HomeMy WebLinkAboutMN-CPB-2015-11-18CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. November 18, 2015 Present: Co-Chair: Rogers Commissioners (4) LaPadula, Wright, DaGrossa, Beem-Miller OTHERS PRESENT: Common Council Liaison – Kerslick Deputy Police Chief Monticello Information Management Specialist Day EXCUSED: Co-Chair: Kane Commissioners: Onyejuruwa, LaFave, Youth Commissioner: Hause CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF THE October 28, 2015 MEETING: By Commissioner DaGrossa; Seconded by Commissioner Rogers RESOLVED, That the minutes of the October 28, 2015 Community Police Board meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: Alderperson Brock and Brittany Williams of the City of Ithaca spoke to the board about the living conditions/safety at West Village Apartments. There is a Ithaca Police Officer patrolling the area who has been regularly interacting with the children, and taking the time to show them the police vehicle and distributing stickers to them. This has been a great experience for the neighborhood children. Acting Deputy Police Chief Monticello will let the Board know who the officer is so they can write him a compliment letter for his great work. He further noted that the police department has been actively working on increasing the number of patrol units to increase their visibility. REPORT FROM COMMON COUNCIL: Common Council Liaison Kerslick reported that the steering committee of the Community Outreach Worker Program has been meeting to see out it is working and will have the quarterly reports available for the Community Police Board in The near future. He also reported that Common Council approved the 2016 City of Ithaca budget at their November 4, 2015 meeting. In addition, body cameras are now in use by the police department; a report on how they are working should be available, possibly, by the Boards December meeting. The police department has been able to fill some of the vacant positions with lateral transfers of police officers from local agencies. REPORT FROM THE POLICE DEPARTMENT: Acting Deputy Chief Monticello reported that the body cameras by all police officers began on November 2, 2015. As expected questions have already arisen regarding their use in regards to privacy regulations. A policy is being written that will outline guidelines for privacy that officers may refer to. The records department personnel are spending a lot of time in order to review and store the data appropriately. There are still 4 vacancies; the new list of candidates will be available as the civil service test was held on November 14th. Investigator Myers received the monthly Kawanis Award; he will retire in January. Officer Tomberelli will be moving into that position. Two Officers graduated on November 13th from field training and will begin their shift work by January 1st. OLD BUSINESS: a) Community Outreach Worker Program Qtly. Report Board member voiced concern that the report did describe the program better. Common Council Liaison Kerslick will invited Outreach worker Baker to come to a future Board meeting to provide a more detailed report, and to answer any questions the Board may have. b) Ithaca Police Department 2016 Budget No new information at this time. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Beem-Miller RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. RECONVENE: The Board reconvened into regular session and took action on the following resolution: RESOLUTION: By Commissioner Rogers: Seconded by Wright RESOLVED, That case number 2015-5 be considered closed.
