MINUTES: Ithaca Community Police Board
PLACE: Third floor Common Council Chambers, City Hill, 108 East Green Street, Ithaca,
TIMX//DATE: November 29, 2007 @ 3:30 pm
Present: Commissioners Wigden, Slattery, Laskowitz, McGruder;
Alderperson Coles, Staff, N. Falconer. Chief Vallely and Deputy Chief John Barber
joined the meeting at 4 pm. Absent: Commissioners Flannery, Passmore
The meeting was called to order at 3:36 pm.
1. Approval of minutes of October 25, 2007
Motion made by B. Wigden, seconded by J. Laskowitz. Minutes approved unanimously.
2. Comments by the Public
No one from the public was present.
3. Report from Common Council
No report.
4. Report From Police Department
Acting Chief Vallely reported on the various issues that are keeping the department
extremely busy. The Department's rehabilitated SWAT team bus is almost out of
commission. The Department is lobbying to buy another. Discussion of funding sources
followed.
5. Motion made to move to Executive Session
Commissioner Laskowitz moved to change to Executive Session in order to discuss the
progress of particular complaints that involved complainants' and officers' names.
6. Return to Public Session to report on results of discussion.
The results of the Executive session were as follows:
a.) Commissioner Bibbie's unfinished investigation was reassigned to Commissioner
Slattery, and carried over to next month.
b.) Commissioner Slattery's ongoing case was voted founded, unanimously.
c.) Commissioner Wigden's two complaints (from the same citizen) were voted unfounded.
The vote was unanimous.
d.) Commissioner Flannery's investigation is being carried over, as she was not present.
e.) Commissioner Laskowitz's complainant has not responded to his calls, and will receive
a letter requesting a response if complainant wishes to continue.
L) One new case was assigned to Commissioner MacGruder.
7. Old Business
Chair Slattery reported that Councilperson Claiborne's request for CPB attendance at the
Emergency Contact Advisory Board on 11/14/2007 has been changed to the 20th of
December. Board members who will attend were sent sheets with information and statistics
two weeks ago.
S. New Business:
Commissioner Bibbie has resigned, effective immediately.
Commissioner Passmore will not renew his membership when it expires on December 31'.
The next meeting of this Board will be moved to December 27, 2007 3:30 pm Common
Council Chambers, City Hall.
