ITHACA COMMUNITY POLICE BOARD MEETING DRAFT
MINUTES: Ithaca Community Police Board
PLACE: third floor Common Council Chambers, City hall, 108 East
TIME/DATE: April 27, 2006 @ 3:30 pm
Present: Commissioners Wigden, Slattery, Laskowitz, Whispell, Satome Hill, Passmo
Chief Lauren Signer, Deputy Chief Curatolo, Deputy Chief Ed Valley, Staff, N. Falconer.
Councilperson Maria Coles. Absent, Kerry Flannery, Chavonte Perkins, Herb Nelson.
The meeting was called to order at 3:30 pm.
Executive session was called at the start to allow for the time later for the Rosica taxi
appeal. Two new cases were assigned. One open investigation was held over.
1. Approval of minutes of March 23, 2006
Motion made by D. Slattery, seconded by D. "spell. Minutes were approved
unanimously.
2. Comments by the Public
No one from the public was present.
3. Report from Common Council
Councilperson Coles reported there is some dissension among students and even other
adult citizens about the measures taken to control the Prospect Street annual party.
4. Report From Police Department
The annual Prospect Street party is scheduled for tomorrow night. Slope Day is the
following weekend
5. Old Business
a) New Methods of outreach: Chair and committee have met once. Decision not to table
at Ithaca Festival, but to.table at GIAC and Southside events in June. Remainder of
results were tabled until May meeting.
b) Staff, Nancy Falconer will not be present at May meeting.
6. Adjournment to Hearing on Rosica Taxi License Appeal
Hearing was held with Mr. Rosica's and his advocates present to tell his side of the
reasons for appeal, and several advocates who presented evidence of his character and
backed his appeal. Police members Chief Signer and Curatolo presented the evidence on
which her decision for denial was based.
7. Adjournment to Executive session To discuss and vote on the Rosica appeal
After discussion of the evidence presented, a vote was taken. Motion made by
Commissioner Whispell to overturn the decision of the Chief not to give Mr. Rosica a
city taxi license. The results:
Four Board members voted for the motion.
Two members voted against the motion.
No abstentions.
Mr. Rosica will be allowed to have a license to drive a taxi in the city, and will be
informed by letter of this result.
