COMMUNITY POLICE BOARD MEETING I
RE: DRAFT OF MINUTES

Present: Conmmissioners Laskowitz, Slattery, Passmore, Nelson; Chief Loo, Deputy Chief Signer;
Staff, Nancy Falconer. Guest Satomi Hill.
Excused: Commissioners Dill, Whispell, Wigden. Meeting was called at 3:35 p.m.
Meeting was chaired by Vice Chair Commissioner Passmore in absence of Chair Wigden
1. Approval of minutes
June 24, 2004 minutes were amended under the final item' Return to Public session' to read:
1. Founded:
Vote to Find: Laskowitz. Passmore, Nelson, Whispell, Wigden, Dill
Abstained: Slattery
Not founded: None
Minutes approved as corrected: Moved by H. Nelson, second by Slattery and passed
unanimously.
2. Comments by the Public
Prospective member Hilt asked questions about the Board members' duties.
3. Report from Common Council:
Common Council liaison was not present.
4. Report by the Police Department
The 2005 budget is being prepared; the department is gearing up for return of college residents.
S.OId Business:
a) Commissioner Slattery distributed copies of his and Chair Wigden's letter to Mayor Peterson
re the suggestion that approval be given to changing the policy of arresting and cuffing all
nuisance (noise) violators to ticketing only except in instances where there are actions on the
violator's part that necessitate arrest.
b) Handouts of member's duties to be used in explaining to prospective Board members. Copies
of these will be sent in this month's minutes.
T. New Business:
a) Preliminary 2005 budget proposal handouts were distributed for information of members.
Copies of final draft will be sent along with minutes of this meeting_
b)A new invoice from NACOLE was briefly discussed. Held for return of Chair.
c) Commissioner Nelson expressed concern about the lack of attendance of Council Liaioson.
Discussion followed.
8.) Adjournment to Executive Session: Motion by D. Slattery, second by J. Laskowitz.
9) Return to Public Session. Report on Investigations.
Two complaints were discussed:
1. Carved forward because investigator not present.
2. New case received and assigned.
