MINUTES: Ithaca Community Police Board
PLACE: Yd Floor City Hall 108 East Green St. Ithaca

Present: Commissioners Slattery, Wigden, Laskowitz, Flannery, Bibbie, McGruder, Councilperson Maria Coles, Deputy Chief Ed Vallely.
Excused: Commissioner Passmore, staff Falconer.
1. Approval of minutes of August 23rd 2007
Motion made by Wigden, seconded by Laskowitz
2. Comments by the public
A complainant came to the meetin but was told that we were not allowed to discuss his complaint in our regular meeting.. The complainant
observed a half hour of our meeting.
3. Report from Common Council
Budget review will begin on 10/4. No need for the ICPB to attend, budget submitted.
4. Report from Police Department
a) Deputy Chiefs Vallely and Barber have been taking on the responsibilites for Chief Signer since the Chief s recent and sudden
announcement of retirement. Deputy Chief Vallely expects to be named Interim or Acting Chief as of Chief Signer's official retirement
day of 10/9/07.
b) Although there have been many recent hires, the department expects upcoming shortages. There will be three retirements and
possibly three moves to court security The next Civil Service Exam takes place on 11/17/07 — Any new hires from the November exam
cannot be expected to start before 16 -18 months. Two lateral candidates will be interviewed.
c) Deputy Chiefs Barber and Vallely did a presentation at Fall Creek School regarding neighborhood safety. The presentation was
very well received.
d) Deputy Chiefs Barber and Vallely met with the Ithaca Journal, and the Ithaca Journal has agreed to stop FOILS. The Deputy
Chiefs do want to develop a system of having a daily report of minor offenses that could auto - generate for internet posting.
5. Old Business
Apple Festival — Dan has equipment in his car and will staff the table 12-4. Bob will staff 12 -2 and Birdie will staff 2:30 -4

7. Motion to Adjourn to Executive Session to Discuss Results of Current Investigations (Motion by Laskowitz )
8. Return to Public Session. Report on Findinm and Ad *ournment
Progress on nine complaints being investigated were discussed.
1. This investigation was voted closed (unanimously.).
2. This investigation was unanimously voted closed do to lack of response from complainant.
3. This investigation has been closed because the complainant is suing the IPD.
4. This investigation has been resolved to the satisfaction of the complainant
5. The complaint was founded: vote was unanimous.
6. This investigation is on hold until the IPD is done with an internal investigation. Commissioner Slattery has communicated this to
the complainant.
7. Commissioner McGruder drafted a letter on behalf of a complainant and Deputy Chief Vallely will put the letter in the briefing book.
8. Commissioner Passmore has not been able to contact his complainant — Commissioner Slattery will get Ron a new phone number to
contact. Carried over.
9. This investigation is underway — Commissioner Bibbie has met with the complainant and the complainant would like to have a
meeting with a Deputy Chief.
