 10, 2014 7.1 Board Liaison Assignments for 2014 The last time the Board updated their liaison assignments was in 2012. There have been several changes in Board members since then, and many committees, councils and commissions that require a liaison to the Board of Public Works do not have anyone attending the meetings. A list of the meetings requiring a Board liaison is enclosed. Please take a look at this list and decide which meetings you would be most interested in and which ones you could attend regularly. 7.2 Award of Contract for Construction Materials Testing Services for the City of Ithaca's 2014 Construction Program — Various City Projects — Resolution Proposals were received for materials testing for this year's construction season. Please see the enclosed resolution and bid tab. 9.1 Forestry Master Plan Update City Forester Jeanne Grace and Shade Tree Advisory Board Chair Nina Bassuk would like to present updates for the City's Forestry Master Plan that the Shade tree Advisory Committee has completed. The document now includes guidelines for tree planting, tree preservation and construction recommendations for tree lawns and tree islands in parking lots. Also included is a review of the current state of the Urban Forest and comparison of the forest composition through the years (including data from a 1920s inventory that was found kicking around a storage room at Streets & Facilities). 9.2 Tree Infestation in City Cemetery City Forester Jeanne Grace will provide the Board with information about an insect that is infecting the trees in the City Cemetery, along with her treatment plan. 9.3 Residential Parking Permit System Hardship Request for 109 Parker Street Transportation Engineer Tim Logue has provided a recommendation for a residential parking permit system hardship request submitted by a resident of 109 Parker Street. 9.4 Appeal of Snow Removal Bill for 411 Cascadilla Street Please see the documentation enclosed regarding this appeal. City crews cleared the snow on January 28, 2014. The nearest snowfall event was January 25, 2014, three days prior to our plow getting to this residence. As you can see in the bottom photo, the plow is dumping a copious amount of salt and sand because there was such a thick pile of snow and ice on the sidewalk. Page 2 9.5 Appeal of Snow Removal Bill for 709 North Cavuaa Street The second appeal is for a bill dated December 18, 2013, for the snow event on December 14, 2013. Again, more than three days passed before City crews plowed the sidewalk at this property. Enclosed are photos showing the plow (top photo); again, a large amount of salt and sand had to be dropped because of the amount of snow and ice that was packed on the sidewalk. 9.6 Sidewalk District Update a. Sidewalk Work Credit b. Work Plan An update will be provided regarding Sidewalk Districts. The subcommittee met for the first time to review the Sidewalk Credit Appeals, and Tim Logue will have an update to the Work Plan. Also, a Special Board of Public Works meeting has been scheduled for Monday, March 17, 2014, to hear public comment regarding the Sidewalk Work Plan. Section 260-4 of the City Code, Residential Parking Permit System: Exemptions, states four circumstances in which a resident may apply to the Board of Public Works for a permit not otherwise available. The third case is, "where residents living on a street within the Residential Parking Permit Zone without on- street parking wish to purchase a permit for on- street parking on a street where permits are required." Mr. Einstein lives on Parker Street, which is within the Residential Parking Permit Zone. Parker Street does not have parking on either side of the street. Mr. Einstein wishes to purchase a permit for on- street parking on a street where permits are required. I see no issues with granting his hardship request. I recommend approval. As stated above, I live at 109 Parker St. As the attached map shows, Parker St. has no street parking, and all of the nearby blocks have either no street parking, residential permit parking or metered parking. I have been informed by the city clerk that although I live in the area where residential parking restrictions are allowed, I do not qualify for a permit because my block is not part of a residential parking program. Since there is no parking allowed on Parker St. anyway, it seems unreasonable to organize 51% of all residents on the block to join the residential parking zone so that we would be eligible for permits. Because I walk or take MAT to Cornell daily, the residential parking restrictions force me to park my car far away on the 500 E block of either Seneca or Buffalo. As the map shows, Parker is an extremely short block and the driveway for my building even opens to Seneca and Buffalo Sts. Due to my residence's close proximity to the residential parking restricted 400 blocks of Seneca and Buffalo Sts and the lack of other available parking on my own block, I request special consideration from the Board and hope to be granted a residential parking permit so that I may park on the 400 block of either Seneca or Buffalo Street during the day. I will be happy to submit additional verification of my residence and pay the standard fee for issuing parking permits upon request. Please take the following into consideration: -I purchased my home in the summer of 2001 and your records will confirm that this is the first time I have ever received an invoice for snow removal in the intervening 13 years. I have always been conscientious in clearing the sidewalk in front of my home as it is well used year round. -The weather at the end of January was unusually cold which made snow removal by hand (I do not own a snow blower /machine) extremely difficult. I have enclosed the weather record for January with relevant temperatures highlighted. -Due to my work schedule I am home to remove snow either early in the morning or late at night, when the daily temperature is the lowest. -After the storm on Jan 25th, and every day afterwards, I tried to remove as much snow as I could and put down sand to increase traction. In talking with my neighbors, only those who employ professional services (using machines) had cleared walkways. -When city workers removed the snow, they too used some kind of machine. The tracks were visible along the edge of my front lawn. -The unusually cold weather and the frequent foot traffic compacted snow and made it impossible to remove by hand. In comparison to previous winters, while there have been some with more snow, this winter has been unique in terms of snow and bitter cold. I ask you to keep this in mind as hardworking, tax paying, homeowners try our best to provide a public service by clearing sidewalks in front of our homes. Sincerely, Atif I.
