Green Street City Hall, Common Council Chambers, 3rd floor • DATE & TIME: 3:30 PM July 24, 2003 PRESENT: Commissioners Slattery,Wigden,Laskowitz, McGruder, Passmore, Dill: Chief Loo, Deputy Chief Barnes, Alderperson Pryor. Staff, Nancy Falconer. Commissioner Rovelstad entered at 4:10 PM. Excused: Commissioner Nelson and Whispell The meeting scheduled for June, 2003 was canceled due to an unexpected power outage at City Hall just prior to 3:30. 1. Approval of Minutes of May 23, 2003 Meeting Motion to approve by McGruder, second by Laskowitz, approved unanimously. 2. Comments by the Public No public present, no comments made. 3. Report from Common Council -No action taken. 4. Report From the Police Department Chief Loo reported that $500,000. has to be cut from the budget in order to meet the Mayor's request for a 5% decrease from 2002 budget. No action was taken. 5. Old Business a.) The proposed budget for 2004 for CPB was distributed and discussed. Commissioner Laskowitz moved to approve submitting it as written„ McGruder seconded, passed unanimously. b) Tabling issues. Board agreed to continue tabling and to have some • representation at Pud's Run event in August. c.) Staff reported that 2003 commendations had arrived in a group that mentioned 47 personnel from the Police Department, meaning that 141 letters from CPB would have to be sent if 3 were sent for each officer commended. Staff asked if this much paperwork is really necessary. Alderperson Pryor said that this should be done, and a record of what time is spent should be kept. 6. New Business a.) Chair Wigden reported on the CPB report to Common Council for 2002. A summary was submitted, and approved unanimously by members. He will finish the report by the September meeting. 7.Motion to adjourn to Executive Session by Commissioner Passmore 8. Report on Action taken on cases in Executive Session. Four complaints and investigations were discussed in Executive Session. 1. Complaint was unanimously decided unfounded. Unfounded: Whispell,Laskowitz,McGruder, Rovelstad, Passmore, McGruder Founded: None 2. One investigation is on hold at the request of the complainant. 3. One investigation is on hold because the Commissioner has not been able to contact the complainant at the telephone number given us. 4. One investigation is in process. Motion, meeting returned to public session. Commissioner McGruder announced • her resignation for September because of a return to school. Motion to adjourn meeting by Commissioner Laskowitz.
