MINUTES: Ithaca Community Police Board
PLACE: Common Council Chambers, third floor, City Hall, 108 East Green St.
TIME/DATE: November 17, 2005 at 3:30 pm
PRESENT: Commissioners Wigden, Laskowitz, Slattery, Passmore, Whispell,
Flannery, Hill, Nelson, Staff, Nancy Falconer. Absent, Gayraud Townsend (CC
Liaison.) Guest Maria Coles, Common Council. Excused: Chavonte Perkins.
1. Approval of Minutes of October 27, 2005
Minutes approved with the correction of adding that new youth member,
Chavonte Perkins, recently received several honors for her community activities.
Motion by Whispell, second by Slattery; Unanimous.
2. No one from the Public was Present.
3. Report from the Police Dept.
Discussion about the rise of gang activity in Ithaca, apparently because of
outsiders who are recruiting Ithaca youngsters.
December 10 the program America's Most Wanted will present a piece about
the `Collegetown Creeper' in which Chief Signer was interviewed.
4. Report from Common Council
a) The budget for 2006 for the Community Police Board was passed at the no
increase level.
b) Chair reported an article in Cornell Sun about the Community Services
meeting in which the subject of noise charges and handcuffing was discussed.
5. Old Business
Ride alongs were announced as due and members asked to sign up.
Commissioner Wigden did so.
6. New Business
a) Discussion of jury duty as a learning experience that would benefit Board
members.
b)Food planned for next month's meeting.
7. Motion Made to Adjourn to Executive Session to Discuss and Act on Complaints
Three investigations were discussed:
1. Complainant has asked for delay in follow up; Members voted to write him
that the investigation will be held open until December 31', 2005, but closed if we
have no response from him by then. Decision unanimous.
2. Complainant has decided not to pursue the investigation further. Vote to close:
unanimous.
3. Investigation still in progress.
