Present: Conmmissioners Wigden, Laskowitz,Slattery,Passmor+e, Chief Signer; Staff, Nancy
Falconer. Guest: Satome Hill. Excused: Commissioners Nelson, Whispell
Meeting was called at 3:36 p.m.
1. August 26, 2004 minutes were approved. Motion by R. Passmore, second by J. Laskowitz,
and passed unanimously.
2. Comments from the Public: No public was present.
3. Report from Common Council:
a) Discussion of items such as Green Street Parking garage, budget etc are taking place in
Common Council.
b) Liaison's attendance at open meetings and executive session was discussed.
4.Report from Police Department:
a) Budget situation at IPD is under consideration for cuts in 2005, leaving the department
seriously short of personnel if carried out. This might result in not filling a front desk position,
with instead of a person there, a bell calling system is used for walk ins. This is not desireable,
as there are so many walk ins at Clinton Street that call for immediate action. Board offered letter
of support for need of real person at front desk.
b) Another change in budget calls for possibility of IPD carrying the cost of new autos for the
Dept instead of the city. Discussion followed and Board gave support for a letter to Common
Council pointing out that autos are sent to other city departments after term at IPD, and therefore
budgeting should be kept in city budget.
c) Discussion of status of officers charged for trashing jungle residents po s ions. to is
still investigating.

a) Discussion of Staff vacation coverage October 7 to the 21st., -'
8.) Adjoument to Executive Session to discuss current investigations of complaints: Motion by D.
Slattery, second by J. Laskowitz. Council Liaison left at 4:40 pm.
9) Return to Public Session. Report on Investigations. Adjournment Two complaints were
discussed:
1) One Investigation submitted this month was about an incident from last January. Board
considers this too late to do a complete investigation, as the time limit is usually 30 days from
date of incident. Voted to close with letter of explanation: Passmore,Laskowitz,Slattery, Wigden.
Pounded: None. Abstentions: none
2.) Voted to close because Commissioner cannot interview the witnesses or officer involved.
Letter will be sent that these are circumstances beyond our control that make an investigation
impossible. For: Passmore,Laskowitz,Slaftery, , Wigden. Against: None. Abstentions: none
