TIME: 3:30 pm PLACE:CITY HALL, 108 EAST GREEN STREET, Common Council Chambe Present: Conmmissioners Wigden, Laskowitz,Slattery,Passmore,Whispell, Chi4F4N #jjWGty Chief Barnes, Guest: Faye Dugagis; Staff, Nancy Falconer. Excused: Commissioners Nelson, Dill. Meeting was called at 3:36 p.m. 1. June 24, 2004 minutes were amended, (under Police Report) from "Officer Pete Tyler is retired" to "Officer Pete Tyler has been promoted ". The minutes were approved as amended, motion by R. Passmore, second by J. Laskowitz, and passed unanimously. 2. Comments from the Public: Faye Dugagis spoke about her concerns about filing a complaint; she was reminded that none of the details of the complaint are to be brought up at this meeting, but must be written on the form and sent to staff before an investigation can be started. After agreeing, she left the meeting at 3:45 pm. 3. Report from Common Council: a)The eligible test takers for position of Chief were reported. Discussion followed. b)The investigation of Councilman Townsend's arrest in May has not been completed. c) Board members expressed regrets about Chief Loo's leaving August 1. 4.Report from Police Department: a)Two Community Police Officers have been hired recently. b) Deputy Chief Barnes is leaving the Department for retirement this month. 5.Old Business: a) Discussion of tabling efforts at GIAC last week.. b) Decision not to table at Southside this coming weekend, as the date was indefinite until yesterday. c) Handouts: a list of reasons for complaints between 1997 and 2003 was distributed. Discussion followed, and decision made that Dan Slattery will discuss it informally with the force. 7. New Business: a) Discussion of whether the CPB ought to offer to be the forum for the Mayor's proposed community- police meetings. Members believed it appropriate to propose this to the Mayor, and CPB Chair will do so in writing. b) Members asked staff to bring a bullet list of board members' duties to next meeting to be used in recruiting new members. c) Discussion of Mayor's choice of method in choosing new Chief. CPB may be asked to contribute some members to a committee. Volunteers from the Board were Commissioners Laskowitz, Whispell, Slattery, and Wigden. d) Discussion by members of the by laws regarding whether Common Council liaison may be present at Executive Sessions. Clarified that CC Liaisons are not to be present unless Board members specifically choose to void this rule. 8.) Adjournent to Executive Session: Motion by D. Slattery, second by J. Laskowitz. Council Liaison left at 4:40 pm. 9) Return to Public Session. Report on Investigations. Six complaints were discussed: a) Five Investigations completed and closed. 1) Voted as unfounded: Passmore,Laskowitz,Slattery, Whispell,Wigden. Founded: None. Abstentions: none 2.)
